Description of Work:
These positions will address both issues of quality and accessibility of the target populations, in the strategy development phase, evidence-based strategies with known efficacy, and in particular, proven effectiveness for the target populations. The fellow works alongside Council leadership and staff to implement strategies, the fellow will support fidelity of implementation and ensure that those target populations are able to access the implemented strategies in a way that is relevant for their context and/or specific needs and provides quality outcomes. The fellow will prepare an annual progress report provided to the Governor. The fellow will identify the accompanying measures of quality for each goal.
Positions' responsibilities will include coordination with employers, industry associations, and education partners to revise the criteria used to determine which credentials are included on the list. This position would work to update and align the credential application process with the Advisory Council's strategic goals. This position would also develop a system for the Council to regularly review the credentials and manage the preparation and organization of all credential application materials and supporting documents and maintain the cloud-based storage system of these materials. The position would collaborate with LEAD to further integrate the approved credentials into NCcareers.org. The position would additionally support the creation of “one list” of approved credentials to be shared with the NC Community College System, the Department of Public Instruction, and the Department of Commerce. Lastly, the position would develop outreach campaigns for trade associations, employers, and education and workforce partners to utilize the credentials list.

The mission of the North Carolina Division of Workforce Solutions (DWS) is to develop North Carolina's workforce talent, help individuals advance their career opportunities, and meet business workforce needs by connecting talent to jobs.
The success of North Carolina's workforce development system depends on a coordinated effort among employers, educators, training and placement service providers, economic developers, and government. The NCWorks Commission helps provide this coordination by overseeing the state's workforce development system, developing policy, and advising the Governor, General Assembly, state and local agencies, and businesses on how to strengthen the state's workforce. This work focuses on how to help people get the education and training they need to access good jobs and how to help business find the talent they need to be successful. Governor Josh Stein signed Executive Order (EO) No. 11 establishing the Governor's Council on Workforce and Apprenticeships (“the Council”) including representation from industry, government, and education. The EO directed the Council to develop strategic, quantifiable goals along with relevant strategies designed to meaningfully and holistically grow and prepare North Carolina's workforce development efforts over the next four years. The Open Access Fellow will also develop instructional and outreach materials for faculty and administrators related to the open access policy and other repository services. Meetings with subject librarians and possibly some faculty will help provide some context for the outreach and instructional component of the project. As a tertiary care academic medical center, MUSC receives a large volume of complex referral cases from throughout the state of South Carolina and neighboring states. The fellow gains experience with five urologic oncologists and works closely with the overall multidisciplinary team in urologic cancers. Through these multiple providers the fellow will gain expertise in the endoscopic, laparoscopic, robotic, and open approaches to all urologic cancers.

Position Summary
The Resilience Fellow will work alongside partners to:
Understand current disaster risks and ongoing recovery in Western North Carolina, post-Hurricane Helene
Understand current local and state mitigation and resilience priorities
Identify underserved communities and recovery partners in need of additional support
Coordinate, develop, and pursue funds to support recovery, resilience, and mitigation projects
The perfect candidate will have experience with disaster recovery programs, having worked with a variety of stakeholders to include local governments and/or nonprofits and long-term recovery groups. This candidate should have a general understanding of Federal and State/Local recovery funding, and possess the knowledge to help secure additional funding and streamline opportunities for resilience and mitigation efforts in Western NC.
This is a 2-year position as part of the SBP Resilience and Recovery Fellowship Program.
Responsibilities
Achieve all goals and objectives set by SBP for the Recovery and Resilience Fellows Program, to include the following: .
Serve as a recovery and resilience champion to communities in Western North Carolina impacted by Hurricane Helene, working with state and local stakeholders to access and/or influence funding for preparedness, recovery, resilience, mitigation, and climate adaptation projects to mitigate against future losses in a disaster.
Successful implementation of recovery projects will require a dynamic combination of human capacity, actionable projects, and streamlined access.
• Fellows will accelerate investment through available funding sources, including local, state, federal, private, philanthropic and public opportunities.
• To be successful, the Fellow must understand regional and local priorities, identify public and private stakeholders, review current applicable plans in place, and assess and document gaps.
• Fellows must also be skilled translators and conveners of stakeholders and opportunities, capable of building trust and generating options for action as local communities characterize their vulnerabilities.
Create an opportunity for future employment in the community they serve following their 2-year Fellowship
Help facilitate the SBP-led programs, identify program opportunities, and share the expertise of SBP's Advisory Services Team with other nonprofits, municipalities, non-governmental, and volunteer organizations to increase capacity and efficacy.

Evaluate patients via use of acoustic, phonatory aerodynamic, and/or perceptual measurements for differential diagnosis and to formulate recommendations/plan of care.
Offer individualized voice therapy treatment programs through a variety of approaches.
Educate patients on issues regarding vocal health and hygiene, potentially abusive vocal behaviors, irritable larynx syndrome, chronic cough/throat clearing, and management of reflux through dietary and behavioral modifications.
Provide therapy pre- and post- laryngeal surgery to optimize vocal outcome and reduce the risk of re-injury.
Educate patients how to independently resolve episodic dyspnea related to inducible laryngeal obstruction through laryngeal control/respiratory retraining exercises, postural adjustment and optimization of typical respiratory patterns during speech and at rest.
Dysphagia (adult)
Perform differential diagnosis of swallowing disorders via clinical and instrumental assessment using Modified Barium Swallow Studies (MBS) and/or Flexible Endoscopic Examination of Swallowing (FEES).
Identify treatment options for dysphagia, including alternative means of nutrition (PEG or NG), diet modifications (thin/nectar/honey-thickened liquid), postural techniques, and exercise-based swallowing therapy.
Provide evidence-based dysphagia rehabilitation utilizing sEMG, lingual manometry, respiratory muscle training, and pharyngeal strengthening exercises
Head & Neck Cancer Dysphagia
Perform pre and post swallowing evaluations via FEES or MBS before patients begin radiation and/or undergo surgical resection of the head and neck.
Assess and train patients on optimal adaptive feeding techniques such as lavage feeding, modified syringe feeding, glossectomy techniques, and all other compensatory strategies for oral and pharyngeal deficits post-surgery.
Head & Neck Cancer Communication
Provide therapeutic intervention for intelligibility in the post-operative patient when indicated, utilizing compensatory strategies for intelligibility and/or compensatory techniques and exercises for lingual/labial/facial strength, range of motion, and articulatory competence.
Manage total laryngectomy patients. Includes thorough pre-operative education on upcoming changes regarding anatomy and communication between inpatient and outpatient providers.
Train patients on use of electrolarynx, HME systems, stoma support, and other stoma care products.
Maintain a working knowledge of pertinent insurance coverage and assist patients and family members with ordering/obtaining necessary stoma care/cover supplies.
Manage tracheoesophageal voice prosthesis (TEP) program.
Provide pre-op education regarding purpose, use, cleaning, and maintenance of the TEP.
Troubleshoot both chronic and urgent TEP issues, such as leaking, changes in voicing, dislodgement, loss of the prosthesis, or tissue changes.
Fit patients for hands-free devices and provide all education and training.

Duties and Responsibilities:
* 50% extracorporeal therapy duty: primary responsibility is to assist with the management of elective and emergency extracorporeal sessions. Primary case responsibility will be maintained by the primary specialty service (usually Internal Medicine but sometimes triage). Primary ECT case responsibility will be maintained by the primary specialty service.
* During the latter half of this fellowship, the Fellow will be on-call for emergency extracorporeal therapy session.
* 50% advanced urinary procedures: The Fellow will participate in advanced urinary procedures, including but not limited to stent placement, ectopic ureter ablation, renal sclerotherapy, and lithotripsy. The Fellow will assist in the training of residents in these procedures.

Project Summary
The objective of this fellowship project is to develop a method for estimating the temporal evolution of flame volume using a multi-camera imaging approach. A set of cameras will be positioned along a semicircular arc around the fire source, enabling each camera to capture a unique 2D projection of the flame from a different viewing angle. By merging these complementary perspectives, the fellow will work toward reconstructing a dynamic 3D representation of the flame.
Accurately capturing the 3D flame volume will support downstream analyses, including estimating the spatial variation of heat flux on nearby targets and improving understanding of flame behavior between two bluff bodies. These insights are critical for characterizing fire exposure, validating computational models, and informing fire safety design.
The project is divided into two main phases:
Phase 1 - Proof of Concept Using a Burning Crib
In this initial phase, the fellow will design and test a workflow for acquiring flame imagery and reconstructing the 3D flame volume for a controlled burning crib experiment. This includes planning camera placement, performing image acquisition, evaluating reconstruction algorithms (e.g., multi-view geometry, tomography, volumetric rendering), and validating the resulting 3D flame model.
Phase 2 - Application to a Burning ADU
Building on the tools and insights developed in Phase 1, the fellow will apply the methodology to a full-scale fire involving an Accessory Dwelling Unit (ADU). This phase introduces greater complexity-larger flame structures, more dynamic behavior, and increased optical challenges-requiring refinement of the reconstruction pipeline and robust data handling strategies.
This fellowship offers hands-on experience in computer vision, fire dynamics, experimental data collection, and 3D reconstruction techniques.

This fellowship is open to scholars of art history, Jewish studies, or related fields. Eligible candidates must have completed all coursework and examinations required for the PhD by September 2025 and must be actively engaged in the research and writing of their dissertation. Consideration will also be given to scholars who have received their PhD within the last three years. In all cases the most competitive candidates will have an expressed interest in a museum career.

Job Duties: Policy interns will work with and support members of the Governor's policy team. Interns will have the opportunity to build and strengthen their professional skills, particularly in policy research, analysis, writing, organization, and interpersonal communications.
Major Task to be Performed:
Policy interns are likely to attend meetings with state government officials and
representatives from other sectors including non-profit organizations, business, and local government; monitor legislation; draft policy briefs; and conduct project-specific research and outreach on a variety of issues such as education, energy and environment, opioids, workforce and economic development, healthcare, and criminal justice and reentry.
Final Product or Outcome Anticipated:
Multiple products including, but not limited to, memos and research documents, PowerPoint presentations, and correspondence documents.
Academic Majors Desired: Public Policy, political science, government, public administration, and will consider related fields.

Minimum Education and Experience Requirements:
An applicant must be a permanent North Carolina resident attending a college, university, law school, community college or technical institute in North Carolina or a North Carolina resident attending an equivalent institution out of state.
Applicants must carry a 2.5 or greater overall grade point average on a 4.0 scale.
Applicant must be a high school graduate and at least 18 years old by January 1, 2026.
Applicants must be continuing their education in the fall following their participation in the program.
To qualify for a law internship, applicants must have completed at least one year of law school before the beginning of the internship, unless other majors are listed.
Students having previously held paid internships with this program are not eligible to apply.
Applicants must be willing and able to work full-time for the entire 10-week internship. Applicants must be able to provide legal proof of identity and work authorization within three working days of employment.
This position will close at 11:59 p.m. the night before the end date.
