    General Description: The candidate will conduct initial building inspections, asbestos and lead abatement oversight and assist project managers with industrial hygiene inspections. Candidate may further support Phase I Environmental Site Assessments (ESAs) or other environmental projects as needed. Building inspection job duties include collection of field documentation, collection of bulk samples, review of laboratory documents, and data reporting. As an Air Monitoring Specialist, the candidate may be responsible for abatement oversight including contractor interaction, operation of field air monitoring equipment, collection of field documentation and on-site analysis of air samples by Phase Contrast Microscopy (PCM). Job duties with industrial hygiene inspections include performance of noise surveys, radon surveys, microbial and indoor air quality investigations with sampling, other personal sampling monitoring such as silica and lead, and data reporting. Although the primary focus of this position will be industrial hygiene and asbestos work, the performance of standard environmental work may include: Phase 1 ESAs including site visits and data review, testing and sampling of environmental media to include in air, groundwater, sediment, and soils. The candidate will be responsible for cleaning and maintaining field monitoring equipment. Candidate will be required to adhere to strict company health and safety standards. Essential Role and Responsibilities: * Performs standardized field tests as directed and/or special inspections as required. * Performance of building inspections for asbestos-containing building materials in accordance with AHERA guidelines and state regulations. * Perform air monitoring and visual inspections during asbestos abatement projects. * Sampling of painted coatings (via paint chip or XRF) in residential, commercial and industrial settings in accordance with state and federal regulations. * Calibrate field monitoring equipment such as PID, combustible gas indicator, indoor air quality meters and air sampling pumps. * Sampling for noise levels within industrial settings. * Sampling suspect microbial growth. * Performing indoor air quality assessments. * Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management. * Be responsible for maintaining quality standards on all projects. * Some night and/or weekend work may occasionally be required. * Often requires carrying and climbing ladders, but may also require use of scissor lifts, working on rooftops, at heights, and/or occasionally working in small or confined spaces. Requirements: * High school diploma or equivalent. * 1 to 3 year of relevant experience or the equivalent in training and related experience. * Valid driver's license with acceptable violation history. Preferred: * Minimum 1 to 2 years of relevant experience or the equivalent in training and related experience. * Certification(s) in field of expertise. Examples include: * NYS Accredited Asbestos Building Inspector * NYS Accredited Project Monitor * EPA Certified Lead-Based Paint Inspector and Risk Assessor * Mold Technician * OSHA 40 Hour HAZWOPER * Associates or Bachelor's degree in Occupational Safety and Health, Industrial Hygiene, Environmental Science or related scientific field. * Other national, regional, state, and local environmental related certifications requiring experience and written examination will also be considered if deemed appropriate by the Terracon Department Manager. WORK PERFORMED : Works with small businesses to interpret applicable environmental regulations for associated business processes and provides guidance to businesses that are seeking to comply with the Clean Air Act's applicable regulatory requirements and other business-related environmental issues, including but not limited to the Clean Water Act and Resource Conservation and Recovery Act. Assists in resolving complaints and disputes, including enforcement actions between small businesses and regulatory agencies. Tracks and reviews new and amended environmental regulations and analyzes their potential impacts on small businesses. Provides comments and recommendations to the US Environmental Protection Agency and NYS Department of Environmental Conservation. Works with associations and small businesses to improve compliance and provide feedback to regulatory entities on measures or modifications sought by small businesses. Organizes and conducts outreach efforts (i.e., training workshops and conferences) to inform business owners and managers about their responsibilities and rights under state and federal environmental conservation laws. Identifies and refers small businesses to appropriate technical and financial resources. Assists in coordination with other agencies and stakeholder groups. Presents written and oral summaries of project activity to the ESU Assistant Director. Works collaboratively with peers, managers, small businesses, and regulators. Other assignments or special projects, as directed by the ESU Assistant Director. Travel requirement: up to fifteen percent (15%). MINIMUM QUALIFICATIONS : This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required. However, all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Minimum Appointment Qualifications : Seven (7) years of professional experience developing, evaluating, coordinating, administering and/or promoting environmental programs designed to prevent and/or correct environmental pollution. Substitutions: An associate degree in a related field can substitute for two (2) years of specialized experience. A bachelor's degree in a related field can substitute for four (4) years of experience. A master's degree in a related field can substitute for five (5) years of experience.
