Role will also support ongoing capital planning efforts with cost, schedule, and reporting analysis on behalf of the client, using established processes, experience, and expertise. + Prepare estimates for all stages of design from Conceptual through Final Construction documents (Schematic, DD, CD, Hard Bid) + Work with Regional & Program teams to prepare accurate ROMs and potential scope validations for eventual capital planning and client approvals. + Responsible for cost analysis and reporting of internal estimates, statuses, and actual pricing. + Build and maintain internal cost estimating tools via excel and SharePoint + Perform analysis and report on cost estimates, comparisons of scope, quantities, and cost data between projects. + Support execution teams in evaluation of vendor cost estimates and proposals, as needed to assemble final estimates for client. + Schedule and manage Preconstruction/estimation timelines for critical program deliverables. + Support ongoing Capital Planning efforts to maintain up to date pricing and schedule estimates based on market, regional and client knowledge. + Keep internal and client project records and reporting current. + Review/analyze complex bills of materials. Assessing labor productivity and labor costs, researching vendors and understanding manufacturing and construction costs + Negotiate with and engage in vendor solicitation and/or information gathering during the bidding process. + Compare and analyze competitive vendor and supplier bids as requested. + Coordinate with stakeholder partner to maintain master subcontractor/vendor lists & pricing by trade. + Advise Regional & Program teams on all perceived risks to the successful completion of the project as needed. + Identify dependencies and/or scope gaps in the successful completion of the project. + Communicate regularly with internal and external partners as appropriate to ensure the delivery of high-quality service and system support. + Create and evaluate project reports and provide project status to internal and external clients as needed. + Prepare, publish and communicate estimate status, including input into the designated tracking systems. **REQUIREMENTS:** + Bachelor's Degree in Engineering, Construction Management, Building Construction, or similar field with minimum of three (5) years of estimating experience in directly related construction role or a minimum of five (7) years equivalent combination of experience in an advisory and/or project management capacity required + Knowledge of construction principles and practices + Experience with retail and tenant improvement construction projects; ability to read and understand construction specifications (and construction drawings preferred) + Strong computer skills to include Microsoft Office, Excel, Estimating database software, and Onscreen takeoff tools. + Systematic planner who attends to details with accuracy and focus + Ability to plan, organize and coordinate multiple efforts, maintain excellent client relations, client management, and consultation skills required. + Proven leadership ability, administrative ability, technical background, and project responsibility experience preferred. + Results oriented and cost conscious. + Highly organized and skilled with time management; Superior oral and written communication skills required. This position may consult with others when developing estimates for Escalation, Contingency and Other costs. * Develop the estimate plan and coordinate estimate development with the project team; including preparation of the Estimate Schedule * Utilize estimating methods and the expertise of other project professionals to establish total project estimates * Perform peer review of estimates, when assigned * Refine understanding of conceptual estimating theories and techniques * Coach others in basic understanding of Estimating role in Baseline Centric Execution * Other duties as assigned Basic Job Requirements * Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements * Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors * Job related technical knowledge necessary to complete the job * Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines * Ability to attend to detail and work in a time-conscious and time-effective manner Other Job Requirements * Stay abreast of current estimating techniques by maintaining expertise through the numerous opportunities provided by professional organizations or by networking with other estimating specialists within the engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry * Be knowledgeable about business line specific rates to be applied in estimates * Be active in knowledge management portals and communities with regard to forum questions and discussions * Be knowledgeable about the benefits of Cost Competitive Execution, Excel to Win, Business Risk Management Framework (BRMF) and Strategy to Win; actively promote innovative ideas and solutions Preferred Qualifications * Should be involved with an Estimating professional society * Minimum of zero (0) years of experience using any of the Fluor Estimating Systems or four (4) years of experience using Industry recognized estimating systems * Minimum of two (2) years of field experience, preferably in project controls, construction, contracts, or estimating * Demonstrate strong technical ability, combined with communicative skills, to lead estimate development * Knowledgeable about Lump Sum and/or Cost Reimbursable estimating * Knowledgeable about Self-Perform and/or Construction Management Execution * Knowledgeable about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status Reports * Recognized as being proficient and requiring minimum supervision in the following areas: Direct Field Costs, Indirect Field Costs, Fluor Services Costs, Escalation, Selling an Estimate, Benchmarking and Unit Rates for Key Commodities, Estimate Plan, Basis of Estimate, Input and Use of Business Risk Management Framework (BRMF), Use of Allowances, Cost Contingency, Input of Estimate into Global Pricing Model's Template, Productivity Worksheets, Craft Mix and Crew Mix, Data Analyst, Comparison Analyst, Input into and Use of Historical Data (EMS - Experience Management System) * Recognized as being familiar, but requiring guidance and supervision in with the following areas: Expatriate policy costs, currency fluctuation, tax & insurance costs, and performance bonds & letters of credit costs * Good analytical and computer skills To be Considered Candidates: Must be authorized to work in the country where the position is located.
