Our Community Compliance Specialists serve as a source of compliance knowledge for our affordable communities. The property team relies on them for their understanding of the local, state and federal laws and regulations relevant to affordable multi-family housing. WHAT YOU CAN EXPECT TO DO IN THIS ROLE:
DOCUMENTATION
Manage Tax Credit, HAP, RAP and/or Section 8 based files.
Manage the annual recertification process for on time file completion.
Process all certification documents including 3rd party verifications and appropriate state and federal forms.
Scan and upload file documents.
CUSTOMER SERVICE
Handle inbound and outbound phones calls and written correspondence related to compliance.
Offer support and assist with one-on-one training with on-site staff.
MONITORING & ASSESSMENT
Complete final evaluation and analysis of completed application package and prepare file for approval.
Communicate with Maintenance Supervisor and Community Manager to ensure all turnovers and inspections are completed on time, prior to move-in.
Perform routine audits of all on-site programs files and assist in correcting problem areas with the Community Manager.
COMPLIANCE
Remain up-to-date on compliance procedures and training.
Assure that all compliance requirements made by Monitoring Agencies are adhered to.
Complete company required training by established deadline.
Comply with all Fairfield standards, applicable health and safety rules and regulations, as well as applicable local, state and federal laws.
WHAT YOU WILL NEED ON DAY ONE:
High school diploma or equivalent experience.
Minimum of one year Tax Credit, Housing Assistant Programs (HAP), Rental Assistance Programs (RAP) and/or Section 8 compliance experience required.
Strong knowledge of Yardi or other property management accounting software.
Strong understanding of how TRACS integrates with Yardi, as needed on a HUD property.
Knowledge of Microsoft Outlook, Word, Excel.
Superior customer service skills including the ability to manage difficult customers and/or situations.
Strong attention to detail, organizational, time-management, and problem-solving skills.
Detail oriented; ability to manage conflicting priorities and to adjust priorities on a daily basis.
Professional verbal and written communication skills.
Valid Driver's License is required.
Able to reach deadlines independently.

This position is non-exempt; the range above reflects hourly rates.
The pay range displayed for this position is determined by skills and experience required, location and job complexity*. Summary
The Compliance Specialist supports compliance responsibilities with all NERC and all Regional Entity Reliability Standards that are applicable to Generator Operator, Balancing Authority and Transmission Operator functions for Gridforce. The Compliance Specialist must have a strong technical understanding of mandatory Reliability Standards, including utility best practices for program design and internal controls. The Compliance Specialist will also monitor and track modifications to Reliability Standards and ensure processes, procedures, internal controls, and training activities are completed in collaboration with internal and external Subject Matter Experts (SMEs) in advance of the effective date for the modifications or new applicable standards.
Work with all Gridforce departments to ensure appropriate NERC processes, procedures, internal controls, and training are completed as required by applicable NERC standards.
Primary Duties
Create appropriate procedures, review, and update those procedures as needed in support of Control Center operations and NERC Compliance.
Develop and monitor implementation of internal controls to ensure procedures for mandatory standards are implemented, with a particular focus on applicable Real Time and Planning horizon as per NERC standards.
At least annually, or more frequently as required by applicable NERC standards, gathering and verification of evidence collection is adequate to support compliance and contractual requirements.
Ensure timely, accurate, and complete responses to compliance monitoring activities established by NERC and the Regional Entities.
Monitor Reliability Standards under development and communicate updates and necessary program changes to applicable SMEs and team members.
Complete and maintain Reliability Standards Worksheets (RSAWs) up to date as part of the continuous monitoring and improvement of internal controls and communication within the organization as they apply to all applicable NERC registered entities within Gridforce.
Act as a liaison between Gridforce and the NAES NERC Compliance Team for the development of standard operating processes as they apply to Gridforce Control Center System Operators for the Generator Operator function where NAES is the registered GOP.
Scope of Responsibilities
Reporting to the Director of Reliability Compliance and Operations Engineering. This position directly coordinates with all Gridforce departments and appropriate NAES departments to support and achieve Company-wide objectives.
This position determines practices and procedures, contributing to the development of program modifications to address NERC policies and procedures, with a particular focus on applicable Operations and Planning Standards. Performs duties independently and in collaboration with NERC CIP Specialist and Transmission Planning Engineer within the Reliability Compliance department. The position encounters a wide diversity of work situations with a very high degree of complexity. Contacts are consistently made with others inside and outside of the company to include industry SMEs, clients, vendors, contractors, other departments, immediate associates, and own supervisor. Working Relationships

Education and Experience
A bachelor's degree or engineering discipline with 5 or more years directly applicable experience in utility operations is desired. Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

Under the general direction of the PDS Assistant and Deputy Assistant Environmental Services Managers and the Authority Director of Environmental Services, the Environmental Compliance Specialist works in the Program Delivery group, which is part of the California High-Speed Rail Authority's (Authority's) Office of Program Delivery, Environmental Services Branch and reports directly to the Deputy Assistant Environmental Services Manager. The Environmental Compliance Specialist will work closely with the Environmental Compliance Manager to conduct data entry and prepare reports in the Authority's proprietary environmental compliance database management application.
