Interim President

Meredith N. Black has served as first vice president and chief operating officer of the Federal Reserve Bank of Dallas since December 1, 2016.

As FVP and COO, Black is responsible for the daily operations and financial performance of the Dallas Fed, including its branches in Houston, San Antonio and El Paso. She also participates in Federal Reserve System initiatives.

Prior to being named first vice president, Black was senior vice president with responsibility for the Financial Management and Information Technology Groups, serving as the Bank’s chief financial, risk and information officer.

Black began her career at the Dallas Fed in 1983 as a regulatory economist in the Banking Supervision Department. She held various positions of increasing responsibility at the Bank and was promoted in 2003 to senior vice president.

She has led or chaired a variety of Federal Reserve System committees and workgroups, including the Federal Reserve System’s Technology Services Council.

A Dallas native, she holds a bachelor’s degree in economics from Lewis and Clark College in Portland, Oregon, and attended the Southwest Graduate School of Banking at Southern Methodist University.

Harvey R. Mitchell III

Senior Vice President and Chief of Staff

As a senior vice president and chief of staff, Harvey Mitchell provides support and advice to the Bank’s senior management on Federal Reserve System issues, strategy development, as well as execution and collaboration across business areas of the Bank. He is assisted in this role by the staff of the Corporate Planning Department.

Since joining the Bank in 1986, Mitchell has served as secretary to both the Conference of Presidents (2009-12) and Conference of First Vice Presidents (2004-07), working with presidents and first vice presidents of all Reserve Banks on strategic issues. One of his earliest assignments was working on the Bank’s new building project from 1987-92.

He earned a bachelor’s degree in statistics from the University of Chicago and an MBA from the University of Texas at Austin.

Jeffrey L. Garrett

Senior Vice President, Chief Financial and Risk Officer

Jeff Garrett’s responsibilities include the Financial Management Group, Financial Management Shared Services Center, and Facilities Management and Planning.

Garrett joined the Dallas Fed in 1999 and served in staff and management positions in human resources and information technology prior to joining the Financial Management Group. Garrett then served as vice president in the Bank’s Facilities Management and Planning Department.

He holds a bachelor’s degree from Hardin-Simmons University and a master’s degree from the University of Texas at Arlington.

Tommy E. Alsbrooks

Senior Vice President and Chief Information Officer

Tommy Alsbrooks is senior vice president and chief information officer of the Federal Reserve Bank of Dallas. As SVP and CIO, Alsbrooks is responsible for information technology services and the Electronic Payments Solutions Center for the Eleventh Federal Reserve District.

Alsbrooks began his career at the Dallas Fed in 2003 as an IT Program Manager in the Desktop Services Center. He held various positions of increasing responsibility at the Bank and was promoted in 2017 to senior vice president. Alsbrooks has participated on a variety of Federal Reserve System committees and work groups, including the Federal Reserve System’s Technology Services Council, a committee representing all technology solutions providers in the Federal Reserve System. He also served two years as the Associate Secretary for the Board of Directors at the Dallas Fed.

Alsbrooks holds an associates degree in computer information systems from Eastfield College and graduated cum laude with a bachelor’s degree in finance from the University of Texas at Dallas. He is also a graduate of Harvard Business School’s General Management Program.
