Project Overview: Bechtel is designing, constructing, and commissioning the world's largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities. This position will support the High-Level Waste (HLW) Vitrification efforts from restoration to completion. The HLW is the most complex of all the WTP facilities and will host some of the top professionals in their field to design, engineer, procure and construct HLW vitrification systems. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30am to 5:00pm. Selected applicant needs to be able and willing to work weekends as needed. Selected applicant needs to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. Job Summary: Assigned to the Construction organization in an Area Field Engineer (AFE) capacity. Responsible within the assigned Area as the delegate for the Field Engineering Manager. The AFE is responsible for supervising and directing assigned Lead Discipline Field Engineers, Field Engineering Staff, and other support organizations (Techs/Admins, etc.) to support Area work execution. Ensures assigned construction personnel are tasked to appropriate work scopes and that construction operations are performed safely, right-the-first-time in compliance with specifications and within budget and schedules. Coordinate with other Area Functional Leads to ensure field issues are resolved. Reports to the Site Manager on a daily basis with functional reporting to the Construction Management Team (Field Engineering Manager). #LI-CL1 Major Responsibilities: * Responsible for all Field Engineering activities within an assigned facility/area. * Support the Site Manager and the Project Management team with cost management in an assigned facility/area: trend development, quantity reporting (verification) to support the QURR, change management, budget variance analysis review and inputs to construction estimates, forecast developments and supports the Cost Account Manager (CAM) for Earned Value Management System (EVMS) compliance. * Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operations. * Responsible for implementing the Quality Control program in an assigned facility/area and ensuring installed commodities meet WTP construction quality requirements. * Responsible for managing and reporting Field Engineering metrics (e.g. record closures, NCR burndowns, CWP closures) in their Area. Manage field generated change documents (FCRs/FCNs) or non-conformances (NCRs). * Responsible for daily interface with Engineering department on resolution of technical issues and prioritizing/expediting as required. * Responsible for review and approval of Field Material Requisitions for Area permanent and non-permanent plant material. * Manage and coordinate with Field Procurement department for technical evaluations of proposed supplier material and with the Area leadership team to prioritize and expedite procurement Bid, Evaluate, Award cycles and subsequent supplier deliveries. * Manage and coordinate inspection record generation, implementation and closure to support field activities and the turnover process. * Work with Site Supervision and Project Controls to manage area schedules, processes/procedures and Construction Work Packages (CWPs). * Coordinate Field Engineering staffing requirements with the Discipline Leads and Project Field Engineer. * Manage Area specific Condition Reports including creating Corrective Action Plans and participating in Casual (apparent/root) Analysis. * Supervise and direct Field Engineering personnel within assigned area and coordinate with Discipline Leads on process/procedure implementation. * Implement automated tools (TeamWorks, InfoWorks, Fighters, Unifier, etc.) within an assigned area and ensure implementation consistency with Field Engineering Team. * Participate with subcontract formation, coordination, execution and close out for Construction Subcontracts in an assigned facility/area. * Support construction-based risk items in an assigned facility/area. * Understand and implement work schedules associated with the WTP execution plan and schedule. * Participate in the area planning schedules (three week look ahead, 90/180 day, Plan of the Day, etc.). * Coordinate activities with other disciplines or areas, and clients' resident representatives as instructed by construction management. * Effectively communicate with internal and external customers related to WTP Construction activities. Education and Experience Requirements: * B.S. degree in Engineering or similar and 10-13 years' of experience, or lieu of degree, 14-17 years' of related experience. * Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. * Must be able to obtain a Department of Energy badge for access to the Hanford Site. * Must possess the right to work and remain in the US without sponsorship. * Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces. Required Knowledge and Skills: Minimum Qualifications: * Knowledge and experience of DOE, DOD and/or commercial nuclear construction projects is required. * Must have working knowledge of the Bechtel Standard Work Processes Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs). * Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment. * The candidate should have a good working knowledge of current design codes and standards such as ACI, AISC, ASME, as well as NQA-1 requirements. * Knowledge of environmental compliance standards required on NNSA/DOE projects. * Knowledge of Bechtel's "Zero Accidents" safety program. * Familiarity with nuclear quality and commercial practice standards is desired. H2C is seeking an experienced and qualified Instrumentation and Controls Engineer in the Process Automation Engineering and Data Management organization to support operations, maintenance, projects, and retrieval organizations. The right candidate will develop and maintain advanced control systems for waste retrieval, treatment, and transfers. Integrate sensors, automation, and diagnostics for process computer systems, distributed control systems, programmable logic controllers, related digital equipment, instrumentation, and site industrial control systems to ensure safety, precision, and operational efficiency. They will collaborate with multidisciplinary teams to analyze and diagnose system related problems, optimize system performance and reliability, and provide recommend solutions where appropriate. This person will maintain the design baseline in accordance with H2C Engineering design processes and procedures, including: Maintain a working knowledge of the Documented Safety Analysis (DSA), Technical Safety Requirements (TSR), and Environmental Permit requirements as they apply to the Tank Farm Systems; -Make technically defendable, independent decisions on engineering issues, and represent the H2C Engineering organization in meetings with other company organizations and other stakeholders; -Coordinate with H2C Projects, Construction, Operations, Waste Treatment Plant Interface and Integration organizations to ensure that client and company commitments are met; -Monitor ongoing operations and activities including safety, quality, cost and schedule performance and coordinate efforts for early identification of issues, to correct problems, and to define areas of potential improvement; -Provide input to/develop and approve assigned system related work packages, operating procedures and Engineering Change Notices; -Develop, establish, review and/or approve new or changes to operating or maintenance procedures; -Set challenging work-related goals for personal and departmental growth and accomplishment; -Actively participate in the mentoring and development of less senior engineering personnel; -Sustain productive and positive customer relationships; -Provide verbal and written reports and formal presentations to immediate Manager, Senior Management, and/or DOE ORP. Conduct routine coordination meetings and management observations/assessments as scheduled. Desired Qualifications * Experience with instruments and controls, and a knowledge of current development and trends with demonstrated ability to interpret IEEE Standards and NFPA Requirements. * Experience with process and control system platforms including modification to the control system hardware and software, communications systems (including wireless), and development and testing systems. * Possess significant control systems testing experience, including preparation of test procedures and completion of test reports. * Have a working knowledge of developing safety instrumented systems and application of ISA-61511 * Possess a working knowledge of Allen-Bradley PLC and/or ABB 800xA control system platforms * Experience with computer aided design tools such a Autocad. * Working knowledge of software development in any of these technologies: C#, .NET, C++, JavaScript, Microsoft MVC, SQL, et Compensation & Benefits In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, H2C takes into consideration a variety of factors when determining initial grade and salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market.
