Responsible for the planning, development, and implementation of vegetation management programs associated with OPPD rights-of-way, easements, and properties. Coordinates OPPD compliance with state and federal regulations designed to protect and conserve avian populations by reducing the risks that result from interactions with utility facilities and activities. Coordinates OPPD compliance with NERC regulations for transmission line vegetation management. Acts as OPPD s representative on matters pertaining to private and city owned trees and negotiating with customers on tree trimming and tree removal required for routine maintenance and capital construction projects. Coordinates public relations with tree trimming and tree removal and public education programs associated with vegetation management. On-call 24/7 to respond to and coordinate vegetation management assistance during storm restoration activities.
Responsibilities:
+ Responsible for directing the work of contractor tree trimming crews according to approved contracts, corporate policy, and department practices and procedures.
+ Represents the District s forestry group in field meetings with OPPD engineers and operating groups, government personnel, private property owners, and contractors.
+ Plan, schedule, direct, audit and evaluate tree trimming contractor activities to ensure an efficient and effective forestry operation and applies professional and technical skills in the development and implementation of new forestry practices and procedures and provides education and guidance to the public concerning the selection, placement, welfare and environmental benefits of trees.
+ Responsible for coordinating the District s Transmission Vegetation Management Plan to maintain compliance with the North American Electric Reliability Corporation (NERC) requirements.
+ Responsible for coordinating the District s Avian Protection Plan to maintain compliance with the Migratory Bird Treaty Act, Threatened & Endangered Species Act, and Bald & Golden Eagle Protection Act requirements.
+ Responsible for auditing contractors in order to measure and evaluate contractor crew performance.
+ Responsible for resolving customer complaints and tree trimming refusals, investigating special easement problems, and directing special care jobs.
+ Investigate vegetation related outages and Power Quality issues to determine appropriate actions as to the District s priorities.
+ Exhibits professional behavior and promote positive working relationships internally and externally to OPPD.
+ Adherence to all company/departmental policies, procedures and overarching safety expectations included but not limited to the District s Safety Manual, the Hold Order System and the Personal Protective Ground Manual.
+ Regular and predictable attendance is required.

Qualifications
+ A bachelor s degree in Forestry or related field experience is required.
+ Knowledge of local, state and federal environmental policies and regulations.
+ Vegetation management, customer interaction, work planning, work quality auditing experience required.
+ Must have knowledge of professional tree trimming practices and procedures; local tree species and their characteristics; the application and environmental effects of herbicides and other chemicals to control tree growth.
+ Must qualify as a Certified Arborist.
+ Must obtain Utility Specialist certification with the International Society of Arboriculture within 12 months of hire date.
+ Must possess and demonstrate excellent analytical skills.
+ Knowledge of the District s safety procedures and work practices are required.
+ Minimum 3 years of experience in arboriculture, preferred.
+ Experience managing contractors, preferred.
+ A valid driver s license is required
+ Must quality as a Nebraska Certified Pesticide Applicator (Right-of-Way Category) with the Nebraska Department of Agriculture or obtain certification within 18 months of hire date.
+ Must possess and demonstrate excellent written and oral communications skills.

The Partners Section of the Wildlife Division is primarily responsible for habitat development and restoration efforts, and access programs on privately owned lands.
Job Duties: Working out of our Beatrice Office, with limited supervision from Wildlife Biologists and District Manager, implement public access program offerings (e.g., Open Fields & Waters). Activities include: Site assessment, contract coordination, reporting and posting signs. Provide technical assistance of wildlife habitat enhancement techniques to private landowners. Work closely with other conservation organization partners to assist with conservation planning and project design to benefit wildlife. Assist with or coordinate activities and projects within the agency as assigned. As an entry-level position, effort will be made to provide opportunities to collaborate/assist with other divisions to enhance background knowledge and experience within the agency.
Requirements / Qualifications:
Minimum Qualifications: 1 year experience OR 1 year coursework/training in fisheries management, natural resources, biology, and/or agriculture.
Preferred Qualifications: Bachelor's degree in wildlife, fisheries, natural resources or biology.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
1. GS-7: You must have completed or will complete a 4-year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in the following:
a) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
2. GS-9: You must have completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree:
a) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc. you cannot qualify based on GPA.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of environmental physical science principles, practices, techniques, and procedures to carry out tasks and provide support using established procedures and methods in assigned.
2. Knowledge to perform a variety of technical tasks in support of projects assigned to higher level scientists or engineers using established technology to investigate unsanitary or questionable conditions in assigned.
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to use in applying to assigned tasks in the areas of restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Ability to establish effective working relationships with others.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
