    Job DescriptionDescription: Primary Functions This position will be responsible for assisting with managing potable water and/or sanitary sewer (decentralized type) infrastructure projects initiated by CUDRC (hereafter the District) and those initiated by developers to provide potable water and/or sanitary sewer service to residential, commercial, or industrial sites. It is preferred that this position also be responsible for updating and maintaining the hydraulic model distribution system integrated with the GIS and performing hydraulic analyses. Essential Functions Assist supervisor with project management by updating the Capital Improvement Program (CIP) tracking system, reviewing design drawings from the Districts engineering consultant(s), reviewing shop drawings, change orders, pay estimates, and other construction administration tasks. Review and provide written comments on submittals from the developer and/or their engineer at various stages of the process (often involving multiple iterations) to ensure the needs of the District are met and compliance with its standards and specifications. This may include a conceptual plan, master plan, preliminary plan/plat, site plan, utility plan, final construction plan, final plat, etc. Assist with obtaining all applicable environmental permits and those involving roadway and railroad crossings and other special permits (i.e., major petroleum pipeline crossings, major electrical transmission line crossings, or the like). Perform initial review of TDOT, City and County projects for conflicts with existing or proposed water system infrastructure that may require relocation of same. Perform limited construction inspections, as needed, to assist the regular Construction Inspectors, fill in for them on a temporary basis, and/or to gain knowledge and experience with construction methods and practices. Assist Construction Inspectors and Supervisor in making field decisions with contractors on changes or problems that occur in the field at time of installation by making periodic field visits to observe field conditions, as needed. Assist with creating and maintaining applicable project records per District policy and practices and TDEC Sanitary Survey requirements. Respond to municipal planning commission annexation requests. Preferably, perform piping updates to the hydraulic model of the distribution system on a regular interval and as directed. Also allocate new demands and reallocate existing demands as directed. Preferably, perform hydraulic analyses for new fire hydrant requests, commercial developments, and small subdivisions with limited supervision. Also, perform larger scale and/or more complex hydraulic analyses with more supervision. Collaboration with other members of the Engineering Department, other District Departments, and the District’s engineering consultant(s) (collectively hereafter Key Parties) as applicable. This position must be able to perform their duties with limited supervision and shall consult with supervisor for unusual or complex matters. Serve as back-up for the Engineering Project Manager or Engineering Project Coordinator, when needed. Comply with all policies outlined in employee handbook. Track, validate, and process service/labor costs in SAP; coordinate with Cost Analysts on a bi-weekly or monthly basis. Generate detailed and summary-level financial reports for individual project components and consolidated portfolios. Provide expert-level cost engineering support to the Director and Manager of Project Controls. Analyze cost data to identify variances and escalate with proposed corrective actions. Lead or support project meetings with a focus on cost forecasts, contract allowances, risk tracking, contingency, and scheduled values. Support development and ongoing refinement of project Work Breakdown Structures (WBS). Communicate with vendors to resolve financial issues related to cost and invoicing. Respond to information requests from project and construction management teams. Conduct periodic site visits to validate reported cost data. Required Qualifications Bachelor's Degree (Engineering, Finance, Business, Project Management, or Construction Management preferred). Minimum of 5 years' experience in project controls including cost engineering, estimating, or planning/scheduling. Strong working knowledge of SAP, ERP systems, and midstream/downstream industry practices. Intermediate to advanced proficiency in MS Excel and other Microsoft Office programs.
