Essential Duties and Responsibilities
Provide services within the scope of the clinical privileges granted by the commanding officer
Review patient consults; conduct medical record reviews along with providing physical examinations to provide the appropriate physical readiness waivers to determine if patients are suitable for isolated, remote, overseas or operational assignment for all referred Active Duty, Reservist and Medically Retired personnel.
Complete DES referrals for patients identified in monthly CDEB meetings, as directed by Convening Authority. Also, complete comprehensive NARSUM by reviewing Veterans Affairs C&P disability examination results, service treatment records, and Commander's NMA concerning member's medical status. Serve as Impartial Medical Review Provider, when requested, in cases referred by other providers.
Serve as the Medical Officer Representative supporting of TEMPO program, to include completion of LIMDU or RTD chits as necessary. Coordinate with PCMs, specialty providers, and Case Managers in the management of LIMDU population.
Performs extensive analysis of the service members' medical condition from a potential wide spectrum of medical evaluations, reports and therapeutic plans from disparate specialties and integrate them into a cohesive clinical assessment on how they ultimately affect fitness for duty for the service member. The product of this analysis will be the eventual synthesis of the requisite documents, such as the narrative summary, required of the Medical Evaluation Board process.
Duties also include appropriate consultation with each service member including appropriate referral of adjunctive primary, alternative and/or specialty care required to either diagnose or treat the service member's medical condition.
Consults with other healthcare providers regarding disability evaluations and the coordination of medical care on behalf of the service member undergoing the medical evaluation process.
Consults with DFA, Convening Authorities, and PAD Department Head on all matters pertaining to the medical board's process.
Consults with providers, clinical coordinators, and /or program managers of the Department of the Navy (DON) Disability Evaluation Program, Navy Personnel Command and the VA Competency and Pension medical/senior administrative staff.
Performs Independent Medical Reviews (IMR) as needed upon request of patient.
Provide clinical direction ot the convening authority (if appointed by the Commanding Officer of the NHCQ).
Participates in assigned committee and/or administrative assignments; other duties as required.
May be assigned other duties consistent with the normal duties of a physician as directed by the Commanding Officer.

The Opportunity
Responsible for supporting, organizing, conducting, and directing the Vituity HEART Thoracic Donor Organ Transplant Recovery Program.
This role encompasses liaison activities between Administration, the Surgical Staff, the Medical Staff, performance measurement, protocol development, research, and quality improvement activities for the procurement of donor Heart and Lung grafts for thoracic transplantation.
Responsible for the recovery of donor Heart and Lung grafts for the Heart and Lung Transplant Program in keeping with the policies, rules, and regulations of Vituity-contracted Hospital Systems, clients, and its medical and surgical staff.
Responsible for adhering to all applicable State, Federal, and local laws, policies, and regulations.
Aid in compliance with International Society of Heart and Lung Transplantation, (ISHLT), United Network for Organ Sharing (UNOS), and Organ Procurement Organizations (OPOs), surveys, and laboratory data collection.
Help in preparation for federal, state, or JCAHO inspections.
Collaborate with physicians and Thoracic Transplant Program team members to promote the concepts and practice of Quality Assurance by linking improvement activities, education, and information.
Facilitate appropriate financial and operational efficiencies.
Coordinate with hospital to ensure adequate training of nursing staff and clinical transplant coordinators in the care of donor thoracic transplant patients.
Ensure that tissue typing and organ procurement services are available.
Ensure that heart and lung transplant procurement is performed by, or under direct supervision of, a qualified surgeon.
Participate in hospital and Medical Staff committees dealing with thoracic transplant donor issues.
Follow safety standards in all aspects of performance of the above functions and attend applicable safety education sessions.
Review operations, policies and procedures, and staff education and training, including a disaster preparedness plan.
Required Experience and Competencies
Board Certified/Eligible Thoracic Surgery physicians required.
Valid license to practice medicine in one of the contiguous United States required.
Providers who graduated from a Thoracic training program before 1990 and has at least seven (7) years' experience in Thoracic Transplant Surgery will be considered.
Providers who are newly graduated within the time specified by the American Board of Medical Specialists and Medical Staff by-laws will be considered.
Maintain appropriate current professional knowledge in the care of Thoracic Transplant patients by obtaining at least 12 CMEs in Thoracic OR Surgery every three years and an additional training of one year formalized training in thoracic transplantation required.
A minimum of two years documented experience with a transplant program that meets the qualification for UNOS membership required.
Experience in pre-operative and post-operative patient care responsibility for an optimum of 20 and minimum of 10 heart transplants for adults required.
Experience in pre-operative and post-operative patient care responsibility for an optimum of 20 and minimum of 10 lung transplants in a UNOS approved transplant program required.
Cumulative experience of at least 20 thoracic transplants over more than two years required.
Maintain current knowledge in the care of thoracic transplant patients by obtaining a minimum of 12 CME's in thoracic transplantation AND/OR Thoracic surgery every three years required.
Additional training of one year formalized training in thoracic transplantation OR a minimum of two years' documented experience with a thoracic transplant program that meets the qualification for UNOS membership preferred.

In any such case, the contractor shall be responsible, at no additional cost to the institution, for securing the services of any replacement personnel required to perform this contract.
Description of DutiesThe contract physician will provide urgent and emergency care as needed.
Respond to all urgent/emergency care must be immediate.
The contract physician will respond immediately to calls for help via radio or telephone notification.
FCI Oxford clinical staff or other BOP employees will accompany the contract physician to all emergency locations in order to access entry into locked buildings, special housing units, and etc.
The contract physician is responsible for providing medical services for acute and chronic medical problems among the general population inmates, those in the Special Housing Unit and Wood Unit.
Services will include evaluating and treating inmates requiring emergency medical care, performing comprehensive history and physical examinations, reviewing and signing diagnostic and consultative reports, and providing clinical guidance to the Advanced Practice Providers, Nurses , and EMTs.
Any recommendations for further diagnostic testing and/or treatment will be made in the appropriate section of the electronic record, pending review by the Utilization Review Committee.
Other specific duties may involve all aspects of health care delivery, which will be performed in accordance with currently accepted medical practices and procedures.
The contract physician will document accurately and thoroughly in the electronic medical record and will complete all data collection instruments by the end of the work day in accordance with medical staff bylaws and Bureau of Prison policy, to include using the Bureau Electronic Medical Record (BEMR).
Deficiencies must be corrected in a timely manner.
BOP policy, including clinical practice guidelines, will be followed at all times.
The contract physician shall adhere to all standards and regulations associated with the American Correctional Association Foundation/Core Standards for Adult Correctional Institutions.
Due to BOP Health Services policies, history and evaluations shall be completed as scheduled.
The contractors performance shall be monitored by the HSA and the COR.
Patient ManagementThe contractor will be responsible for receiving patients and explaining procedures to alleviate undue anxiety, submitting reports and evaluations as requested.
The contractor will be responsible for following directives and comply with Bureau of Prisons Health Services Manual, local institutional mandates, and the Health Services Departments policies in the management of all patient encounters.
The contractor will be responsible for submitting written reports, evaluations, and/or plans of treatment for all patients evaluated.
These reports will be in the electronic medical record (BEMR).
Patients shall be afforded impartial access to treatment or accommodations that are available or medically indicated, regardless of race, creed, sex, national origin, or religion.
Staffing shall be commensurate with the expected needs of the patients and within the scope of services offered.
