EHS Program Manager
The Position
Job Responsibilities:
ā Assess, monitor, communicate, and mitigate risks pertaining to safety, security, health, and environment
ā Establish an infrastructure and culture to promote prevention of risk and enable and facilitate continuous safety improvements at the operational level
ā Develop and provide oversight, management, and maintenance of comprehensive risk related safety programs to ensure compliance with local legal regulations and Roche Directives

ā Collaborate and communicate cross-departmentally
ā Responsible for assisting in the management of the Business Continuity Management (BCM)
ā Leads staff within the organization and across lines of business to develop, maintain, and update, business recovery plans, and maintain logistics, contact management, and emergency communications systems and processes.
ā Build and maintain a site-wide risk catalog
ā Build and maintain a local legal register
ā Development and implement behavior modification and risk mitigation programs in support of safety goals.
ā Consolidation of all safety, security, health, and environmental risks into a comprehensive risk inventory profile for continual prioritization of risk reduction measures and communication to site and global leaders
ā Establish site target risk reduction/protection levels
ā Monitor effectiveness of all steps of the risk management process
ā Develop new policies and procedures to reduce risk with regards to employee safety, product safety and continuity of business.
ā Partners with key stakeholders to develop and implement standards, processes, programs and best practices related to risk management
ā Utilize risk data for consideration in disaster recovery and business continuity plans
ā Lead site wide contingency planning/business continuity efforts including initial development to Roche standards
ā Establish framework and methodology for completion of contingency plans by internal business units
ā Coordinates training, communication, and testing of business continuity and emergency contingency plans
ā Responsible for pre-startup safety reviews and approvals for construction, equipment installation, and other high-hazard work performed onsite
ā Directs the continuous and regular validation and testing of documented Business Continuity plans.
ā Prepare action plans to decrease risk factors

Qualification/Skills:
ā Ability to recommend, develop and implement EHS programmatic changes to meet changing best practices, rules, regulations and institutional goals.

ā In depth knowledge of CAL/OSHA, EPA, and other local safety regulatory standards and best practices in order to assess local legal and regulatory risk requirements
