DESCRIPTION OF WORK
In this position, you will perform supervisory and quasi-judicial work in the adjudication of appeals involving a broad range of DHS program regulations. Your work will involve conducting and adjudicating recipient and non-recipient appeals in a variety of subject matters, as well as reviewing the work of Human Services Hearing Officers for conformity to established laws, policies and procedures. Some of your duties will include conducting pre-hearing conferences and issuing subpoenas, Orders, and Rules to Show Cause. You will also rule on motions. While in this role, you will need to effectively communicate to interface with appellants, attorneys, representatives, and agencies. Additionally, you will conduct quarterly meetings, as well as track the status of case assignments.

Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.

Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of your probationary period or training. The California Coastal Commission's Legal Division is seeking an Attorney III to assist the Commission in pursuing its mission to protect and enhance California's coast and ocean. This position will have a particular focus on assisting the Commission in helping the state of California address its critical shortage of housing. The state legislature has recently passed many bills into law that create incentives for or facilitate housing production. The Commission is responsible for reviewing and approving any Local Coastal Program (LCP) amendments necessary for coastal cities and counties to harmonize Coastal Act mandates with new state housing laws. The Commission is also responsible for reviewing and approving coastal development permits(CDPs) for housing projects in coastal zone areas without certified LCPs and providing guidance to coastal cities and counties on housing projects located in the Commission's appeals jurisdiction. The Attorney III will provide legal advice and assistance to the Commission, Commission management and to the Commission's district offices on housing-related matters as well as other complex questions concerning: the Coastal Act; Commission regulations; planning and zoning, environmental, administrative, and real property law; and work with the Attorney General's Office on litigation-related matters.
The position will be filled in San Francisco, although part-time remote work would be allowed. There may be occasional travel to other parts of the State.
Attorney IIIs advise the staff and the Commission on a wide variety of legal issues, including the more complex issues arising under the California Coastal Act, state housing laws, the Federal Coastal Zone Management Act, the California Environmental Quality Act, the Subdivision Map Act, real property law, the U.S. Constitution, and numerous other state and federal laws. The Intake and Prison Legal Services department is seeking a motivated current 2L or 3L student with a legal intern certificate who has demonstrated a commitment to public defense work and social justice and who is interested in working with people who are currently incarcerated. Your job duties would include reviewing discovery material for parole and post-release control violation hearings, contacting relevant witnesses and gathering relevant evidence, observing panel or full board hearings for clients seeking release after decades in prison, conducting legal research for violation hearing defenses and in response letters or calls from incarcerated people and their loved ones. Under the supervision of a licensed attorney represent clients at post-release control hearings, conduct client interviews, engage in factual investigations, and review case material and analyze pending cases.
