The Regional VP, Operations in the Pacific Southwest Region is a Chief Financial Officer position with Operations elements as well. This person collects, analyzes and reports on various market data to connect financial outcomes with operational effectiveness. The Regional VP, Operations requires an in-depth understanding of how organization capabilities interrelate across segments and/or enterprise-wide to develop strategies to improve outcomes that support the region's membership, medical expense, admin and margin targets.
The Regional Vice President, Operations, will provide leadership and direction in the areas of financial planning and operations to a team of regional and national associates. This individual will provide fiscal and operational oversight of the Pacific Southwest region senior products through development and oversight of the annual budget, financial planning and projections, risk management and operational metrics and reporting while working with value-based providers, physicians, IPAs and MSO leadership. The role interfaces regularly with regional, divisional and corporate leaders.

Job Responsibilities Strategic Planning, Leadership and Personnel Management

Cordoba Corporation is a leading engineering and design firm based in California. We are seeking a Reporting Manager to join our Transportation Sector. The ideal candidate will be responsible for managing the Program Reporting Unit. The Reporting Manager supports the client to define and implement the reporting strategy and processes for the Program and manages the Program and enterprise level reporting. In addition, this position supports the project level reporting requirements as needed. Further, this position will be liaison with the Financial Office to collaborate on Board Reporting requirements as necessary.
Responsibilities
Develop and maintain all reporting policies, plans, procedures, and workflows that describe scope, cost, and schedule information.
Develop, deliver and maintain an overall reporting structure and reporting tools which include quarterly and monthly reports.
Assess, analyze, and report any potential improvements or opportunities to automate through PowerBI type tools.
Provide strategic direction to, and oversight of, all monthly and-annual reporting so that information is appropriately prioritized for its audience, is accurate, appropriately detailed, submitted timely to enable key decision making and is aligned to the requirements of key stakeholders.
Coordinate with multiple project teams to gather information necessary to produce programmatic reports, provide quality control of the data provided, and oversee the timely submission of all programmatic reports to Executive Management, program committees, and other stakeholders.
Partner with the cost, risk management and schedule leads to develop, compile and produce program report(s) covering progress, cost, cash flow, earned value, risk, schedule, and other relevant information.
Develop, maintain, and communicate the program reporting calendar.
Develop, coordinate and present monthly reports (i.e., CVSR, PDSR, Status Confidence Reporting, Board Reporting, and any other required reporting).
Coordinate with functional areas to ensure reporting is in line with their expectations and requirements, follow up around critical issues as required.
Provide quality assurance of reporting and an assure key messaging and content within reports.
Lead and manage program reporting resources within the Program Reporting Unit.
Qualifications
Bachelor's degree in construction management, engineering, business management, and project management.
Experience in management, or related technical field.
Experience in production of project and/or program reporting.
Experience in creating or revising reports to provide the most robust, actionable project reporting.
Experience developing and implementing reporting strategy and processes on a program.
Experience of managing and motivating reporting teams on major programs.
Knowledge of project management, document control, data management, business, and presentation.
Ability to liaise, coordinate, and negotiate with departmental and external stakeholders to elicit timely and consistent responses to reporting requirements.
Ability to lead and develop reporting methodology, procedures and presentation.
Preferred Qualifications/Certifications/Licensures:
Proficient with Microsoft Office applications (Excel, Word, PowerPoint).
Proficient in desktop publishing software, Visio, and professional graphics software
Proficient with data analytics tools such as PowerBI.
Ability to communicate effectively with various personnel, including dealing with people effectively and tactfully in difficult and stressful situations.
Excellent time management and organizational skills, attention to detail and ability to work under time pressure.
Proficiency and knowledge of computer software applications including Primavera P6, TILOS, Microsoft. (MS) word, MS Excel, and MS Outlook.
Familiarity with rail and roadway transportation projects and disciplines.

+ Coordinates Corporate long-range planning, budgeting and reporting to be used for updates with the CEO, CFO, Board of Directors, and used for external guidance with Investor Relations
+ Finance partner to Corporate, working directly with business leaders on Planning, Budgeting and Forecasting for their functional areas as well as Corporate Capital

+ Responsible for the preparation and presentation of management reports and/or corporate reporting requirements, to ensure integrity of information and keep management updated on key information
+ Coordinate key planning and reporting processes (Monthly results reviews, Forecasts, Long Range Strategic & Financial Plan, Budget)
+ Provide real time updates on performance, implications, and recommended actions
+ Create materials for the CEO, CFO and Board of Directors, including providing financial analysis and commentary

Key Responsibilities:
Lead the month end close process, ensuring timely preparation of financial reports
Manage and mentor the finance and accounting team of approximately 7 staff
Ensure financial reporting and accounting practices comply with GAAP and DCAA
Collaborate with Project Managers and Project Accountants on project status reviews, project margin analysis, and billing support
Oversee and support the maintenance of the Deltek Vantagepoint system, including report development, system optimization, and ensuring the accuracy of the General Ledger (GL) and Project Ledger.
Review bi-weekly payroll for accuracy; resolve complex payroll issues, approve the monthly payroll reconciliation & journals
Ensure timely and accurate 401(k) contributions.
Provide financial reports for bank loan covenant purposes, ad-hoc audits, client requests and government compliance reviews.
Assist with complex proposals, billing rate calculations and project change orders
Supervise preparation of the annual Indirect Cost Calculation
Prepare the annual Caltrans reporting package, including detailed labor cost reconciliation.
Manage annual insurance renewals and ensure accurate allocation of insurance costs within the GL.
Support the Finance Director in maintaining the rolling forecast, developing the annual budget, preparing capacity planning & staff utilization reports
Qualifications:
Bachelor's degree with a major in Accounting
Minimum 5 years of experience as a Financial Controller level in professional services or a project-based firm is essential
In-depth knowledge of GAAP & Project Accounting (minimum 5 years of experience)
A background in auditing and reconciliations
Strong knowledge of Deltek Vantagepoint preferred, with excellent Excel skills

Job Summary
The Finance and Insurance (F&I) Manager is responsible for maximizing dealership profitability while delivering an exceptional customer experience consistent with the Harley-Davidson brand.
