The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. General Qualifications
Criminal History/Background: The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures B-5, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.
The County may also conduct a background check on the candidate prior to appointment to a position within this class. About the Position:
The Peer/Family Advocate will serve as a member of a multi-disciplinary team to provide peer and/or family support in collaboration with the Service Team. Their focus will be to assist with accessing program services and other community resources to support wellbeing based off their prior personal or familiar experiences. The Peer/Family Advocate will function as a role model exhibiting competency in personal recovery and use of coping skills as well as assisting in helping clients learn coping skills and develop wellness plans congruent with cultural norms and expectations. The Peer/Family Advocate will serve as an advocate for client choice and voice.
Essential Duties & Responsibilities:
Support clients and/or family members with active listening, demonstration of empathy and carry a message of hope and recovery and empower clients in meeting their identified goals.
Collaborate with Service Team members in coordinating and providing services for clients.
Observe, assess, intervene and refer (within one's scope of practice) in situations with clients regarding mental health symptoms, physical health symptoms and substance use issues.
Assist clients in developing and following a wellness plan unique to their needs and desires.
Assist member with various independent living skills: house cleaning, laundry, food preparation, hygiene, yard work, budgeting money, shopping, medication management and safety.
Using personal experiences and interactions with mental health systems and other community partners, to guide and support client in advocacy; as well as provide hope.
Provide/Assist the clients with transportation in personal vehicle as necessary.
Meet with clients and/or family members in the community and their homes, and attend meetings to ensure continuity of care for clients.
Provide positive public relations, community referrals, information and support by linking clients to needed resources; advocate with and on behalf of clients and significant support persons the clients have identified.
Facilitate planning of social, cultural, educational, supportive and recreational group activities.

Qualifications:
Lived experience as a mental health consumer or a family member of a mental health consumer or as someone who has experienced homelessness.
Ability and willingness to work with people experiencing homelessness where they are in encampments, on the street, or in shelters.
Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mental health & substance abuse) is highly desirable.
Knowledge of 12-Step Programs and/or personal experience with substance abuse recovery is highly desirable.
Demonstrated knowledge of General Assistance, Food Stamps, Temporary Aid to Needy Families, Unemployment Insurance, and SSI/SSDI regulations

LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS
* Applicants are required to possess, or have the ability to obtain, a valid California Driver's license, Class C.
* Incumbents are required to possess a current First Aid and Personal Safety certificate or obtain one within 60 days of appointment.
* Incumbents are required to possess a current CPR certificate or obtain one within 60 days of appointment.
* Incumbents have limited Peace Officer powers as delineated in the California Penal Code and therefore are required to complete training under Section 832 of the California Penal Code or equivalent within twelve (12) months of appointment.

* Interpret and build support for the CTA legislative and regulatory program through oral and written communication with legislative committees, government agencies, individual legislators, CTA members and lay and professional groups.
* Work cooperatively with other organizations and their representatives to build support for the CTA legislative and regulatory program.
* Work with appropriate CTA Regions/Departments, CTA State Council committees, other committees, and CTA chapters as assigned.
* Coordinate programs such as CTA's liaison program regarding State Agencies, Boards, et al and other assigned governmental relations and CTA programs.
* Build relationships between CTA, labor unions, lawmakers, community organizations, and other advocacy groups that are beneficial to CTA's objectives.
* Stay informed about legislative priorities, economic forecasts, and policy changes that impact state budget negotiations.
* Coordinate communications of departments efforts with leaders and staff involved in assigned projects.
* Coordinate appropriate training programs for CTA statewide and regional conferences, the member lobby program, and volunteers involved in assigned projects.
* Maintain effective communications with all involved parties of interest regarding a continuous evaluation of assigned projects and programs.
* Consolidate and prepare reports on assigned projects and programs.
* Perform other duties as assigned by the Governmental Relations Associate Executive Director and/or the CTA State Executive Director or their designee manager.
Qualifications - Minimum Required
* Bachelor's or higher degree preferred.
* Understanding of and familiarity with the complexities of the legislative, budget, and regulatory process.
* Deep understanding of the issues facing the public schools and the education profession.
* Demonstrated support for racial, social, and economic justice; worker's rights; and a well-funded public education system.
* Adaptable and flexible. Able to adjust seamlessly and effectively to changing factors and conditions that impact CTA campaigns, projects and other union programs.
* Experience in fast-paced campaigns situations, including contract campaigns, strikes, political campaigns and/or legislative/regulatory campaigns.
* Experience in organizing and campaigning, with relentless drive to proactively surpass campaign/program goals under pressure and with the tenacity to tackle challenges head-on in a dynamic and rapidly changing environment.
* Ability to communicate effectively, verbally and in writing.
* Ability to interpret, develop summaries, and communicate complex data to those less familiar with the technicalities of the legislative and regulatory process.
* Ability to work cooperatively with other people.
* Ability to work effectively under pressure, to exercise good judgment under conditions of stress and to maintain effective work for prolonged periods of time.
* Computer proficiency and the ability to learn and use the Association's software programs to communicate legislative and regulatory information internally and externally.
* Ability to work and travel regularly, including evenings and weekends.
* Ability to obtain and maintain a valid California driver's license.
* This position is in a bargaining unit represented by CSO. Salaries are established by a collective bargaining agreement. Step placement is also determined by the CTA/CSO Agreement.

Job Scope: Adult Protective Service (APS) case workers provide a full range of investigative, care management and follow up services to alleged victims of abuse, neglect or exploitation who are over 60, or persons with disabilities between the ages of 18 and 59. APS case workers have a thorough understanding of aging and disability services and resources. Case workers participate as an integral member of a multi-disciplinary, community based social services team Primary Responsibilities
Conduct and complete APS investigations, substantiations, case work and follow-up services
Provide care planning and service implementation
Coordinate client care with internal and external service providers
Receive and respond to intakes, referrals and crisis situations
Educate clients and their families on choices/options for care, benefits and available community resources
Monitor care and advocate for the client to ensure needed services are provided in a timely, efficient, and effective manner.
Assess changes in the client's status and implement services to address areas of need
Effectively use available internal and external consultation and resources including legal, behavioral health, IDOA, and Age Options as needed to provide effective care
Participate in program planning and evaluation as an active, cooperative member of the Older Adult Team

Complete documentation in an accurate and timely manner to support program compliance and billing.
Complete and maintain IDOA's APS and CCC/CCP certifications, including APS Supervisor certification as directed by APS program coordinator
Participate as a member of APS Multidisciplinary Team
Participate in internal and external staff development seminars and training programs
Interpret and communicate, at the service delivery level, agency policies and procedures
Ensure client confidentiality in accordance with KYC policy and HIPPA requirements
Responsible for all APS billing and compliance
Education and Experience:
Bachelors or Masters Degree from an accredited college or university in gerontology, social work, psychology or related discipline
A minimum of 2 years experience providing social services to older persons and/or persons with disabilities
Maintain all required IDOA Certifications - including APS and CCP
