Duty location impacts pay rates; locality pay for federal law enforcement is higher in some locations than others. A fully trained BPA may be eligible for up to an additional 25% of base pay per the BPA Pay Reform Act of 2014. This is a career ladder position with a grade level progression from GL-9 to GS-11 to GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in the lower grade level.
All Border Patrol Agents may select from an array of federal employment benefits that include health and insurance plans, a generous annual and sick leave program, and participation in the Thrift Savings Plan, a retirement plan that is similar to traditional and ROTH 401(k) offerings. *Recruitment Incentive* Newly appointed Border Patrol Agents (as defined in 5 CFR 575.102) will be offered up to a $20,000 incentive. The first $10,000 will be paid upon successful completion of the Border Patrol Academy, with the remaining $10,000 awarded for accepting a prioritized
location. Prioritized locations include Sierra Blanca, TX; Presidio, TX; Sanderson, TX; Comstock, TX; Lordsburg, NM; Freer, TX; Hebbronville, TX; Ajo, AZ.
*Retention Incentive* Newly appointed Border Patrol Agents may also qualify for up to $40,000 in additional incentives distributed over their first four years.
Duties and Responsibilities:
As a BPA, you will be part of our 60,000+ workforce that strives to protect the American people by safeguarding our borders, deterring illicit activity, and enhancing the nation's economic prosperity. Being a BPA makes you a valuable member of the Federal Law Enforcement Officer (LEO) profession.
Typical assignments include:
· Detecting and questioning people suspected of violating immigration and customs laws and inspecting documents and possessions to determine citizenship or violations.
· Preventing and apprehending aliens and smugglers of aliens at or near the borders by maintaining surveillance from covert positions to include using infrared scopes during night operations.
· Interpreting and following tracks, marks, and other physical evidence of illegal entry of persons or contraband.
· Performing farm checks, building checks, traffic checks, city patrols, and transportation checks.
· Patrolling the international boundary and coastal waterways using a variety of government assets such as vehicles, horses, vessels, watercraft, off-road vehicles, ATVs, snowmobiles, and motorcycles for the accomplishment of the USBP Mission.
Qualifications:
GL-9: You qualify for the GL-9 grade level if you possess one (1) year of specialized experience, equivalent to at least the next lower grade level, performing duties such as:
· Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
· Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
· Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.
If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, with the authority granted by the state or government to enforce laws, make arrests, and investigate crimes, performing primary duties in an official law enforcement capacity such as:
· Utilizing intelligence information to track illegal operations, criminal activity, threats to our nation, and/or contraband while serving as a state, federal, or military law enforcement official.
· Leading investigations of fraud, contraband, criminal activity, threats to our nation, and/or illegal operations to determine sources and patterns while serving as a state, federal, or military law enforcement official.
· Apprehending violators of state, federal, or immigration laws by utilizing various forms of complex technology that include surveillance, detection, situation awareness systems, and/or communications equipment.
The above experience will be applied in connection with the following: Make arrests and exercise sound judgment in the use of firearms; deal effectively with people in a courteous manner in connection with law enforcement matters; analyze information rapidly and make prompt decisions; or develop and maintain contact with a network of informants.
There are no education substitutions for the GL-9 or GS-11 grade-level Border Patrol Agent opportunities.

Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (including protectorates as declared under international law) for at least three of the last five years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Border Patrol Agent position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. The age restriction may not apply if you are currently serving or have previously served in a federal civilian law enforcement (non-military) position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
Veterans' Preference: You may also be eligible for an excepted service Veterans' Recruitment Appointment (VRA). The age restriction does not apply if you are Veterans' Preference eligible.
Formal Training: After you are hired, you will be detailed to the U.S. Border Patrol Academy in Artesia, New Mexico, for approximately six (6) months of intensive instruction in immigration and nationality laws, law enforcement, and USBP-specific operations, driver training, physical techniques, firearms, and other courses. Border Patrol work requires the ability to speak and read Spanish, as well as English. Border Patrol Agents will be provided training to become proficient in the Spanish language at the Academy.

The Center Operations Manager position is responsible for overseeing one or more USO Center's operations, and overseeing programs, events and activities at locations surrounding the Center(s). This position also manages subordinate operational staff and volunteers. It also assists in evaluating and modifying existing programs, events and activities, and plans and implements new or improved programs, events and activities.
Principal Duties and Responsibilities (*Essential Duties)
Overall responsibility for providing visitor and guests with a Center that is effective, inviting, safe, clean, well-maintained and ready-for-use. Also responsible for ensuring that equipment is clean and well-functioning and for enforcing adherence to sanitary guidelines and food-handling regulations.*
Lead the planning, quality, and delivery of programs on and off of U.S. military installations. Deliver services, equipment and events within budget limits. Identify and implement operational and program improvements that achieve USO standards of excellence. Act as a resource for USO Center staff and volunteers in the planning and execution of special and/or holiday events.*
Review program and service needs. Research and recommend new programs and services based on research. Implement and oversee suggested and/or required changes.*
Coach and mentor USO Center staff and oversee volunteers' schedule, activities, recruitment, training and recognition. Develop, improve and maintain working relationships with USO vendors and local contractors.*
Create, maintain, communicate, and enforce adherence to Standard Operating Procedures to inform Centers' procedures and activities, and the Emergency Preparedness Plan (EPP). Ensure that staff, volunteers, and vendors comply with the EPP, report damage, destruction or injury to the Center and its assets. Conduct employee accountability checks.*
As directed by leadership, perform and monitor financial activities, including creating and executing operating budget, sales and/or other income, banking transactions. Operates within budgetary guidelines. Manage cash on hand and maintain inventory of supplies and assets.
Prepare, review and present reports, including financial, operational and statistical reports. Create and/or maintain records required for local procedures and activities.
Responsible for communicating to internal and external parties, Centers' operations, programs, and activities. Compile and prepare announcements, stories, and photos for publication and distribution across multiple media and social media channels.*
In cooperation with key internal and external stakeholders, develop, improve and maintain working relationships with U.S. Military, local community leadership, partners and donors, and media representatives to enhance awareness, generate financial/in-kind support of the USO mission and support successful program and service delivery.*

Job Specifications
High School Diploma or equivalent. Bachelor's Degree preferred.
5+ years work experience in a business operations role, event management or marketing role, including 1+ years in a supervisory capacity. Relevant experience in a non-profit, military, multicultural and/or global organization preferred.
Demonstrated ability to lead high-performing teams. Ability to achieve desired results while working collaboratively in a team environment.
Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite. General knowledge of various software, applications, and programs including but not limited to volunteer management software and social media platforms. Experience with Digital Cheetah preferred.
Fluency in English. Ability to speak, read and write in the language of the host country at the native level preferred.

Combination of Education and Experience: A combination of successfully completed graduate level education beyond the first full year and experience as described above that when combined meets 100% of the requirement. HSI Special Agent Basic Training: A mandatory component of continued employment is the successful completion of Basic Training, which consists of the Federal Law Enforcement Training Center (FLETC) Criminal Investigator Training Program (CITP) and the HSI Special Agent Training Program (HSISAT). The training is approximately 22 weeks in total. You may be temporarily reassigned to a non-law enforcement position if you fail to complete basic training.
Physical Fitness Testing (PFT): A pre-employment Physical Fitness Test (PFT) will be administered. A passing score is required. If you have failed a PFT, you are not eligible for consideration for 12 months from the closing date of the announcement in which you applied that required the PFT. Additionally, a PFT will also be administered at FLETC during Basic Training. Every trainee must pass the PFT during training.

The AGM applies extensive knowledge and experience in management of terminal and en route air traffic facilities to integrate air traffic operations, support services and administrative programs to advance the tactical use of concepts and technologies to achieve the strategic goals of the ATO and the Federal Aviation Administration (FAA).
The AGM ensures that all district operational and support plans are integrated with the operational philosophy of the ATS directorate at all levels. The incumbent provides input and guidance on policies, standards, and procedures as regards to all district activities, to ensure the safe, secure and efficient use of navigable airspace. Identifies information needs, training requirements, and ad hoc and recurring reporting requirements to include reporting to the GM.
The AGM applies his/her experience in managing and directing air traffic operations and/or support activities to maintain close connectivity with field facility operations and support activities throughout the District and to ensure that the GM and necessary district staff are able to respond quickly to unexpected and emergency situations. Provides a timely as well as the accurate unfiltered flow of information up the management chain and responds to stakeholder concerns by focusing on systemic issues, professionalism, training, and system efficiency.
The AGM applies a comprehensive understanding of the principles of management and strategic planning to plan, direct, coordinate, evaluate and manage the operational and support activities of a highly technical matrix organization consisting of Air Traffic Managers (ATM) and Support Managers (SM). Works on complex projects and programs based on the objectives of the organization along with the GM and is responsible for strategic and tactical planning, communicating the organization's vision and objectives, setting priorities, coaching, and developing staff and organizational capabilities. In this role, you will work closely with our technical experts, project teams, and client service managers to advance our technical services and support a wide variety of water and wastewater system projects for primarily public sector clients. Typical projects could involve:

Detailed Description:
The Pacific Area provides planning, design, and construction services on various projects for municipal clients in the Hawaiian Islands. This role requires managing projects of varying complexity and size and providing quality project delivery throughout the project lifecycle. This role includes managing project teams to execute and deliver work successfully, aligning with BC service lines and tools, and developing and growing client service relationships.
Duties include but are not limited to the following:
* Lead project teams as project manager and deputy project manager. Projects may include planning, design, or services during construction.
* Set direction - clarity on what the objectives are for an assignment, how decisions will be made, schedules and budgets, and the client's critical success factors are important components to setting team direction.
* Communicate - share how communications will be delivered, this includes team standups, technical/design decisions, client changes, etc. This will help the team understand what communication methods will be used during the assignment.
* Motivate the Team - empower team members by giving authority and responsibility, resolve conflict and provide feedback. Make sure to pause and celebrate/recognize success.
* Establish Trust - demonstrate integrity, be a competent leader, show consistency, promote loyalty, and model transparency.
* Create a safe environment - an environment where team members feel supported and safe to share new ideas and be creative/curious in their approaches.
* Embrace thought and experience diversity - ability to create an inclusive environment where diverse backgrounds, geographies, different perspectives are all heard, respected and considered.

* Scope: Project Manager must have the ability to prepare well-developed scopes of work to establish clear expectations with both the client and project team, which can also help prevent or significantly mitigates project overruns. An accurate scope with clear assumptions and limitations sets realistic expectations and a solid pathway to delivering quality work successfully.
* Schedule: Project Manager must exhibit good scheduling practices to help secure resources and provide adequate time for quality reviews, and thus, enables on-time delivery, and avoidance of budget overruns. Schedule development, baselining and routine maintenance helps identify project problems early, so that mitigation measures can be implemented.
* Budget: Project Manager must be capable of establishing a well-developed work breakdown structure and coordinating the level of effort required to produce and deliver a quality work product or service in accordance with the expectations of our client. Alignment of the project budget to both the project scope and schedule is critical to the financial success of the project.
* Quality Management: Project Manager must be proficient in quality management processes and systems. Quality matters to us because it builds trust with our clients, leads to repeat business, and helps manage our risk. BC's Quality Framework is a simple and scalable application where everyone contributes to quality. The project managers budget for and are responsible for implementing a Quality Management Plan that incorporates our standards and reviews to reduce quality deficiencies. Delivering quality projects not only leads to higher client satisfaction and loyalty but adds to BC's bottom line by preventing quality issues and reducing costs associated with errors and rework.
* Change Management: Project Manager must have a strong aptitude for identifying and managing change on a project. This can be both internal change (resources, quality, productivity) and external change (scope creep, change scope conditions, client request for additional work). The ability to quickly identify the change, prepare the scope and budget for the change, and get client endorsement and approval for the change minimizes financial and execution risk to BC.
* Risk Management: Project Manager must be proficient in risk management processes and systems. This includes the identification of risks, preparing mitigation strategies for each risk, monetization of each risk, and updating the risk profile on the project throughout the lifecycle of a project.
* Delivery of Project and Business Performance Metrics - Project managers are responsible for achieving project performance success through leading the team and meeting the scope, schedule, budget and quality requirements while also accounting for pricing and profitability. Successfully delivered projects that are profitable have a direct impact on business performance (as-bid, as-contracted and as-delivered). Project Manager must be proficient in earned value compliance and business forecasting and projections on a monthly basis, while also ensuring invoices go out in a consistent and timely and that we are getting paid within the duration defined in our contract terms.
* Client Service and Sales/Marketing Support and Engagement - The project manager shall work closely with client service managers, client service teams, and accountable approvers to assess client satisfaction through interactions. Understanding, sharing and monitoring the client's critical success factors and objectives are important to project success and client satisfaction.
Desired Skills and Experience:
* Previous project management experience.
* 5+ years in the AEC industry, 10+ years preferred
* Strong communication skills i.e. ability to communicate orally and in writing - across functions and teams, up and down the chain of command
* Proven track record of managing scope, schedule and budget on projects
* Technical competency MS Project, Excel, PowerBI, familiarity with databases and other technology platforms is a plus.
* Ability to proactively deal with conflict and manage large complex teams to achieve project objectives
* Highly motivated self-starter with a passion to accomplish project goals
* Must be proficient in change management processes and systems.
* Ability to identify and mitigate risks on projects.
* Proficient in contract terms and execution.
* Strong negotiation skills.
* Ability to proactively deal with conflict.
* Valid driver's license and good driving record required
* Must be proficient in using standard computer programs (MS Word, MS Teams, MS Excel, MS PowerPoint, Outlook) required
* Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and written report preparation.
Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.
Location B: $97,000- $132,000
