Your Specific Responsibilities:
Assists senior staff by performing paraprofessional engineering and administrative work in highly technical assignments using design, construction, and auditing principles as related to creating and checking Final Estimates to ensure that the submittal packages and payments are in compliance with Florida Statutes and the policies and procedures of the Department.
Assemble, check, reference and document pertinent field data into the final pay records for all assigned road and bridge contracts. At conclusion of each contract, assist and ensure that the final pay records are compiled along with as-built plans, source records; original and final computations, job files and other pertinent facts are presented as a final estimate package.
Audits assigned Final Estimate packages for minor to mid-size projects for completeness and accuracy and ensures conformance with contract documents and specifications and Department procedures. Makes technical geometric and mathematical calculations. Prepares a Post Audit Review report on each submittal detailing errors and omissions, if any. Receives and inventories the Final Estimate submittal packages for completeness. Coordinates, prepares, and performs quality checks on the As-Built plans for submittal to the Department vendor for scanning.
Reviews earthwork quantities on all appropriate projects assigned and implements the steps necessary to analyze and develop the required survey letters, survey waivers and earthwork checks (original cross-section ground line checks).
Assists project personnel by researching and providing guidance for obtaining procedurally correct records and documents, including reviews for accuracy of the field generated project quantities contained in monthly and final estimates. Conducts project field reviews periodically for assigned projects for completeness of Final Estimates documentation and quality assurance. Routinely coordinates with the contractor to review monthly and final estimate quantities proposed for payment. Processes monthly and final estimates. Schedules and participates in meetings as necessary, including a presentation of information at Final Estimates and Contract Administration meetings. Serves as the liaison between the Final Estimates office and project field offices.
Creates the Final Estimates office file and initiates the Record of Final Plans and Documents upon receipt of Notice of Award. Processes, tracks, and monitors Unpaid Bills per the Construction Project Administration Manual (CPAM) and District procedures. Prepares correspondence to all Department offices, consultants, and contractors for issues including Unpaid Bills, Offers of Final Payments, Notice of Additional Findings, sublet agreements, and all correspondence necessary to close the job. Updates the Final Estimate Status Report. Creates and submits the Federal Highway Administration (FHWA) closing package.
Runs Progress and Final Estimates for payments or contract closure using Site Manager and the Electronic Estimate Delivery (EED) Program and coordinates with the Comptroller's Office and the District Fiscal Office for payment or other issues. Prepares record retention paperwork for disposal of documents at the appropriate time frames. Assists in preparing various monthly, quarterly, and yearly reports for Department management.

Summary
The Estimator is responsible to prepare time, cost, and labor estimates for assigned projects, applying knowledge of specialized methodologies, techniques, principles, and/or processes. Experience working in a medium to large, fast past Single-Family Construction/Remodeling Environment is a Must - As well as Knowledge of R&M, Turns, Rehabs, Construction Terminology and strong computer skills. Institutional level experience is a plus.
Duties and Responsibilities
Create Rehab and Turn Scopes based on underwriting budgets and recommendations from in-house acquisition and management teams..
Build and maintain relationships with third-party national service providers to ensure efficient, cost effective and timely coordination and operations.
Review and approve SOW proposals prepared by third party service provider.
Accountability relating to definition of work scopes and job costing approval processes.
Maintain real time knowledge of all applicable health and safety rules and regulations, as well as applicable local, state, and federal laws and building codes.
Oversight of Rehab/Turn operations.
Maintain divisional reporting requirements to clients and other Second Avenue divisions.
Update internal reports/files on daily basis to assure continuity and efficiency.
Skills/Specialized Knowledge
5 plus years of residential construction and renovation exposure.
Self-motivated and able to take independent initiative to meet deadlines and solve problems.
Advanced ability to use a computer proficiently, including Microsoft Outlook, Word, Excel, SharePoint and various internal software platforms.
Ability to prepare and review accurate budgets/scopes relating to initial property intake renovations.

Understanding of common-sense construction approaches and practices.
Ability to exhibit a proven track record with respect to goal achievement, adherence to planned timeframes and urgency of execution of all related tasks and initiatives.
Proven ability to interact effectively with a wide range of highly experienced peers and principals.
Experience and knowledge with respect to accounting and management software platforms and related platforms a desirable plus.
Successful track record with respect to prioritizing multiple initiatives - including rapid execution and sense of urgency regarding completion of key tasks within set timeframes.

The Estimator will be responsible for developing detailed cost estimates including experience with conceptual estimating for both negotiated and hard bids as well as overseeing an estimating team.

Estimator Responsibilities:
Participate in the preparation of conceptual cost models, budgets and feasibility models based on historical cost data and/or subcontractor input as appropriate
Identify and report problems or deficiencies to the Project Manager
Analyze project program, design, costs, and subcontractor input; provide comparisons, cost-saving, and value engineering options
Prepare cost analysis by recapitulating material, labor, equipment, subcontractor, and overhead costs occurred in heavy civil industry projects
Must have the ability to explain details behind each estimate, including the basis of the man-hours allocated for each task, personnel resources needed to execute each task, etc.
Provide estimating review support to the development team
Prepare project cost estimates from the client's RFQ documents and drawings and any other information learned during the pre-bid showing
Maintain lines of communications between company departments, project manager, and client with regards to cost estimating activities
Estimator Qualifications:
Bachelor's Degree in Construction Management or Business preferred
7+ years' experience as an Estimator within Commercial Construction
