+ Individual is responsible for program operational excellence in support of Senior Management of the Operations business area team and program managers, by ensuring adherence to common work processes and procedures and providing other management assistance. Specifically, responsibility to enable Program Mangers to be successful with Service Delivery for large (>$350M) programs related to the entire spectrum of Information Technology Mission Support that includes but not limited to Network construction; network management and operations, installation; operational maintenance; Engineering, Operations, and Management for Global Data and Communications Networks; Core Communications Support; Digital Technology and Engineered Solutions; Information Security; Database Development and Engineering; furnishing and installation of communications systems; Information Assurance for protected networks; field- and depot-level maintenance of communications equipment. Key face to the customer on major programs and within major business areas related to the ITMS mission who actively manages both external and internal relationships to promote Vectrus visibility and credibility helping to shape growth current and future opportunities.

+ Responsible for the oversight of and operational interface with assigned individual programs in accordance with the established Vectrus and government policies, procedures, systems, and requirements to include P&L responsibility and operational excellence.

+ Mentoring and professional development oversight of subordinate program managers and key program staff as well as succession planning.

+ Participates in and supports the business development process, to include milestone reviews, strategy development, and customer interface and capture activities.

+ Responsibilities include program planning, start-up (phase-in) and subcontracting strategy, contract changes, customer daily relations, subcontractor relations and program reporting.

+ Performs Vectrus enterprise wide horizontal integration planning and interfaces to other functional operations, COEs, VCs, and support systems.

+ Ensures delivery of and reviews required technical and financial reports to show progress of programs to Vectrus senior management and the customer.

+ Actively grows the business with new customer and service offerings.


+ Minimum Qualifications

+ Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

+ Military background or commercial DoD contractor experience in communications operations and engineering/technical service delivery.

+ Experience:

+ Prior program management, operations and/or engineering experience.

+ Minimum of ten (10) years' of related technical experience required and seven (7) years' of senior level program management experience required.

+ Deep and intimate knowledge of DoD Customers in the ITMS and IT/OT is required.

+ Experience with all aspects of program and project management (i.e., technical, contractual, human resources, administrative, financial).

+ Skills:

+ Demonstrated high level of analytic skills in managing multiple tasks, managing large workforces, solving complex technical, administrative, and managerial problems.

Position Description

This position will supervise a large group and will provide high-level guidance to personnel within IMS (and across CDE) on matters related to data operations, data management, data privacy, data collection, data reporting, and data analysis. This includes

guidance around research appropriate for CDE to undertake. The candidate will also act as the primary go-to person for operational matters between CDE technical system understanding and programmatic (ie, educational/business matters) understanding.

Duties and Responsibilities

Executive Leadership

Senior to executive-level leadership responsibilities, with the ability to make strategic decisions that could impact the entire department.

Manages the collection of data from over 200 local education agencies and supports data governance by serving as chair of four different

committees with this focus. Responsible to either serve or delegate Colorado's representative to the National Forum on Education Statistics.

Data Services Unit leadership

+ Data systems/data at CDE

+ Administer operations of the current data collection system

+ Oversee district support of school districts in the use of CDE's current data collection system

+ Coordination and alignment of CDE data sources (from the programmatic side)

+ Higher-level data analysis

+ Data related processes and procedures

Data Governance leadership, including data management, sharing, privacy, policy-making, such as:

+ Data sharing considerations of Statewide Longitudinal Data Systems (SLDS) federal grant activities
