POSITION OVERVIEW
Cal Voices has an immediate opening for a full-time (37.5 hours per week) CSOC Family Advocate in Placer County's Children's System of Care. This position is employed by Cal Voices, but is co-located within one of Placer County's facilities in Auburn, CA. Under the supervision of Cal Voices' CSOC Program Manager and CSOC Program Supervisor, this position serves as a core member of Placer County's multidisciplinary teams within the Children's System of Care, partnering with representatives from children's behavioral health, child welfare, foster care, juvenile probation, and/or education services to offer maximum support for families of children and youth with complex behavioral health needs. CSOC Family Advocates are a vital resource for parents/caregivers, assisting them in navigating the system and finding appropriate resources in their home communities. They also provide individualized advocacy, mentoring, education, and peer support, using their personal lived experience to establish credibility, rapport, and trust with family members. Finally, CSOC Family Advocates represent the parent/caregiver perspective on the system level, helping to shape Placer County's programs, services, and policies in response to family needs and concerns. Reliability, accuracy, maturity, critical thinking, sound independent judgment, and a strong work ethic are required at all times. This is a fast-paced work environment where new tasks unexpectedly arise and priorities frequently shift, so advanced organizational skills, personal flexibility, and internal motivation are essential. This position must maintain Medi-Cal Peer SupportSpecialist Certification, and Parent, Caregiver, and Family Member Specialization.
Cal Voices is a Peer-run, grassroots behavioral health advocacy agency. Candidates must have personal lived experience as the parent/primary caregiver of a child or youth with complex behavioral health needs.Applicants must have functional knowledge of California's Public Behavioral Health System (PBHS), the Children's System of Care (including children's behavioral health services, the child welfare/foster care system, and the juvenile probation system), self-help and resiliency principles, and fundamental principles of peer support and family advocacy. Qualified individuals who have received public behavioral health services in any California county, are bilingual/bicultural, or identify as members of traditionally underserved populations (BIPOC, LGBTQ+, veterans, immigrants/refugees, former foster youth, experience with houselessness or justice system involvement, etc.) are strongly desired. Fluency in Spanish or another threshold language is also desired.

Disclaimers: Employment at Cal Voices is strictly at-will. Position sustainability relies on the continuity of existing contracts and funding levels. Starting Compensation: $24.71 per hour

General Qualifications
Background/Criminal History: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. About the Position:
The Peer/Family Advocate will serve as a member of a multi-disciplinary team to provide peer and/or family support in collaboration with the Service Team. Their focus will be to assist with accessing program services and other community resources to support wellbeing based off their prior personal or familiar experiences. The Peer/Family Advocate will function as a role model exhibiting competency in personal recovery and use of coping skills as well as assisting in helping clients learn coping skills and develop wellness plans congruent with cultural norms and expectations. The Peer/Family Advocate will serve as an advocate for client choice and voice.
Essential Duties & Responsibilities:
Support clients and/or family members with active listening, demonstration of empathy and carry a message of hope and recovery and empower clients in meeting their identified goals.
Collaborate with Service Team members in coordinating and providing services for clients.
Observe, assess, intervene and refer (within one's scope of practice) in situations with clients regarding mental health symptoms, physical health symptoms and substance use issues.
Assist clients in developing and following a wellness plan unique to their needs and desires.
Assist member with various independent living skills: house cleaning, laundry, food preparation, hygiene, yard work, budgeting money, shopping, medication management and safety.
Using personal experiences and interactions with mental health systems and other community partners, to guide and support client in advocacy; as well as provide hope.
Provide/Assist the clients with transportation in personal vehicle as necessary.
Meet with clients and/or family members in the community and their homes, and attend meetings to ensure continuity of care for clients.
Provide positive public relations, community referrals, information and support by linking clients to needed resources; advocate with and on behalf of clients and significant support persons the clients have identified.
Facilitate planning of social, cultural, educational, supportive and recreational group activities.
Accurately complete all necessary forms, reports and paperwork required by the program on a timely basis (e.g., progress notes, special incident reports, discharge summaries, Medi-Cal billing, EHR forms).
Obtain Peer Certification within 6 months of employment
Act as a designated Mandated Reporter for the observed or suspected abuse and/or neglect of children, disabled individuals, dependent adults and elder/senior citizens. Mandated Reporter also includes “Duty to Warn” which includes the responsibility to notify authorities and the intended victim(s) of physical harm.
Regular and predictable attendance required.
Use motivational interviewing, trauma-informed care, and harm-reduction practices.
Qualifications:
Lived experience as a mental health consumer or a family member of a mental health consumer or as someone who has experienced homelessness.
Ability and willingness to work with people experiencing homelessness where they are in encampments, on the street, or in shelters.

Key Responsibilities:
Be awake, alert, and active for the entire duration of the night shift (10pm-6am)
Ensure clients are in bed all night and be able to provide line of sight of clients at all times

Assist with inventory check and notify the facility manager of anything that need attention
Document all shift activity in KIPU

Job Scope: Adult Protective Service (APS) case workers provide a full range of investigative, care management and follow up services to alleged victims of abuse, neglect or exploitation who are over 60, or persons with disabilities between the ages of 18 and 59. APS case workers have a thorough understanding of aging and disability services and resources. Case workers participate as an integral member of a multi-disciplinary, community based social services team Primary Responsibilities
Conduct and complete APS investigations, substantiations, case work and follow-up services
Provide care planning and service implementation
Coordinate client care with internal and external service providers
Receive and respond to intakes, referrals and crisis situations
Educate clients and their families on choices/options for care, benefits and available community resources
Monitor care and advocate for the client to ensure needed services are provided in a timely, efficient, and effective manner.
Assess changes in the client's status and implement services to address areas of need
Effectively use available internal and external consultation and resources including legal, behavioral health, IDOA, and Age Options as needed to provide effective care

Participate as a member of APS Multidisciplinary Team
Participate in internal and external staff development seminars and training programs
Interpret and communicate, at the service delivery level, agency policies and procedures
Ensure client confidentiality in accordance with KYC policy and HIPPA requirements
Responsible for all APS billing and compliance
Education and Experience:
Bachelors or Masters Degree from an accredited college or university in gerontology, social work, psychology or related discipline

The On-Call Housing Advocate is responsible for supporting the implementation of daily programming within the housing continuum, which includes prevention & intervention, drop-in services, STEP Shelter, and Transitional Living Program (TLP). On-Call Housing Advocates support clients with day-to-day needs, crisis intervention, house maintenance, life skills workshops and group programming, supporting case plans that may include document readiness, service referrals, education or employment readiness, mental health support, and overall operational assistance in the STEP, TLP, and Q-Spot programs.
We operate under a housing-first, low barrier framework. Program participants have often experienced trauma, homelessness, engagement with criminal justice and/or foster care systems, substance use/abuse, and/or mental health challenges. Low-barrier services are designed to reach disconnected LGBTQ+ transitional-aged youth (18-24 years old) as the program is rooted in trauma-informed care and harm reduction models.
Housing Advocates work to reduce the traumatic impacts from being unhoused by creating a safe, inclusive and stable short-term housing environment where their basic needs are met. In partnership with their Case Manager, other program staff, and community partners, we are working as a team to support the client's capacity to achieve and maintain long-term housing stability, strengthen life skills and self-reliance, upon entry into our program.
ESSENTIAL FUNCTIONS:
1. Provide on-call shift coverage for housing staff and other team members as needed.
2. Provide client advocacy and support, including ensuring client accountability to all program requirements and standards of conduct.
3. Support program implementation.
4. Support clients with daily activities, crisis intervention, resources and referrals.
5. Help to maintain housing guidelines.
6. Ensure a safe and clean housing environment.
Client Advocate Support:
1. Support and motivate clients in case plan activities including identified goals, such as: obtaining identification, applying for healthcare and food assistance, engaging in a mental health program, life skills workshops and job readiness.
2. Ensure client accountability to Center Code of Conduct, Community Agreements, and policies related to housing program and provision of services are followed, with safety at the forefront.
3. Ensure strict client adherence to the prohibition of contraband including non-prescribed drugs and weapons in Center facilities.
4. Ensure prescribed medications are properly secured by clients, dispersed according to the directions of their healthcare provider, and recorded appropriately.
Support Program Implementation:
1. Accurately record all services provided to clients in the client data systems, assist with data reporting for grant reports, and complete shift notes for each shift worked.
2. Ensure materials/supplies are adequately stocked for program needs.
3. Support the general cleanliness and maintenance of housing facilities.
4. Asist with implementation of resident activities, workshops, special events, and skill building workshops as requested by program managers.
5. Support activities conducted by collaborative partners, including maintaining appropriate relationships with partner program staff and basic understanding of referral/resource networks for transitional age youth.
Support Clients with Crisis Intervention:
1. Identify the signs of potential crisis and work to proactively engage with clients in prevention and if necessary, de-escalation. Informing Housing leadership of any concerning client behaviors/patterns.
2. Maintain thorough knowledge of the internal and external intervention resources and assist clients with linkage to care.
3. Practice of trauma-informed care services and understanding of serving BIPOC/LGBTQ+/ marginalized individuals, while ensuring the collective safety of residents and staff is consistently prioritized in our facilities.
General Duties:
1. Functions as an essential member of the Housing Team when providing direct services to clients and coverage to staff.
2. Participate in resident meetings, department meetings, all-staff meetings, planning meetings, and trainings, as required by manager.
3. Collaborate closely with other Housing Advocates, Case Managers, Housing Manager, Director of Housing Services as well as staff in Health Services, Youth & Family Programs, Advocacy & Training, Operations, Development, and Grant Management Teams.
4. Participate in providing On-Call shift support when emergency coverage is needed.
5. Handle a variety of special projects and other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE:
1. Knowledge and understanding of the issues, needs, and interests of LGBTQIA2S+ youth, including a thorough understanding of the intersections of race and the spectrum of gender and sexual identities.
2. Experience working with queer and transgender Black, Indigenous, and other youth of color experiencing homelessness, undocumented community members and asylum seekers, people living with HIV/AIDS, people with mental health and addiction issues, non-native English speakers, having modeled a client-centered approach is critical.
3. Excellent interpersonal, verbal, and written communication skills.
4. Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in an intersectional environment.
5. Ability to work independently and as part of a team.
REQUIREMENTS:
1. Personal commitment to the Center's mission and work to create a region where all LGBTQ+ people can thrive and a passion for LGBTQ+ issues including a robust understanding of anti-racist frameworks, intersectionality, systems of oppression, civil rights, and a thorough understanding/lived experience with homelessness is critical.
2. Must be at least 21 years of age.
3. Education: Associate or bachelor's degree in a Social Sciences or related field is preferred but not required; 4+ of years direct experience may be substituted for formal education.
4. Experience: Minimum of 2 years of work experience in a social services, youth development, or homeless services environment.
5. Certifications: Must receive and pass the CPR/First Aid certification within the first three months of employment.
6. Computer/Office Equipment Skills: Proficiency working with Microsoft Office, particularly Outlook, Word, Excel, OneDrive, and Teams; client tracking database systems, and social media tools.
7. Access to reliable transportation is required.
8. Availability: On-Call Housing Advocates must provide their availability upon hire and be consistently able to cover at least one of the three STEP Shelter shifts--Morning 6:30 a.m.-3 p.m., Swing 2:30 p.m.-11 p.m., or Overnight 10:30 p.m.-7 a.m. Advocates may also be asked to cover various shifts at the Transitional Living Program or drop-in services at the Lavender Heights location. On-Call employees may be scheduled up to 2-weeks ahead to cover open shifts or called-in on an emergency basis in alignment with their stated availability as requested by the Housing Manager, Director of Housing or Leader on Call.
9. Physical Demands: The person in this position will be required to sit or stand for extended periods, maneuver tight storage space, move objects up to 25 pounds, ascend/descend stairs, operate office equipment, open and close filing cabinets and boxes, observe visitors, and communicate messages by telephone.
10. Offer of employment may be contingent on satisfactory results of a criminal history background check.
11. Employees must be legally permitted to work in the United States.
