This is general customer service, clerical and light bookkeeping work in administration of utility billing. This work involves answering a large volume of phone calls from residents regarding utility billing inquiries and providing courteous customer service, opening/closing accounts, and processing billing adjustments/charges. Work is performed under the general supervision of the Supervisor assigned to.

* Answer to telephone and walk-in customer inquiries and complaints and provides detailed and accurate information regarding the utility billing process and requirements.
* Reviews and reconciles accounts for correct rates and services and adjusts accounts accordingly.
* Prepares correspondence in response to customer inquiries.
* Receive and process customer payments.
* Monitors illegal usage report; researches customer accounts to facilitate collection for unauthorized usage of water/sewer/garbage.
* Researches bad debts and initiates collection procedure; processes write-offs of bad debts; researches liens as needed for title search requests.
* Prepares payment agreements as needed; calculates and tracks compliance of payment arrangements made for customers who are having difficulty paying their bill.
* Performs various clerical duties; prepares daily deposit, data entry, processing work orders, researching returned mail, customer file maintenance, typing and filing.
* Validates cash and checks for utility billing payments, permits, MCR's, tap cards and other receipts and balances cash edits.
* Sells beach stickers.
* Processes NSF Checks.
* Fosters positive employee relations and employee morale on a City-wide basis.
* High School graduation or possession of an acceptable equivalency diploma.
* Two (2) years of professional, verifiable general office experience.
* Cashier experience preferred.
* Requires demonstrated ability to effectively utilize personal computer and office software such as Microsoft Word, Microsoft Excel, and Microsoft Outlook.

POSITION DESCRIPTION:
The incumbent will be assigned to the Bureau of Field Services, West Palm Beach, VAHCS and Ardie R Copas State Veterans' Nursing Home. The primary responsibility of the incumbents in the positions allocated to this class is to perform administrative and professional duties required to work within the medical clinic and vet center as needed, interviewing veterans and family members, preparing and submitting claims for benefits to the U.S. Department of Veterans Affairs. To advocate with purpose and passion for Florida veterans and link them to superior services, benefits and support. Meet, interview, counsel, using VA Data systems and obtain information in order to prepare and submit claims for any and all federal and state benefits that each client may be entitled to. Assist in preparing and perfecting" appeals", provide representation at fee basis, hardship eligibility hearings, request for waivers of federal entitlements, military discharge review hearings or Regional Office VA hearings as required.
Review and interpret VA laws, rules and regulations affecting veteran's entitlements in applying for federal and state veterans' benefits. Respond to telephonic or written inquiries from citizens, veterans, dependents, Post, Chapter, County, and State Veterans Service officers with accurate and complete information. Represent FDVA on committees, advisory boards and consumer service programs established at VA medical centers and satellite outpatient facilities. Assist in preparing forms, obtaining signatures, financial data, and personal information for veterans requesting admission to State Veterans Nursing Homes. Visit and provide on-site assistance, claims preparation and submission of claims to all Florida National Guard and Reserve units in the geographical area. Maintain contact with all guard and reserve units and active military installations in the Florida geographical area.

Handle counter walk-up customers including daily order pick-ups, billing closure, and customer lookup assistance
Facilitates assisting with processing of daily web order releases.
Customer Service & Sales
Assist customers in finding correct part numbers for equipment via internet or hard copy resources
Key customer parts orders while live on the phone ensuring part numbers, quantities, and customer numbers are accurate
Make proactive outbound sales promotional calls and engage in strategic planning of marketing programs
Build strong customer relationships and effectively manage problems and confrontations
Focus on creating loyal customers with emphasis on back-ordered parts communication and ETA updates
Maintain professional phone etiquette, managing call length to minimize customer queue wait times
Administrative Functions
Research and process Return Goods Authorizations (RGAs) including coding accuracy, weekly submittal, and logging
Maintaining RGA coding verification and inventory return to stock review and logging.
Reconcile monthly backorder reports and review internal/external ETAs on outstanding part shipments
Process RGA credit orders to accounting with inventory accuracy.
Support UPS claim issues and administration
Specialized Support
Serve as customer liaison for irrigation day to day questions.
Work closely with export team for technical parts assistance as needed.
Understand RLC dealer parts programming and marketing guide
Know when to direct large project irrigation whole goods questions to the Irrigation team.
Expand irrigation knowledge through required training sessions
Expand knowledge on all Commercial Allied lines.

What Do You Need?
To be considered for this role, a candidate should meet the following minimal requirements:
Language: Spanish speaking and writing ability is highly desired/a plus
Technical: Intermediate computer skills, Microsoft Word/Excel proficiency, reasonable typing speed and accuracy
Industry: General knowledge of turf, lawn maintenance, and irrigation systems with technical experience
Customer Service: Superior customer service skills with previous customer service experience required
