Role and Scope of Position:
Participates in the planning, development, scheduling, and the performance of
engineering assignments related to new pipeline safety regulations in CT, MA and at the federal level. Supports general day-to-day tasks of the Policy & Compliance team. Applies engineering practices as directed by the lead engineer or their designee.
Job Description
Essential Functions:
Develops and maintains company standards, as directed, to ensure compliance with federal, state and local regulations and codes.
Coordinate with relevant stakeholders to assess the impact of new regulations on existing processes and systems.
Assist in developing and implementing comprehensive strategies for regulatory compliance in alignment with Massachusetts or Connecticut and federal mandates, including the evaluation of overlapping state and federal requirements.
As directed will lead implementation of new compliance initiatives resulting from new gas regulations.
Prepare and present reports on compliance status, progress, and issues to senior management and regulatory authorities as directed.
Monitor regulatory updates and communicate changes to key stakeholders, ensuring proactive response to evolving requirements.
Provide necessary details to training organizations to ensure understanding and adherence to regulatory requirements.
Collaborate with finance and investment planning groups to determine capital and O&M costs to the GBU.
Collaborate with legal counsel to interpret and apply regulatory requirements accurately.
Monitor and track industry best practices and emerging trends in regulatory compliance to drive continuous improvement initiatives.
Assist in gas distribution system restoration efforts during emergencies.

The Rotational Engineering (ROE) Program was created to provide a quality experience to early career level engineers to learn across FirstEnergy in a variety of diverse engineering positions. Manages consultants and contractors in delivery of capital projects including facilitating the execution of contracts, creating purchase requisitions, managing purchase orders, and approving vendor invoices associated with capital projects.
Assists with the preparation of comprehensive system Master Plans and Water Supply Plans that address all aspects of utility operations including demand forecasting, source adequacy, water quality and treatment, facility capacity and condition assessments and distribution system deficiencies.
Evaluates alternative solutions to address system deficiencies and recommends solutions with respect to cost, constructability, schedule, etc.
Prepares and maintains budgets, project plans and critical path schedules for capital improvement projects.
Coordinates project progress with internal/external customers and reports progress in conformance with Company goals.
Conducts reviews of project specifications, design drawings, contracts and bid documents.
Performs construction management functions for capital projects including coordination with AWC procurement department, budget management, scheduling, and contractor coordination activities.
Coordinates with Operations personnel in construction and start-up situations.
Represents the company at public hearings and when coordinating with federal, state and local agencies.
Participates in and coordinates projects with other AWC Departments.
Maintains familiarity with applicable water quality, discharge, diversion, ratemaking and other regulations.
Maintains familiarity with applicable methods and technologies through attendance of seminars and participation in training programs.
Adheres to and enforces Company safety plan.
Reports directly to the Manager, Capital Delivery MA & NH.
Responsible for controlling schedules of multiple, simultaneous, projects to meet operating and financial requirements.
Responsible for controlling annual expenditures more than $3,000,000 within established budgets for assigned projects.
Signing authority as determined by the Company.
Preferred Requirements
A minimum of four years related experience.
Water utility, design, permitting and general construction experience required with emphasis on process, mechanical/electrical and instrumentation desired.
Experience in all aspects of project management required.
PC experience including use of spreadsheets, word processing, email and graphics required.
Good written and oral communication skills required.
Education/Certifications
Bachelor's degree is required.
A Massachusetts or New Hampshire Professional Engineers license, or the ability to obtain one within one year, is desirable.
Salary
Job is classified as an exempt position with an annual salary range of $95,520 - $119,400.
After 3 months of successful employment, this role will be eligible for a hybrid schedule (3 days office/2 days remote).
