Role of a Hazardous Waste Technician 1 Under limited supervision, performs waste inspection to ensure hazardous waste compliance. Demonstrates understanding of a wide range of hazardous waste processes and procedures, including emergency situations, hospital loads, testing, categorizing, removal of hazardous material from the waste stream and storing of all hazardous waste, assisting H2W, processing oil, antifreeze, and batteries.
The shift will be Tuesday - Saturday, 10:30AM - 7:00PM.
Essential Responsibilities
* Performs waste inspection to ensure hazardous waste compliance. Demonstrates understanding of a wide range of hazardous waste processes and procedures, including emergency situations, hospital loads, testing, categorizing, removal of hazardous material from the waste stream and storing of all hazardous waste, assisting H2W, processing oil, antifreeze, and batteries.
* Provides reports on the amount of waste-oil, anti-freeze and car batteries that accumulate in the temporary storage bins. Transfers to appropriate storage area daily on an as-needed basis.
* Answers a range of questions from customers, other employees, and Hazardous Materials Technicians about identifying and properly disposing varying types of hazardous waste.
* Starts Emergency Response Team (ERT) standard operating procedure and stays within the confines of all written/applicable safety rules and procedures for each type of incident response.
* Reviews all required paperwork (i.e., load inspection forms, Site Incident log).
* Manages inventory and the contents of the Hazardous Material skids, including pressure cylinders, by transferring to the hazardous waste facility.
* Provides operations support as needed.
* Must be able to wear a full-face respirator and class "C" PPE.
* Driving a Company vehicle will be required from time to time.

Qualifications
* Three years related compliance experience, including 40-hour hazardous waste certification, and 8 hours of additional training in the hazardous waste facility.
* Principles and practices of job site safety, potential job hazards, and state and local regulations, including working knowledge of regulation and procedures and/or company services.
* Basic Computer programs.
* High school diploma or GED preferred.
* Valid driver's license.

The City of Portland Bureau of Environmental Services (BES) is seeking an EnvironmentalTechnician IIto join the Industrial Permitting Program. The Industrial Permitting Program is responsible for protecting the City's publicly owned treatment works, ensuring compliance with the City's National Pollutant Discharge Elimination System (NPDES) waste discharge permit, protecting the health and safety of the public, city personnel, and the environment, and ensuring industrial users maintain compliance with their Industrial Waste Discharge Permits (IWDPs). The Industrial Permitting Program issues and manages over 120 IWDPs and an additional 300 industry Alternative Discharge Control Mechanisms (ADCM).
The EnvironmentalTechnician II's primary responsibility is managing the compliance of local industries that discharge industrial wastewater to the City's sanitary sewer system through IWDPs and other control mechanisms. The management of IWDPs entails conducting inspections, reviewing industry analytical and compliance reports, evaluating permit compliance, data entry, and leading enforcement actions as needed. On an annual basis, incumbents in this position spend approximately 25-30% of their time in the field. This position will work as a member of the Industrial Permitting Program team and collaborate with other programs, including field operations, laboratory, industrial stormwater, FOG, and spill response programs.

* Analyze and review IWDP application materials for permit issuance

* Perform data entry and management using the City's LINKO database
* Assist with sanitary sewer system incident investigations as assigned.

* Evaluate wastewater pollutant treatment systems

The EnvironmentalTechnician II will work within the Water Quality Monitoring team and will primarily be responsible for collecting water samples and performing field measurements throughout Portland's drinking water distribution system and source waters. This position will operate and maintain field sampling equipment, follow standard operating procedures, manage data, assist in water quality investigations and inspections, and collaborate across groups, including the Water Quality Lab. This position will also manage data, perform data analysis, and report findings using charts, graphs, reports, and presentations as needed. Incumbents in this position spend approximately 50-75% of their time in the field. This position will require a valid state driver's license and an acceptable driving record at the time of appointment.

Work schedule/environment:
The current schedule for this position is working on-site in the field/in the office for a minimum of 5 days per week.
Minimum Qualifications:
* Associate degree in a related field.
* One to four years of experience in FOG program management.
* Ability to walk extended distances with reoccurring bending, crouching, lifting, stooping, stretching, reaching or similar activities; reoccurring lifting of light or moderately heavy items.
* Any combination of qualifying education, training, and work experience equivalent to five (5) to seven (7) years will be considered.
