About this role
Established Mechanical Controls Project Engineer professional. Manages the daily coordination of projects including preparing and maintaining budgets and staffing requirements, gathering and analyzing data, and preparing progress reports, coordinating project tasks with various functional organizations, and identifying project problems.
Key Responsibilities:
Supports the development of project plans, schedules and budgets for projects under his/her responsibility to ensure adherence to the established program plan, schedule, and budget.
Tracks progress and identifies/resolves obstacles to minimize disruption to project schedules.
Forecasts project revenues and re-estimates project costs on a monthly basis to monitor costs and to maximize project profitability.
Analyzes data gathered and develops solutions or alternative methods of proceeding to optimize performance.
Maintains and presents plans and progress reports relating to business aspects of the project(s) to track progress and ensure that established targets are met.
Identifies and addresses project problems and recommends resolutions to ensure the successful completion of projects.

Required Qualifications:

3+ years of experience in HVAC, Construction or Building Automation and Controls

Bachelor's Degree from a recognized college or university in building HVAC with a focus on building automation controls (3- or 4-year program)
Ability to lead and motivate teams
Strong problem solving, planning and project management skills
Ability to read and understand scope of work
Exceptional written and verbal communication skills
General knowledge of employment laws and practices
Demonstrated knowledge of project financial reporting
Previous field experience with commissioning of DDC Systems and/or hands-on experience in the field of deploying or commissions

Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Position Summary:
The Project Engineer will support the Program Manager in both the pursuit and execution of large-scale federal infrastructure projects, with a primary focus on border infrastructure. This role is responsible for advanced project scouting, technical and logistical research, subcontractor/vendor engagement, and coordination of project deliverables throughout the pursuit and operational phases. SUMMARY OF THE ROLE
NextDecade is seeking a full-time Engineer, Instrumentation & Controls (I&C), to support long-term operations and maintenance for the Rio Grande LNG facility located near Brownsville, Texas. The successful candidate shall be a technical subject matter expert (SME) in Instrumentation & Controls Engineering with an in-depth understanding of Process Control, Distributed Control Systems (DCS), Safety Instrumented Systems (SIS), and Instrumentation.
* Reports to the Manager of Instrumentation & Controls and Electrical Engineering, within the Operations Department, under senior leadership including the Director of Facilities Engineering, Sr. Director of Engineering, and VP of Operations.

POSITION SUMMARY:
The Project Engineer assists the Project Manager/ Executive by tracking and maintaining records that are associated with submittals, costs, deliveries and payroll at the job site. The Project Engineer is also responsible for tracking and maintaining all safety communications, manuals and records.
Safety:
Prepare and give weekly Toolbox Talks, Daily Safety Huddles and maintain records.
Maintain a file for One Call Center requests to ensure no utilities are damaged during construction activities.
Maintain a retrievable filing system for the Hazardous Communication Program - MSDS.

* Prepare and review engineering reports and studies that present technical information in a clear and concise manner and meet client requirements and S&L formats

This position is based on a hybrid work schedule and will require in-office work 3 days per week.

Essential skills and experience:
* A Bachelor's and/or Master's degree in Electrical Engineering from an ABET-accredited engineering program is required
* 3 or more years of experience in the design of electrical engineering systems in a project team environment with a focus on integrated, detailed system design for new plants, or modifications or replacements for existing plants; experience should include the selection of equipment, materials, control philosophy, and the preparation and assembling of calculations and specifications
* Experience is required with electrical system design including medium and low voltage distribution systems (transformers, generators, motors), equipment selection, and analytical calculations
* Experience with serving as firm/client liaison in a support or lead engineering role
* Experience in reviewing design drawings created by others
* Effective critical thinking and problem solving skills
* Effective written and verbal communication skills
* Effective working in teams and individual work
* Detail oriented approach to work
* Must be bilingual in Spanish and English (Read, Speak, and Write)
Valued but not required skills and experience:
* PE license
* Construction and start-up experience a plus

Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).
Job Summary:
In this role, you will manage a team and provide field engineering leadership for work planning and packaging, material management, quantity validation, safety and quality control, technical inspection and testing knowledge, and coordination of system turnover and subcontracts. Your oversight will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-BH1
Major Responsibilities:
* On a medium sized job, performs the duties of a lead engineer in either an area, coordinating and directing a variety of disciplines, or as a Deputy Project Field Engineer, coordinating all activities related to the operation of assigned operating section
* Proactively engages with their teams' development through CPM, competency development/assessment and feedback
* Supervises a broad range of construction engineering work within a specific engineering discipline.
* Coordinates with design on constructability issues.
* Material Management
* Directs the preparation of requisitions for field procured materials, material substitution, services, and equipment.
* Possesses responsibility for quantity take-off, control, reporting and forecasting.
* Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
* Possesses responsibility for coordinating between construction and startup to ensure the various system walkdowns are performed, interfacing with the startup specialist as required to support component/system turnover and assuming responsibility (as required) for area turnover coordination as determined by the PFE.
* Reviews and approves inspection test plans
* Coordinates reviews of subcontractor submittals
Education and Experience Requirements:
* Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
* Technical knowledge of a specialized engineering discipline, cost, scheduling and/or contracts administration relating to the construction of heavy industrial or commercial complexes.
* Work experience as a construction engineer, engineer or assistant superintendent leading to an understanding of the technical knowledge described above.
* Demonstrated leadership in a team-based environment.
* Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
* Familiar with Bechtel's Business Ethics handbook and policies.
* Prior experience supervising and administering subcontractors. Knowledge of Bechtel's "Zero Accidents" safety program.
* Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
* Knowledge of the use of subcontracts; knowledge of the contractor/ subcontractor's responsibilities contained in subcontract documents.
Additional Information:
Must be willing to work a flexible schedule as required that may include but not limited to nightshift or split shift.
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
