Performs central accounting and financial analysis functions according to established procedures.
Review, analyze, and approve purchase requisitions to ensure compliance with TTUHSC El Paso policies, Texas State purchasing laws, UT System requirements, and applicable institutional guidelines. Verify funding availability, proper account coding, and required supporting documentation prior to approval
Develop, coordinate, and administer competitive procurement processes, including Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and competitive bids, in accordance with Texas Government Code, state purchasing thresholds, and institutional procedures. Assist with bid evaluations, documentation, and award recommendations
Provide instruction, guidance, and customer support to faculty, staff, and departmental administrators on purchasing policies, procurement methods, and compliance requirements, ensuring efficient and compliant acquisition of goods and services
Serve as a liaison between end users, vendors, and internal departments to resolve procurement issues, clarify purchasing requirements, and support timely processing of requisitions and contracts
Maintain accurate procurement records and documentation to support audits, reporting, and regulatory reviews, ensuring transparency and accountability in purchasing activities
Obtain Certified Texas Contract Developer Certification from the State of Texas, Comptroller of Public Accounts within 18 months of employment
Remain current with all licensure, certifications, and mandatory compliance and training requirements for this position
Adhere to all policies, procedures, and practices (Regents Rules, TTUS, HSECEP OPs, etc.)
Personally demonstrate, display and act in accordance with TTUHSC EP's Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). • Serve as a Value's leader while actively promoting and encouraging staff across the institution
Perform all other duties as assigned
Experience using ERP or e-Procurement software systems, 3+ years
Knowledge of purchasing and procurement methods and procedures, preferably in state procurement principles and practices
Willing to obtain and maintain professional certification in purchasing within one year of employment
Ability to perform arithmetical computations, evaluate bids, develop methods and procedures for locating supply sources, maintain a system of record keeping, maintain effective working relationships with vendors and suppliers, and communicate effectively

Supervises, monitors, and participates in all phases of bookkeeping functions; ensures that bookkeeping transactions are performed in a timely manner and in compliance with established policies and procedures and verifies the accuracy and integrity of books; prepares various routine and complex budgets and financial reports; performs various bookkeeping tasks.
Knowledge, Skills, and Abilities
Knowledge of basic accounting and general office practices and procedures. Knowledge of Great Plains financial software. Ability to present a positive and professional image of The Salvation Army. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to other employees requiring assistance. Ability to function within a computerized, double entry, full accrual accounting environment. Ability to organize and maintain files of accounting records. Ability to examine the bookkeeping work performed by subordinates in order to detect errors or omissions. Ability to apply attention to detail and to perform assigned work at a level of proficiency that will limit the impact of errors. Ability to process financial documents in compliance with established policies and procedures. Ability to apply discretion and independent judgment and exercise confidentiality. Ability to accept fiscal responsibility of all functionalized accounts.
Education and Experience
Bachelor's degree from accredited college or university in Accounting, Business Administration or related field and three to four years work experience in accounting with experience working in a religious, charitable organization preferred or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.
Certifications:
Valid State Driver's License
Physical Requirements/Working Conditions
Ability to meet attendance requirements. Ability to read, write and communicate the English language effectively. Ability to perform mathematical calculations. Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) frequently.
Working Conditions:
Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
