Civil Quality Assurance Manager
The Civil Quality Assurance Manager helps create, plan, manage, and enforce F.A. Wilhelm Construction's Quality Assurance Program within our civil and infrastructure projects. This position ensures all work-including earthwork, utilities, and site development-meets or exceeds the quality standards of Wilhelm and our clients. Using field experience, technical knowledge, and strong leadership, the QA Manager identifies potential issues early, implements corrective actions, and promotes a culture of continuous improvement across all civil operations.
Essential Functions
Develop and implement project-specific Quality Assurance Plans for civil construction projects.
Enforce Wilhelm's Quality Assurance Program and ensure compliance with project specifications, codes, and standards.
Understand and oversee QA needs for scopes such as earthwork, grading, utility installation, structural concrete, and site restoration.
Lead the development, implementation, and continuous improvement of inspection and testing programs for civil work.
Coordinate with project managers, superintendents, and field engineers to ensure QA procedures are clearly understood and followed.
Conduct jobsite audits and inspections to verify quality compliance and identify potential issues.
Document nonconformances, recommend corrective actions, and track resolution using Wilhelm's Rework Cost Control process.
Collaborate with project teams during preconstruction to assist with technical reviews, constructability assessments, and specification interpretation.
Review material submittals and testing reports to confirm compliance with contract documents.
Lead and support training initiatives on QA processes, civil construction methods, and code requirements.
Provide technical assistance with code research, testing procedures, and specification clarifications.
Other duties as assigned by Company Management.
Computer Equipment and Software Requirements

Physical Requirements
Must be able to perform various field inspections across active civil construction sites.
Lifting, moving, pushing, pulling, and/or carrying items up to 50 lbs. or more.
Ability to walk and stand for extended periods on uneven or unpaved ground.
Ability to climb, kneel, or crouch as required to perform inspections.
Must be able to work in outdoor conditions including varied weather.
Education and Experience Requirements
Minimum of 5-10 years of Quality Assurance or Quality Control experience in heavy civil, infrastructure, or site development construction.
Bachelor's Degree in Construction Management, Civil Engineering, or related field preferred.
OSHA 10 Hour Certification minimum (OSHA 30 preferred).
Skills and Knowledge
Thorough knowledge of civil construction methods and materials, including earthwork, concrete, and utilities.
Experience managing QA/QC on DOT, infrastructure, or large sitework projects.
Thorough knowledge of OSHA standards
CWI is helpful, but not required
Excellent verbal and written communication skills are essential
Capable of successfully solving difficult contract and contract-related technical problems requiring excellent judgment
Working Conditions
Work is performed primarily outdoors in active construction environments, often under varied weather conditions.
Exposure to heavy equipment, moving mechanical parts, and moderate to high noise levels.

The tending of cement masons, brick masons, plasterers, carpenters and other building construction crafts. Tending shall consist of the preparation of all materials and the handling and conveying of materials to the point of erection or installation to be used by mechanics or other crafts, whether such preparation is by hand or any other process, including power rigging and incidentals thereto. After the material has been prepared or unloaded, tending shall consist of the supplying and conveying of said material and other materials, whether done by hand, shovel, bucket, hod, wheelbarrow or buggy, or other motorized unit used for such purpose.
The tending of Carpenters shall consist of the conveying of all materials from point of unloading to the point of installation or erection by any mode or method; the cleaning of all materials, such as pulling or nails, the cleaning and oiling of all forms; the driving all stakes for bracing of forms, tending the saw man by off bearing the materials, supplying material to the saw and the stacking of the finished product and then transferring said materials to the point of installation on the project.

Responsibilities

Determine field personnel needs and assign work based on the project.

B. Safety

Ensure compliance with OSHA regulations including safety, health, and welfare.
C. Jobsite

Create and accurately maintain cost/labor reports, maintain field P.O.'s and rental logs.
Ensure all equipment, vehicles, and machinery are properly maintained. Arrange for repairs/replacements, as necessary.
Routinely inspect the construction site and work progress to maintain compliance with contract specifications along with company quality and safety standards.

Responsibilities
A Wilhelm Project Controls Engineer is responsible for the planning, scheduling, progress measurement, and analysis of either a single major project or a portfolio of several smaller projects. Essential functions include but are not limited to...
Develop, monitor, and update integrated project plans and schedules so that projects can be executed in the most efficient manner possible as well as monitor schedule deviations and variances and assist in the developing alternate methods for corrective action.
Review schedules with project team members on a regular basis to ensure that accurate and timely data is incorporated in the schedule.
Analyze schedules from A/E firms, Vendors and General Contractors. Verify schedule integrity and evaluate logic and float paths and analyze change orders for schedule impacts.
Perform jobsite walks to verify physical progress of scheduled activities.
Work closely with various disciplines in project teams to ensure the accuracy and completeness of the schedules produced without compromising your independence as a planning engineer so you're in a position to advise project management on issues requiring judgment.
Candidate will need to balance multiple projects that will likely be executed in multiple locations and by multiple contractors. Candidate must be flexible and able to balance / prioritize multiple priorities.
Provide interface and quality assurance to Project functional groups and contractors regarding the tracking and reporting of schedule performance.
The successful candidate possesses:
Excellent verbal, written, and technical communication is a must
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

*Ability to read and understand construction drawings is a must*
Ability to sequence a construction project in regard to the hierarchy of MEP systems are installed in the field

Minimum Requirements:
Accredited four (4) year degree in Engineering, Construction Management, Construction Science, or other related field
1 - 5 years relevant work experience in the construction industry
Basic working knowledge of Windows and Microsoft Office (e.g., Excel, Word, and Outlook)
Proficient with usage of scheduling/document management databases (e.g., P6, Procore)
Advanced knowledge of all general construction methods including but not limited to concrete, ironwork, masonry, etc.

You will be involved in the entire estimating process from securing and maintaining bid documents, following specifications, performing takeoff, requesting quotes from suppliers/subcontractors, and meeting all summary requirements for proposal submission to Owners/General Contractors
Essential Functions
Perform accurate and thorough quantity take-offs
Use available historical data to determine productivity and pricing rates
Conduct site visits as a part of the estimating process
Prepare estimates with current software in accordance with company standards
Organize and format estimates for ease of comprehension by the end user
Review estimates with the Steel Division Manager and various Wilhelm staff
Ensure vendor interface for current material pricing and availability
Participate as necessary in transfer of project to operations staff to ensure successful handover
Ensure compliance with OSHA regulations to include health, safety, and welfare
Ensure compliance with AISC protocols and requirements per the Wilhelm Quality Management Program
Facilitate the subcontractor bid process
Assume a proactive role in the bidding and negotiations for the project
Computer Equipment and Software Requirements
Required
Intermediate understanding of Windows Operating Systems:
Advanced skill level with MS Excel
Intermediate skill level with MS Word, Microsoft Outlook/Exchange
Preferred
Knowledge of estimating software a plus.
Intermediate skill level with Onscreen Takeoff
Intermediate skill level with Tekla EPM

Responsibilities
As a Construction Superintendent, your key responsibility will be to serve as a vital team member working closely with the Project Manager and the entire Project Team resulting in completion of the project on time, under budget, and with quality that exceeds the expectations of F.A. Wilhelm and our Clients.
A. Personnel
Determine field personnel needs and assign work based on the project.
Supervise, coordinate, and schedule activities of field personnel and subcontractors.
Plan and coordinate all phases of the project with Project and Operations Managers.
Inspect, approve, and report all labor time.
B. Safety
Monitor jobsite safety and take appropriate action to address and correct safety deficiencies.
Conduct weekly "Toolbox Talks" and maintain all associated reports.
Investigate and report any accident or incident to Risk Management, Corporate Safety Director, and Project Manager.
Ensure compliance with OSHA regulations including safety, health, and welfare.
C. Jobsite
Train field personnel in construction methods, operation of equipment, safety procedures and company policies.
Create and accurately maintain cost/labor reports, maintain field P.O.'s and rental logs.
Ensure all equipment, vehicles, and machinery are properly maintained. Arrange for repairs/replacements, as necessary.
Routinely inspect the construction site and work progress to maintain compliance with contract specifications along with company quality and safety standards.

10 years of field construction experience
Minimum of 5 years' experience in superintendent role
Knowledgeable of Construction methods
Osha 30 certification preferred.
