The Trial Court Administrator, Sandra Barrios, oversees all administrative responsibilities of the Fourth Judicial District. This includes responsibility for facilities management; serving as a liaison between agencies, the media, and the public; and developing and carrying out policies that enhance court system performance.

POSITION GENERAL SUMMARY:
The Guardianship Court and Home Visitor serves in a dual role conducting initial Court Visits for cases involving adult incapacitated persons, per Idaho Code Title 15, Chapter 5, Part 3 and Idaho Court Administrative Rule 54.4, and conducting follow-up Home Visits for ongoing cases. This position evaluates individuals and situations for appropriate guardianship and conservatorship terms, creates reports, and makes recommendations to the court, as required by statute and court rules for Court Visits, and creates summary reports for Home Visits.
DISTINGUISHING FEATURES OF THE CLASS:
The Guardianship Court and Home Visitor performs complex and varied work under the general direction of the Deputy Trial Court Administrator; however, the incumbent is given latitude to exercise discretion and independent judgment to accomplish work.
Essential Functions
As a Court Visitor
* Schedules, coordinates, and conducts in-person evaluations of the person under proposed guardianship, petitioner, and proposed guardian or conservator to determine the necessity, scope, and appropriateness of proposed guardianships and/or conservatorships;
* Evaluates the physical, mental, functional, and financial condition of individuals;
* Creates and submits case reports of observations and recommendations;
* Testifies in court as required.
As a Home Visitor
* Schedules, coordinates, and performs home or phone-based visits, contacting necessary individuals by phone, email, or in person;
* Travels to and performs home-based visitations with vulnerable individuals, their family, caregivers, guardians, and conservators;
* Conducts interviews with necessary individuals regarding their living situation, finances, and other information relevant to general welfare;
* Reports any concerning behavior or information observed to the Guardianship Monitoring Coordinator, the court, and/or required agencies as appropriate;
* Researches court files;
* Provides needed information, resources, and answers questions to those under guardianship;
* Creates and submits case reports of observations.
ADDITIONAL FUNCTIONS:
* Maintains county vehicle;
* Performs related functions as required.
Job Requirements
* A post baccalaureate degree, including but not limited to a Masters in Social Work (MSW), Master of Science in Nursing (MSN), Juris Doctorate (JD) or related field;
* Must possess a license in good standing in one of the above fields;
* Two (2) years of relevant experience in case types arising under Title 15, Chapters 3 and 5, and Title 66, Chapter 4, Idaho Code;
* Two (2) years of experience working within a social services field, community advocacy or with at-risk populations;
* Knowledge of how to gather information from collateral sources while respecting limitations for the type of visit being conducted;
* Knowledge of how to collect and assess relevant data and recognize the limits of the reliability and validity of different sources of data;
* Knowledge preferred of how to address issues such as general mental health, medication use, and learning or physical disabilities;
* Knowledge preferred of how to apply comparable interview, assessment, and testing procedures that meet generally accepted forensic standards to all parties;
* Knowledge of when to consult with or involve additional experts or other appropriate individuals;
* Knowledge of how to inform litigants, children, other participants, and collateral sources, of the purpose, nature, and method of the evaluation and the limits of confidentiality;
* Knowledge of how to prepare for and give testimony at deposition or at trial;
* Knowledge of how to maintain professional neutrality and objectivity when conducting court and home visits;
* Knowledge of the fundamental legal rights of those who are part of the process and how to conduct oneself in such a manner as to not violate or diminish those rights;
* Knowledge of how to consider the legal and professional standards, laws, and rules applicable to the jurisdiction in which the evaluation is requested;
* Knowledge of the geography of Ada County and/or how to operate GPS or navigation equipment;
* Skill in investigation and conducting interviews;
* Skill in communicating with culturally diverse populations and working with vulnerable populations in a variety of situations;
* Skill in developing trust, confidence, and cooperation of individuals;
* Skill in safely operating of a motor vehicle in a safe manner and in accordance with all Idaho laws;
* Ability to independently plan work assignments;
* Ability to exercise professional judgment;
* Ability to effectively organize and maintain appointment schedule;
* Ability to perform duties in accordance with legal requirements and department policy;
* Ability to write reports clearly documenting relevant facts and conclusions;
* Ability to maintain cooperative working relationship with employees, county officials, and the public;
* Ability to exercise tact and discretion in obtaining the cooperation of others.

* This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
* Work is performed in a variety of different environments due to conducting home visits in various types of settings. Some of the position's duties will be conducted in an office environment, and incumbent will be required to travel throughout the county;
* The incumbent may be required to work beyond normal business hours in order to meet the requirements of the court, attend meetings or make presentations;
* Requires sitting at a desk or sitting in a car for long periods of time, up to 8 hours, and ability to lift up to 20 lbs.;
* Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office and home-visit environment to accomplish tasks;
* The incumbent may come in contact with unfriendly people and/or animals and must have the ability to respond appropriately.

IVA'AL Solutions, LLC provides support to the Air Force (AF) Family Advocacy Program (FAP) and is responsible for staffing qualified Licensed Clinical Social Workers, Licensed Registered Nurses, Certified Victim Advocates, and Program Assistants at U.S. AF Military Treatment Facilities (MTFs) across the country. The AF FAP is a Department of Defense, (DoD) funded program whose purpose is to both prevent and respond to intimate partner abuse, child abuse, and problematic sexual behavior with children and youth.
Job Description:
The Domestic Abuse Victim Advocate (DAVA) provides AF personnel, their family members, or intimate partners who are victims of intimate partner abuse non-clinical emergent and urgent service whenever requested. With the exception of mandatory state, federal, and military reporting requirements (i.e., domestic violence, child abuse, and duty to warn situations) the DAVA provides a private and confidential service to encourage victims in seeking assistance.
Essential Functions:
Provides 24/7 response to victims alleging abuse (these services are provided based on the needs of client via telephone or in-person).
Establish a Victim's Safety Plan on a case-by-case basis. The victims' safety is the DAVA's top responsibility and priority. The DAVA will review the Safety Plan during each victim contact.
Conduct initial and ongoing risk assessments. If imminent risk of serious harm or death is established, notify the social work supervisor, law enforcement, and Command. If children are involved, the process also includes child physical safety and emotional well-being; refer involved children to the social worker for follow-on care.
Immediately report any changes in the victim's circumstances that changes or impacts the safety plan to the supervisor and/or social worker or mental health provider in charge.
Advise victims of the military or civil actions available to promote safety (e.g., military order of protection, restraining order, and injunction).
Offer victims information regarding their identified needs (e.g., emergency shelter, housing, childcare, legal services, clinical resources, medical services, transitional compensation).
Accompany clients to appointments or court proceedings when requested by the client.
Assistance with transportation is typically not provided to clients, however, after consultation with the social work supervisor and when no other reasonable means exist the DAVA may transport the victim to important appointments (i.e.: medical, court, protective actions). The DAVA cannot transport minor children unless accompanied by the parent or legal guardian and has the appropriate safety restraints in the vehicle.
Establish a contact file for each victim served that contains minimal information about the allegations or nature of the incident. The primary purpose of the DAVA contact file is to maintain victim's name and contact information as well as a log of the victim contacts and nature of the contacts or service provided by the DAVA.
Develop process to keep the social work supervisor and designated POC (e.g. on-call mental health provider, emergency room.) informed of DAVA's location and timelines when providing DAVA victim services. This process will include location, arrival, and departure notification.
Continually evaluate the quality of the installation's coordinated community response and collaborate with base agencies to improve the system response to victims.
Empower victims to be involved in plans or decisions about the safety of self and children.
Collaborate and establish protocols with Security Forces Squadron (SFS), Office of Special Investigations (OSI), and Military Medical Treatment Facilities confirming.
At the discretion of the Social Work Supervisor, the DAVA may also provide emotional support and information and referral services to the non-offending caregiver in a child maltreatment or youth sexual assault case.
Required Education and Experience/Qualifications:
Must possess a minimum of a bachelor's degree from an accredited University in any of the following disciplines: Social Work; Psychology; Marriage, Family, and Child Counseling; Counseling or Behavioral Science; Criminal Justice, or related field.
Must possess 2 years of experience assisting and providing advocacy services to victims of domestic violence/abuse or sexual assault.
Must obtain the Basic Advocate Credential with designation of Comprehensive Intervention Specialist as approved and offered by the National Advocate Credentialing Program, which is overseen by the National Organization for Victims Assistance.
Must pass a criminal history/Security Clearance background check.
Must have transportation and a valid drivers' license.
Health Requirements:
All DAVA personnel working within an MTF must maintain current certification in either the American Heart Association Basic Life Support Course (BLS) (Course C) or the American Red Cross Cardiopulmonary Resuscitation (CPR)/BLS (Heart Saver) Course.
Before starting work, DAVA personnel working with MTFs shall provide proof of immunization from the following diseases according to CDC guidelines: Hepatitis B, measles, mumps, rubella, varicella, and influenza, and proof of a negative TB skin test (completed within the past 12 months (if positive, proof of negative chest X-ray within the past 12 months) prior to start of work).
Technical Skills:
Must be computer-proficient to work autonomously using Microsoft Office and possess data entry skills needed to create and maintain client files. Specifically, DAVAs must utilize Family Advocacy Program Network computer software to document client visits and safety plans in compliance with AF FAP policies and accepted professional practice guidelines.
Work Environment:
This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets and fax machines. Travel may be required as needed and is primarily local during the business day, although some out-of-area and overnight travel may be expected and will comply with Joint Travel Regulation (JTR).
Expected Hours of Work:
This is a full-time position. General hours of work are 7:30am-4:30pm when the AF Clinic is open; however, the DAVA is required to remain on call after normal duty hours if/when a victim of family maltreatment/intimate partner sexual assault is in need of assistance. After normal duty hours, if requested, the DAVA is required to respond telephonically or in-person (with AF Social Work Leadership permission) to the hospital or law enforcement agency. Hours worked after normal duty hours will be accounted for in the form of "flexing hours" or "overtime" pay in accordance with govt policy and labor laws.

Position Summary
IRCO is seeking a Family SupportSpecialist (FSS) to align with the priorities set forth by the Department of Early Learning and Care (DELC), Healthy Families Oregon (HFO), the Oregon Health Authority (OHA), and the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program.
The Family SupportSpecialist (FSS) initiates and maintains regular, long-term (up to three to five years) supportive relationships with families. Services are primarily provided within the family's home, with each visit lasting at least one hour. Home visits are family-centered and strengths-based, focusing on building trusting relationships, strengthening the parent-child bond, promoting healthy childhood growth and development, and enhancing family well-being by supporting protective factors and reducing risk factors.
Working as an FSS in the Healthy Families program involves engagement with families experiencing complex and intersecting challenges, including multi-generational trauma, child welfare involvement, poverty, housing instability, chronic stress, and mental health and/or substance use challenges. The FSS partners with families while honoring differences in family structures, community traditions, and parenting practices.
Essential Functions
Home Visits (53%)
Conduct regular, planned home visits using a strengths-based, family-centered approach to support positive parenting, child development, and family well-being
Apply working knowledge of parent-child interaction, child development, and the impact of stress, trauma, and adversity to support protective factors and reduce risk factors associated with child abuse and neglect
Administer approved screening and assessment tools in accordance with HFO and MIECHV protocols, including the Family Resilience and Opportunities for Growth (FROG) Scale, Ages and Stages Questionnaires (ASQ, ASQ-SE), depression screenings, and intimate partner violence screenings
Use assessment and screening results to collaboratively identify family strengths, priorities, and areas of concern
Partner with families during home visits to support family-driven goal development and ongoing progress toward goals
Teach, model, and reinforce problem-solving, coping, and parenting strategies, including developmentally appropriate parent-child activities and interactive play
Facilitate referrals and supportfamilies in accessing healthcare, mental health, social services, and community-based resources, including assistance with scheduling and attending appointments and completing applications or enrollment for needed services
HV Preparation, Follow-up, Documentation, and Travel (35%):
Develop and maintain Family Service Plans, including goals, objectives, and activities, based on assessment results and family priorities
Prepare curriculum, activities, and referrals to support upcoming home visits
Record weekly client observations, activities, data tracking, and case management in the HFO Database
Act as a liaison between families and community agencies to support access to needed services
Complete monthly reports and submit data as requested
Travel throughout Baker and Malheur Counties for home visits
Supervision and Training (12%):
Participate in 1.5-2 hours per week of reflective supervision with a supervisor, in accordance with HFA/HFO model requirements
Attend staff meetings, team meetings, and trainings as required by the program and organization
Participate in ongoing monthly and annual training required by the program and organization
