They complete this mission through contracting actions to the industry that will develop, gain FDA approval and produce for storage necessary countermeasures. DHHS must careful describe the need within solicitations and then upon award of contract monitor progress against set cost, schedule, and performance guidelines. These actions require subject matter experts in several different disciplines of medical pharmaceutical and device development and manufacturing.
Within this larger portfolio are respiratory devices that can provide support to respiratory compromised patients during pandemic influenza outbreaks or any all-hazards events. This includes durable re-useable medical devices and respiratory protection devices for use in austere locations and often without direct medical personnel oversight. The DHHS requires a subject matter expert who can provide necessary expertise in the engineering development, regulatory compliance, and clinical usage of such devices.
The subject matter expert may also be assigned to support the development and manufacturing of other medical devices and diagnostics that could be used counter CBRN, influenza and emerging infectious disease threats.
Duties of the position: The DHHS requires an individual with strong biomedical engineering and design skills to assist in the following manner:
•Conduct market surveys of respiratory protection and other medical device/diagnostic technologies against public health emergency response need and understanding the ramifications of technologies to environment, ease of use, and ultimate clinical usage requirements/satisfaction.
•Assist in technology selection from administration through review of technical proposals and providing recommendations to the project management team.
•Assist in the preparation of solicitations for research projects to develop and manufacture respiratory devices, from masks to ventilators, and other medical devices and diagnostics in support of DHHS requirements.
•Understand regulatory implications of technologies and assist the Project Manager and contracted manufacturer in developing a feasible and economical regulatory path with acceptable risk.
•Assist in the development of project plans - task to schedule and then monitor progress periodically for compliance.
•Assist in the management of contract to include assessment of contracted device manufacturer progress, technology or schedule risk identifications, and resolution recommendations.
Experience:
•Minimum of 10 (15+ years preferred) years of experience in biomedical equipment/device development and manufacturing
•At least 5 years of experience with development/manufacturing of respiratory devices
•The desired candidate will have: ◦Participated on a development team that took a respiratory device fully through FDA approval (510(k) minimum; IDE preferred).

Position Description: The Subject Matter Expert shall provide high-level strategic and programmatic advisory support to Medicaid leadership within DHCF-LTCA. This
position plays a pivotal role in advancing Medicaid-funded clinical and long-term
services and supports (LTSS) initiatives, ensuring alignment with District priorities,
federal requirements, and evidence-based practices. Serving as a key advisor, the
Subject Matter Expert will contribute to the development, implementation, and
evaluation of policies and programs that impact Medicaid beneficiaries-particularly
those receiving LTSS and other Medicaid-funded services.
Position Responsibilities:
* Provide strategic policy guidance to DHCF-LTCA leadership on Medicaid-funded LTSS and clinical initiatives, including integrated care models for dually eligible individuals.
* Lead the development and refinement of policy proposals, issue briefs, and strategic plans related to LTSS, home and community-based services (HCBS), and institutional care.
* Advise on clinical priorities and innovations in care delivery, including quality improvement strategies, value-based purchasing, and care coordination.
* Conduct policy and program analysis, including environmental scans, to inform decision-making and ensure alignment with CMS guidance, federal regulations, and national best practices.
* Collaborate with internal teams and external stakeholders to design and implement initiatives that enhance health outcomes and service delivery for Medicaid beneficiaries.
* Support the development of performance metrics and evaluation frameworks to assess the effectiveness and impact of LTSS and clinical initiatives.
* Represent DHCF-LTCA in interagency workgroups, stakeholder meetings, and public forums, as needed.
* Draft policy documents, briefing materials, and presentations for senior leadership.

Position Requirements:

The SME for infectious disease is expected serve as a reliable resource of technical counsel to BARDA and to companies that receive BARDA funding. The candidate will provide an interface between the government, operational staff, and BARDA's industry partners. To be successful the candidate must clearly communicate his/her thoughts and ideas to senior government managers and other stakeholders. An extraordinary degree of ingenuity, creativity and resourcefulness in the development, application, evaluation and development of advanced technologies, scientific principles, theories and concepts to ensure the appropriate development of medical countermeasures against infectious agents is expected. The candidate will be responsible for technical problem solving, data analyses, documentation of procedures and results, performing audits, and writing progress and final reports about medical countermeasures that address infectious diseases. BARDA is organized based on a matrix concept and each member may be required to contribute his expertise to a number of different therapeutic areas.
MAJOR RESPONSIBILITIES
o Serve as scientific and technical representative to the Contracting Officer (CO) and Technical Project Officer (PO) concerning the evaluation and development of medical countermeasures against infectious diseases.
o Assess and monitor the risks associated with clinical development of medical countermeasures against infectious diseases.
o Render technical opinions to the PO/CO.
o Provide concept ideas for PBS preparedness and response acquisitions.
o Review for technical correctness and give expert analysis regarding documents generated by BARDA contractors and federal employees.
o Actively participate in meetings with federal and contractor employees to obtain and evaluate project status and progress against contract milestones.
o Perform site visits/audits with PO/CO (or designated representative) to contractor facilities, and/or facilities of subcontractors, to verify compliance with contract requirements. Site visits/audits will include international travel.
o Inform PO/CO of any increase/decrease in risk to success of the project and generate contingency risk reduction plans.
o Assist in contract negotiations on technical matters, as requested.
O Use extensive technical and industry knowledge to provide insight and technical counsel concerning BARDA's strategic position within the community developing infectious disease medical countermeasures.
O Independently perform activities consistent with established organizational practices, precedents, policies and strategic objectives set forth by BARDA management.
O Perform analytical, interpretive, evaluative and/or constructive thinking. Where appropriate or required, develop new methods and processes.
o Make use of critical human relations skills to understand, select, develop, lead, motivate, and educate others both internal and, to create teaming partnerships.
REQUIREMENTS
• A board certified medical doctor, with a specialty in internal medicine or pediatrics and subspecialty training in infectious disease focused on virology.
• 15+ years of drug/device/procedure development in the field of infectious disease with an emphasis on late stage development.
• Established reputation as a subject matter expert as evidenced by peer reviewed publications and membership in professional associations.
• Ability to communicate well with others using excellent written and verbal communication skills.
DESIRED QUALIFICATIONS
• Expert in development of pharmaceutical, biological, or diagnostic products, with particular expertise in clinical development.
• Successful development of a product for infectious disease through FDA approval and licensure is highly desired.
• Experience identifying and resolving developmental technical problems.
• Extensive clinical experience in the treatment of drug resistant infections (relevant to MD candidates only).
• Excellent people skills, with a team-oriented leadership approach.
