The Waste-to-Energy (WtE) SHEQ Manager reports directly to the Regional Vice President of WtE and is responsible for ensuring full compliance of all operations with applicable legislation, codes of practice, and regulatory requirements. This includes conformance to internal and external standards set by the Environmental Protection Agency (EPA), Local Authorities, and OSHA. The role provides expert guidance, support, and oversight to ensure the highest standards of safety, health, environmental protection, and quality across all WtE operations. The SHEQ Manager also safeguards the company's interests by maintaining an effective and continuously updated Business Risk and Opportunity Register (BROR). A key objective of the position is to lead the WtE division's implementation and accreditation of relevant ISO standards, including ISO 9001, ISO 14001, ISO 45001, and ISO 50001. Primary Duties and Responsibilities Health, Safety, and Environmental Compliance Ensure all activities are performed safely and in compliance with company policies, legal requirements, and industry regulations. Identify and report unsafe conditions, near-misses, and potential hazards. Promote a culture of safety and environmental compliance and continuous improvement across all facilities. Oversee the implementation of HSE policies and ensure consistent compliance across operational sites. Manage environmental permits, ISO certifications, and audit processes; lead corrective and preventive actions. Maintain the Integrated Management System (IMS) and ensure timely submission of key compliance reports and metrics. Regulatory Compliance and Reporting Monitor, interpret, and communicate new and existing HSE and environmental legislation. Collaborate with senior and site management on permit applications, renewals, and compliance strategies. Serve as the primary point of contact for regulatory bodies (e.g., EPA, OSHA, local authorities). Represent the company at regulatory meetings, hearings, and industry forums as required. Team Leadership and Development Lead, mentor, and develop the SHEQ team to ensure high performance and professional growth. Oversee recruitment, onboarding, and training of SHEQ personnel. Conduct performance reviews and support succession planning initiatives. Risk and Financial Management Identify, assess, and manage operational, environmental, and strategic risks. Maintain and regularly update the Business Risk and Opportunity Register (BROR). Develop cost-effective risk mitigation strategies and monitor performance. Manage relationships with insurers, brokers, and external service providers. Prepare and monitor annual SHEQ budgets and financial performance metrics. Communication and Stakeholder Engagement Maintain accurate documentation and compliance records. Communicate effectively with internal teams, customers, and external stakeholders. Facilitate compliance-related meetings, audits, and public engagement forums. Other Responsibilities Lead the implementation of ISO management systems (9001, 14001, 45001, 50001). Drive continuous improvement in health, safety, environmental, and quality performance. Apply industry knowledge of Waste-to-Energy operations; LOTO experience preferred. Demonstrate ability to lead multidisciplinary teams and deliver strategic compliance outcomes. Job Qualifications Education and Experience Bachelor's degree in a relevant discipline. 5+ years of experience in energy from waste field or comparable industry NEBOSH Diploma or equivalent qualification required. Chartered Membership of IOSH or equivalent professional body preferred. Proven experience in SHEQ management within the Waste-to-Energy or related industries. Skills and Competencies Strong leadership and people management skills with the ability to influence at all organizational levels. Excellent analytical, organizational, and communication abilities. Proven success in engaging regulatory bodies and driving compliance improvement. Ability to prioritize, adapt to change, and manage multiple projects simultaneously. Our FCC Environmental - Pinellas County Waste to Energy facility (WTE) is currently seeking a Utility Operator for monitoring and operations of the Residue Processing and Storage Building and other auxiliary plant equipment from the field to maintain proper, safe, efficient, and continuous plant operations. This individual would routinely conduct equipment inspections and perform operations tasks, maintenance and minor repairs to ash processing and handling equipment as well as ferrous and non ferrous metals recovery equipment. Duties may include but are not limited to: Under instructions of Shift Supervisor operate and maintain the Residue Processing and Storage Building (RPSB) for the purpose of processing all combined ash generated through operations of a large scale Waste to Energy facility. Operates on station within the RPSB to closely monitor operations of a continuously operating materials handling system for the processing, sizing and screening of combined ash to optimize ferrous metals recovery as well as non-ferrous metals separation. Adheres to all safety and environmental procedure and policy for safe and compliant system operations. Compliance with all applicable facility permit programs such as energy control (LOTO), confined space entry and hotwork programs. Obtains training and subsequently maintains high standard for equipment guarding and protection devices required for safe operation in proximity to industrial conveying systems. Conducts Preventive Maintenance and routine operations tasks of all transfer conveyors, vibratory conveyors, scalpers, feeder/screeners, drum magnet and Eddy Current Separator (ECS). Works in tandem with Auxiliary Operator responsible for conditioning of ash material, reports out on quality and consistency variations which can negatively impact processing and handling of the combined ash stream. Works in tandem with Equipment Operator for load out of transfer vehicles from storage bunkers for sized and screened ash, +5” materials, ferrous metals and non-ferrous metals. Recognizes and mitigates operating difficulties and adapt to changing plant conditions with regard to maximizing plant safety and efficiency, and minimizing down time. Conducts comprehensive equipment “rounds” and system operations inspections per established frequency and per established procedure and standards. Conducts starting, stopping and adjustment of systems and components as notified by control room operator and/or shift supervisor. Completes emergent and assigned tasks as identified by shift supervisor and as established through operations routines. Takes immediate action to address equipment upset conditions per training and established procedures. Operates other plant equipment and systems with assistance and guidance from Shift Supervisor to ensure proper functioning such as overhead doors, fire protection apparatus and industrial cleaning equipment for housekeeping of assigned equipment. Anticipates typical problems, identifies potential or recurring problems, and takes appropriate action. Operates other equipment including, but not limited to, industrial forklifts, manlifts, skid steer type loaders, and other mobile equipment. Works closely with maintenance to troubleshoot problems and assesses probable cause with assistance from Shift Supervisor and other members of rotating operations shift they are assigned to. Maintains work areas in a clean, neat, and organized condition at all times. Completes the Corporate and Plant Training Programs within the time frame prescribed. Read and interpret data from meters, gauges, visual assessments and industrial measuring tools to identify trends and/or potential equipment disruptions that impact facility operations. Communicates clearly and concisely both verbally and in writing; as well as communicates clearly whether using in-situ intercom system, two-way radio or face to face. Education and Experience High School Diploma or GED (accredited) Previous experience working with large scale conveyor or material handling systems. Mechanical abilities sufficient to perform equipment maintenance and minor repair such as replacement of wear parts, conveyor component replacements, conveyor belt tracking, rigging and tugging for clearing of obstructions as well as use of hand tools for removing and clearing entanglements on conveyor rollers and drive components. The Electrical and Instrumentation Technician position will install, troubleshoot, clean, inspect, calibrate, and maintain electrical, instrumentation, and distributive control equipment throughout the facility in a safe and professional manner. Essential Duties and Responsibilities: Performs electrical preventive, repair, and calibration maintenance procedures safely and professionally with minimal supervision in accordance with Federal and State Regulations, and Company Work Rules, Policies and Procedures. Utilizing training/skillset and electrical tools/metering - Perform troubleshooting, maintenance and testing of low and medium voltage switchgear, circuit breakers, motor starters, and power transformers. Perform troubleshooting and maintenance of high voltage switchyard and Motor Control Center (MCC) equipment and steam turbine driven generators and work with/monitor licensed contractor testing and servicing of facility high voltage and generator protection equipment. Perform electrical maintenance work related to energy from waste boilers and its associated equipment, including but not limited to, pumps, fans, motors, conveyors & refuse cranes. Perform electrical maintenance work related to energy from waste air pollution control systems. Trouble shoot, assess, inspect, adjust, and make repairs as needed to the Continuous Emissions Motoring System (CEMS) as well as all facility flow, pressure, temperature, and level instrumentation, which includes but is not limited to, transmitter flow devices, level controls, temperature measurement, and flue gas analysis equipment. Trouble shoot, assess, inspect, and tune/adjust, and make repairs, as needed to the Distributed Control Systems (DCS) and historian devices. Troubleshoot/adjust/tune/repair a variety of systems and system controls to include electronic, digital, electrical, pneumatic and hydraulic. Operate various calibration equipment and perform electrical and instrumentation maintenance and repair work as assigned. Work with other departments as needed to troubleshoot electrical and instrumentation problems and complete all maintenance work records. Initiates and completes work-orders and requisitions and documents all critical and or pertinent information on a routine basis. Responds and reports to work during off hours when emergency repairs are required and scheduled for the on-call coverage. Follows standard safety procedures, correct safety and environmental hazards, and report them to the Shift Supervisor immediately. A Waste to Energy (WtE) Shift Supervisor oversees the daily operations of a facility that converts municipal solid waste into usable energy, such as electricity or heat. This role is critical for ensuring safe, efficient, and environmentally compliant operations during a designated shift. They will be responsible for directing and supervising Operations Department and other plant personnel to ensure the facility is operated and maintained in a proper, clean, safe, environmentally compliant and efficient manner in accordance with all Company policies, industry standards and environmental standards, under the direction of the Operations Manager or Plant Manager. Duties may include but are not limited to: Actively Monitor and control all plant systems including boilers, turbines, emissions control systems and residue handling systems. Ensure optimal performance of all waste combustion and energy generation processes. Disciplined compliance with operational procedures and equipment/industry standards for the safe and proper operation of the facility during assigned shift rotation. Supervision of the functional activities of the assigned operations work group to ensure the facility is operated in a proper, safe, productive, clean and compliant manner during assigned work shift. Closely monitor the production and maintenance activities of the WtE facility and assist in planning and executing both scheduled and unscheduled equipment repairs and maintenance activities, outage work as well as the timely completion of operating duties. Position Summary: The Plant Project Engineer supports the safe, reliable, and efficient operation of a Waste-to-Energy (WTE) facility under a long-term Operations & Maintenance contract. This role is responsible for leading capital and lifecycle maintenance projects, supporting plant reliability efforts, and driving continuous improvement in safety and performance. Primary Duties and Responsibilities: Essential Functions - Teamwork: Collaborate with operations and maintenance teams to ensure safe, reliable, and compliant WTE facility performance. Present information clearly and respond to questions from managers, clients, and customers. Follow safety protocols; identify and report safety/environmental hazards. Apply engineering problem-solving to identify and implement solutions. Communicate effectively, both verbally and in writing, across various platforms. Perform Root Cause Analysis (RCA) to support reliability efforts. Project Engineering: Lead and support planning/execution of routine and large-scale lifecycle maintenance projects. Develop strategies for Extended Maintenance Plans aligned with long-term O&M contracts. Manage cross-functional project teams and contractors to ensure safe, on-time, on-budget delivery. Define scopes, schedules, budgets, and action plans; track and report KPIs. Ensure compliance with SOPs, procedures, and vendor performance standards. Review and validate capital project proposals for alignment with business strategy. Manage contract deliverables and reporting requirements. Support development of 1-, 5-, and 10-year capital and maintenance budgets. Boiler Reliability Support: Assist in planning and execution of major outages and ensure schedule alignment. Serve as plant engineer during boiler outages; prepare detailed condition reports. Oversee boiler inspections (in-house and 3rd-party), including UT testing and combustion reviews. Support identification and planning of emergent outage work scopes. Analyze post-outage data to set priorities and recommend corrective actions. Develop/maintain repair specs, capital scopes, and preventive maintenance procedures. Contribute to plant improvement projects and modifications. Utilize OSI/PI Datalink for plant data analysis and maintain equipment history files. Job Qualifications Position Requirements: Bachelor's degree in a technical field (Chemical, Mechanical, Electrical, Nuclear, Environmental, or Facilities Engineering preferred). 3-5 years of experience in a power plant environment preferred. Strong math and mechanical skills; able to perform basic mechanical tasks and equipment access. Willing to travel up to 25% and work in confined spaces for inspections. Excellent communication skills and ability to work across all organizational levels. Preferred Qualifications: Reliability Engineering Certification. Experience with MS Project and capital planning. Understanding of Energy-from-Waste (EFW) technology and steam power plant operations. Experience leading cross-functional teams. As an Assistant Control Room Operator (ACRO) you will be responsible for proper, safe, compliant and efficient operations of the WTE boiler combustion and steam generation and distribution equipment and systems in the field. In addition this employee conducts extensive operating logs, process adjustments and rounds on air pollution control (APC) systems and components, turbine generator and associated equipment, boiler feed pumps, condensate pumps, make-up pumps, dump condenser and associated equipment, turbine lube and control oil systems, electrical distribution systems, waste water system, demineralized water system, process water system and cooling towers to assure that the facility meets it's operational, environmental, and safety commitments while operating in a safe and environmentally efficient manner. Position Responsibilities: Performs inspections, makes effective rounds and takes appropriate action to maintain Boiler, Combustion system, Turbine Generator and APC systems operating within prescribed limits. Assists the Plant Operator in the daily operation and maintenance of the plant in the field. Investigate changes in instrument readings and equipment operation. Duties to include monitoring, operations, maintenance and housekeeping of system components such as baghouse and spray dryer absorber ash collection hoppers and associated dump valves, ash dischargers, vibratory conveyors, ash transfer drag conveyors and ash conditioning systems. This individual would routinely conduct equipment operations inspections and equipment operations adjustments for proper, safe, compliant and efficient air pollution control, ash conditioning and ash handling systems operations. The Auxiliary Operator routinely performs maintenance, housekeeping and minor repairs to air pollution control, ash conditioning, ash handling systems as well as other assigned auxiliary systems. Duties may include but are not limited to: Monitor and inspect various WTE boiler combustion and air pollution control (APC) system auxiliary equipment to include: riddling conveyance and ash dischargers, vibratory conveyors, belt conveyors, ash conditioners/mixers, fabric filter and spray dryer absorber (SDA) ash conveyance, lime slurry slaker systems and slurry fluid systems, pumps, 2 fluid injection lances and other auxiliary equipment associated with air emissions control and post combustion ash handling and conditioning. Documents through shift logs and round sheets; comments that facilitate continuity of systems operations, problem tracking such as out of service components and work that needs to be performed as well as other shift activities that communicate status of plant. Maintains logs and other written documentation on schedule and with clear, accurate and legible writing. Operates designated components of facility Air Pollution Control (APC) system safely and accurately. Compliance with all facility safety and health program and procedure as well as environmental policy and procedure. Programs include but not limited to Lockout/Tagout, Confined Space, Machine Guarding, PPE policy, Hotwork, Fall Protection, Barrier Tape/Danger Tape and Respiratory protection.
