    Basic Purpose and Function: This skilled position is responsible for the safe operation of the Telescoping Boom RT Crane and the Lattice Boom Truck Crane and must be able to obtain Tower Cranes certification(s) in a shipyard environment. The Crane Operator I must maintain a current National Commission for the Certification of Crane Operators (NCCCO), National Center for Construction Education Research (NCCER), or other Occupational Safety and Health Administration (OSHA) recognized qualification for one or more of these cranes. Major Responsibility (Functions/Duties): Inspects the condition of the work site prior to crane set up and ensures the crane is in optimal condition/position to perform the lift at its safest possible capacity. Determines how much material can be lifted safely based upon weather conditions and the capacity of the crane. Plans, specifies, and positions rigging equipment for accomplishing work in a safe and efficient manner. Inspects and maintains crane against any defects or malfunctions. Reads and interprets job specifications and works with minimum supervision. Maintains housekeeping by keeping worksite free of waste, and keeping materials and equipment stowed in an orderly manner. Applies safe crane and rigging practices, at all times. Accomplishes daily inspections and documenting logs as legal records. Performs maintenance (lubrication),and basic mechanical, and be familiar with assembly and disassembly of cranes. Participates in J.H.A. (Job Hazard Analysis) program. Occasionally works as a ground rigger and/or signal person on an as needed basis. Must be flexible with scheduling and site locations and be eligible to work on military installations. Requirements Skills and Qualifications: Must be able to pass a current Department of Transportation (DOT) physical certification. Must be able to regularly climb steps and ladders to access equipment. Must be able to climb approximately 75” and be comfortable working at heights. Must pass a written and practical exam and maintain proficiency in all qualified cranes before certifications expire. Must be able to read and interpret all load charts and be able to interpret hand and voice signals. Working knowledge of the set up and operation of the cranes. Working knowledge of the removal, repair ,and reinstallation of equipment comments. Must be able to assist rigging ground crews with the storing of machinery components for the repair of ships and boats for the United States Navy, United States Coast Guard, Military Sealift Command (MSC), and commercial vessels. Must be able to obtain and maintain Defense Biometric Identification System (DBIDS) in accordance with local government policies. Education and Experience: Must have minimum of five (5) years continuous experience in Hydraulic Mobile Crane operation in a shipyard or similar environment. Must possess a current NCCCO, NCCER, or other OSHA recognized qualification for Telescoping Boom RT Crane and willing to obtain Tower Crane Certification. Working knowledge of local Naval Sea Systems Command (NAVSEA) Standard Items and Naval Facilities Engineering Systems Command (NAVFAC) rules and regulations for crane operations on the pier at the Mayport Naval Station. Development of estimates will be required for the following activities: new bid estimates (labor and material), pricing, change proposal estimates, both Ship Work Breakdown Structure (SWBS) and trade-based estimating, convincing and validating basis of estimates (BOE), risk assessments, developing and using estimating parametric, higher-level metrics to validate estimates, make/buy studies, and budget rate development. Major Responsibilties: Reviews Request for Proposals (RFPs), work specifications, drawings, blueprints, and materials list to identify trades, potential sub-contractors and man hours needed to accomplish work requirements and develop a basis of estimate. Accomplishes material takeoffs and obtain product or service information, such as price, availability, designated technical representative requirements and delivery schedule (identifying long lead materials).
