Job Summary
The Estimator will play a key role in the planning and development of construction projects from the initial concept phase through to the project turnover and provide support throughout project execution. This individual will work closely with clients, architects, engineers, internal project teams, vendors, and subcontractors to ensure that all pre-construction activities are executed efficiently and according to schedule. The ideal candidate will have a strong understanding of the commercial construction process, excellent communication skills, and the ability to manage multiple tasks effectively.
Key Responsibilities
Project Planning and Coordination:
· Collaborate with project teams, architects, and engineers to develop and review project scopes, budgets, and timelines.
· Assist in the development of preliminary construction schedules, phasing plans, and logistics plans.
· Support ongoing project meetings, ensuring all pre-construction activities are aligned with project goals.
Project and Cost Estimation:
· Prepare detailed and accurate project and cost estimates, including materials, labor, equipment, and subcontractor pricing and meet bid coverage requirements in accordance with company guidelines
· Analyze project drawings, specifications, and other documents to develop and prepare comprehensive cost estimates
· Work with subcontractors and suppliers to obtain competitive pricing and sufficient subcontractor coverage across bid preparation
Bid Management:
· Manage the bid solicitation process, including the preparation and distribution of bid packages.
· Review and analyze subcontractor bids to ensure compliance with project specifications and budget requirements.
· Assist in the negotiation and finalization of contracts with selected subcontractors and vendors.
· Support maintenance of company estimate and project management database
Value Engineering:
· Identify opportunities for cost savings through value engineering and alternative construction methods or materials.
· Collaborate with the project team to evaluate the impact of proposed changes on project budget and schedule.
Client and Stakeholder Communication:
· Serve as a primary point of contact for clients and sub-contractors during the pre-construction phase, providing regular updates and addressing any concerns.
· Assist in the preparation of presentations and proposals for clients, showcasing project feasibility, phasing, budgets, and timelines.
· Present bids to pre-construction and construction leadership
Quality and Operational Excellence:
· Ensure compliance with company policies, industry standards, and regulatory requirements
· Identify potential project risks and develop mitigation strategies during the pre-construction phase.
· Ensure all pre-construction activities comply with local building codes, safety regulations, and environmental standards.
· Provide superior service quality across vendor and client relationships.
Qualifications
· Minimum of 3 years of experience in pre-construction processes/construction estimating with proven track record of delivering successful project estimates
o Bachelor's degree in Construction Management, Engineering, Architecture, or a related field can supplement experience requirement
o Relevant certifications (e.g., Certified Professional Estimator) can supplement experience requirement
· Strong understanding of estimating processes, vendor & subcontractor selection, and construction budgeting
· Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), office management software
· Experience with construction project management software is a plus
· Excellent organizational, communication, and negotiation skills
· Ability to work independently and manage multiple tasks and projects simultaneously
· Strong problem-solving skills and attention to detail
Physical Requirements
· Ability to visit construction sites, which may involve exposure to weather conditions and the need to wear personal protective equipment
Working Conditions
· Primarily office-based with potential visits to project sites and pre-bid walkthroughs

Estimator Role:
The Estimator reports to the Project Manager. The Estimator fulfills client appointments in a timely manner and demonstrates a professional demeanor to all potential new and current customers. The Estimator performs initial site inspections. The Estimator assesses projects by identifying project requirements, regarding time, labor, and material costs. The Estimator reads blueprints and analyzes all other applicable documents to prepare estimates. The Estimator acts as the final say in the calculation, analysis, and adjustment of estimates. The Estimator closes the job by obtaining the signed ATPS (authorization to provide services) from the customer and collects the deductible, where applicable. The Estimator provides all site-collected documents and funds to the project management team. The Estimator follows the company dictated commission turn in procedure. Job Description

Knowledge and experience in the following areas is preferred:
* Provide input and output from Estimating software
* Support discussions with clients, vendors, personnel in other departments to discuss and formulate estimates and resolve issues.
* Support discussions with engineers, architects, owners, contractors and subcontractors on change and adjustments to cost estimates.
* Use relevant information and individual judgement to determine whether events or processes comply with laws, regulations, or standards
* Support identification of material and labor requirements
* Support identification of the type, quantity and quality of resources required.
* Prepare and maintain a directory of suppliers, contractors and subcontractors.
* Support preparation of time, costs, resources, or materials needed to perform a work activity.
* Consider the relative costs and benefits of potential actions to choose the most appropriate one.
* Compile codes, categorizes, calculates, tabulates, audits or verifies information or data.
* Enter, transcribe, record, store, or maintain information in written or electronic form.
* Support preparation and maintain of "high quality" IGCE, Independent Cost Estimates (ICE), and other general cost estimates.
* Provide support to estimating team and clients within the context of project assignments.
Job Requirements
* Bachelor's Degree from an accredited university in Construction Management, Engineering or related discipline or five years of relevant experience
* Five years of experience in conceptual estimating and design/build delivery working for Federal, Military, and commercial building construction and renovation projects
* Experience with Project Controls EVMS processes and project management/estimating software such as Timberline, Primavera P6, Cobra, MII and Deltek Costpoint
* Detailed knowledge of cost estimating, including developing detailed cost estimates and BOEs using Code of Accounts to develop a cost history database that is company specific, and performing cost modeling for large projects
* Knowledge of current industry pricing and construction practices
* Detailed knowledge of Microsoft Office Suite
Preferred Qualifications:
* DOE, DoD, USACE experience
* D&D, D&R or S&M project experience
