Key Responsibilities:
Conduct Functional Behavior Assessments (FBAs) and develop Behavior Intervention Plans (BIPs)
Implement and oversee evidence-based behavior support strategies

Under the supervision of the Program Manager for Journey WORKs, this position functions as a direct link between children, families, fathers and pregnant/parenting mothers in accordance with the designated funding contract. This position provides intensive Family Strengthening services to pregnant women and mothers of children 0 to 5 in San Joaquin County. Services can include but are not limited to any of the following: using the Parent-Child Assistance (PCAP) Framework, collaboration with substance use services staff to identify ways to support the mother's substance use assessment, brief treatment, outpatient/inpatient services, as well as withdrawal management and opiate substitution therapies and medication assisted treatment. Comprehensive assessment of children and families will be done & making referrals to community services. In addition, this position is responsible for meeting with fellow county/community agencies (e.g. SJC Human Services Agency/First 5 San Joaquin CalWORKs programs), intake and enrollment of children and families into the program. This position will make home visits to the families enrolled in the program and on an average maintain a caseload of 18 families at any given time.

Provide concrete activities and education to strengthen parent and child attachment and bring the child into focus.
Teach problem solving skills to enhance family functioning and assist in setting and achieving family goals.
Supportfamilies in providing a healthy and safe environment for children.
Coach parents to act as advocates for themselves and their children.
Provide developmental and behavioral assessments of children.
Establish trust with families through family centered support and encouragement.
Have a solid working knowledge of all the rules, regulations, and laws that apply to the contracts.
Promote and maintain a sense of teamwork between assigned department and other CAPC staff, First 5, community partner agencies, and other individuals relevant to the successful case management of each case.

Qualifications
Minimum Qualifications:
Education: Graduation from an accredited four year college or university with major in social services, child development or a closely related field, preferred.
Experience: Two years of relevant experience working with children and families. Experience and enthusiasm for working with and supportingfamilies; especially parents/caregivers.
Knowledge of: Childhood development, and child abuse issues. Knowledge of communitybased and social networks and resources. Strong knowledge of and a demonstrated ability to work with a culturally diverse population.

Youth Stabilization Specialists collaborate with the clinical treatment team by supporting behavioral interventions and providing daily feedback. Our goal is to provide intensive, short term mental health treatment and care that will enable the client to self-regulate their behavior and begin to process and cope with their trauma so that they may either ‘step-down' to a lower level of care or qualify for home placement.

Essential Functions:

Stabilization and Engagement
1. Provide Trauma Informed supervision of, and support to, youth ages 12-18 in a safe and secure environment

3. Support clients in meeting their individual goals and target behaviors and in following their behavioral change contracts

Job Qualifications:
Youth Stabilization Specialists, according to state licensing requirements, must meet one of the following seven qualifications:
1. A Bachelor of Arts or Sciences Degree.
2. A valid Child Development Teaching Permit.
3. Completed 12 semester units of Early Childhood Education, Adolescent Development, Foster and Kinship Care Education, or Psychology and have at completed at least 100 hours of on-the-job experience working with youth.

4. A valid certificate as an Alcohol Counselor, Drug Counselor or Alcohol and Drug Counselor, and have at completed at least 100 hours of on-the-job experience working with youth.

A valid vocational training certificate, credential, or documentation demonstrating that the individual is a trade journeyperson who instructs children in vocational skills and have at least 100 hours of experience working with youth as a mentor, athletic coach, teacher, vocational coach, tutor, counselor, or other relevant experience as determined by the department.
6. Previously been employed as a full-time staff or served as a volunteer at a group home, short-term residential therapeutic program, or substance abuse treatment program for at least one year.
7. Relevant life experience in the child welfare, mental health or juvenile justice systems as a consumer, mentor, or caregiver or life experience with children who have experienced high levels of trauma, or other relevant experience as determined by the department.
Additionally, Youth Stabilization Specialists must have
1. Experience de-escalating crisis behaviors with youth who have experienced significant trauma using behavioral and relationship-based intervention
2. Knowledge and understanding of the needs of children served in a children's residential setting

Scope of Assignment
Under the supervision of the Dean of Student Services, the Part Time Special Programs Counselor is responsible for providing comprehensive counseling services to diverse student populations. Counseling may also include Justice Involved, Veterans, CalWORKs, and other disproportionately impacted student populations. Provides orientation to new patients to the programs' rules, policies, procedures, and patients' rights.

Administer the BAM-R, C-SSRS, GAD-7, and PHQ-9 screening tools to determine the severity of the patient's mental/emotional status.
Evaluate the risk factors concerning each such case, considering the appropriateness of, and professionalism in treating such individuals in an OTP in comparison to treatment in a residential facility or other treatment modalities.
Review and ask about other practitioners' involvement in the treatment of these high-risk conditions. Recommend immediate referral to such a specialist in case of need. Request the patient sign a waiver for release of information which will allow communication with the other practitioner in case of need (e.g., deterioration of the patient's condition)
Flag high-risk patients to the Medical Directors, Physician Extenders, and Regional Clinical Leadership (RCL) and highlight the conditions concerned.
Refer such patients to the Medical Directors, Physician Extenders or RCLs (Regional Clinical Leadership) based on the urgency, utilizing the informal Referral Policy or the scheduled Treatment Team/Case Conference session.
Review physician notes, following the Medical Directors or Physician Extenders' session with the patient, verifying that they noted and addressed the high-risk factor, or otherwise bring it immediately to the attention of the supervising counselor, as well as the clinic manager, until the matter's proper and professional handling by the physician or physician extender.
Advise, in writing, other staff members (including the clinic manager, supervising counselor, dispensing nurse and front office) of high-risk patients and their condition. Maintain and circulate minutes from treatment team/case conference sessions to the other staff members.
Provide professional counseling and referral services by:
Addressing patients' clinical and special needs by maintaining referrals to specialized (“second tier”) services rendered by physicians, physician extenders and counselors within Aegis, as well as referrals to Keys to Recovery (or other twelve-step) support groups, and other community resources (e.g., agencies and practitioners outside of Aegis), acting as a liaison to these agencies, as necessary.
Providing individual and group counseling as clinically necessary, to address the problem issues identified in the Initial Assessment and Treatment Plans. The counseling service will include protocols for the treatment of Relapse Prevention, Peer Pressure, Anger Management, Domestic Violence, Parenting, Family Preservation, Vocational Rehabilitation, etc.
Utilizing advanced counseling techniques such as Cognitive Behavioral Therapy, Motivational Interviewing, etc.
Scheduling regular counseling sessions with patients; issue patient appointment cards and record scheduled or rescheduled sessions in EHR scheduler.
Documenting counseling entries, including signature and date, as required by applicable federal and state regulations, CARF guidelines and Pinnacle policies.
Engaging in Community Relations and Outreach efforts.
Attending all recommended training including Physician Training of Counselors, RCL training, and case conferences with the program physicians and physician assistants.
Collecting research data when requested.
Observing the collection of patients' urine samples when required
Attend team meetings and complete all training courses timely as required.

A statement of Qualifications (SOQ) is being REQUIRED to obtain information regarding each applicant's knowledge, skills, and abilities as related to the Correctional Counselor I position.

About the Position:
The Counselor I is responsible for the delivery of face-to-face rehabilitative programming services provided in the Integrated Substance Use Disorder Treatment Program (ISUDTP). What You Will Do:
Facilitate CBI classes, using evidence-based and standardized curriculum to the participants.
Conduct class and facilitate individual sessions to develop release prevention/action plans and/or provide make-up work.
Evaluate and document the progress of participants assigned to their classes.
Document delivery of CBI programming services in ARMS.
Engage participants daily and reinforce group norms and expectations for participations and completion.
Work collaboratively with the CDCR/CCHCS headquarters, local institution, and CDCR contracted staff.
Other related duties as assigned by the Contractor.
What You Will Bring:
Must obtain their AOD certification within five (5) years of registration date.
Current AOD Registration with an organization approved by the DHCS.
Understanding of causes, symptoms, and effects of substance abuse; appreciation for the behavioral, psychological, physical and social effects of drug abuse.
Knowledge of contractual requirements of ISUDTP is essential.
Excellent interpersonal, written and communication skills.
Operational knowledge of MS Office Suite and ARMS.
Ability to maintain sensitivity and objectivity under pressures generated by association with substance abuse treatment participants. Demonstrate ethical behavior in order to maintain professional standards and safeguard the participants.
Protect and maintain program participants' health, safety, welfare, and confidentiality of records and participant information.
