We're looking for a Director of Technical Program Management (TPM) to join our Decisioning Platform team and drive our 2026+ goals. In this high‑impact, individual contributor role, you'll be a hands‑on leader, driving large‑scale, multi‑year, and multi‑lines of businesses modernization initiatives.
You will:
Lead Strategic Initiatives: Take ownership of complex, cross‑functional programs, directly defining execution strategies and roadmaps. Your work will be critical to our 2026 goals, including converging legacy decisioning systems onto our new platform.
Partner with Stakeholders: Collaborate closely with technology, product, and business partners to align efforts with Capital One's long‑term vision. You will need to be highly influential and strategic to prioritize key initiatives across multiple lines of business.
Provide Technical Leadership: Work with our engineering teams and internal customers to deliver on key initiatives. You'll balance strategic thinking with tactical execution to ensure the success of complex programs.

Basic Qualifications
Bachelor's degree.
At least 7 years of experience managing technical programs.
Preferred Qualifications

7+ years of experience designing and building data‑intensive solutions using distributed computing.

The Bureau of Health Care Safety and Quality (BHCSQ) is seeking an experienced and skilled administrator to serve as the Director of the Determination of Need (DoN) Program. The Director oversees all elements of the application review process. Works with the DoN Application Manager and program staff to develop and review applications presented for DoN that include, but are not limited to, significant capital expenditures, major changes in service, transfers of ownership, original licensure of health care facilities, and DoN-required services and technologies.
The purpose and objective of DoN is “to encourage competition and the development of innovative health delivery methods and population health strategies within the health care delivery system to ensure that resources will be made reasonably and equitably available to every person within the Commonwealth at the lowest reasonable aggregate cost advancing the Commonwealth's goals for cost containment, improved public health outcomes, and delivery system transformation”.
The Director is responsible for and coordinates day-to-day operations of the DoN Program. The Director should have experience in and/or possess an understanding of competition within the health care industry; deep understanding of population health and impact to health status and outcomes; and the development of industry trends and innovative health delivery methods.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Leadership and management of the DoN program and its staff.
Ability to objectively and critically assess project proposal strength and viability from complex financial, operational and community value-based perspectives.
Presents application recommendations to the Department of Public Health's (DPH) regulatory body, the Public Health Council (PHC), in monthly public meetings. Prepares and delivers presentations on complex regulation changes or updated DoN Program guidelines, ensuring information is understandable, logical and compelling.
Uses strong communication skills and diplomacy, to build relationships and meet with relevant stakeholders to advance the mission of DPH and the DoN Program.
Oversees reporting by facilities and entities with approved projects to ensure compliance with commitments made to and conditions of the DoN Program.
Leads BHCSQ's efforts in completing a comprehensive review of DoN sub-regulatory guidelines, engages internal and external stakeholders in completing review, development, and release of updated guidelines for the review of DoN applications.
Preferred Qualifications:
Seven years' experience in health care and/or government.
Three years of management experience.
Advanced degree in public health, health care administration, or other related fields.
Strong knowledge of Massachusetts health care and public policy. Able to understand and articulate a wide range of health care issues.
Exceptional program management, communication, strategic planning, and interpersonal skills.

KEY RESPONSIBILITIES:
Facilities Grant Management
* Administer a complex portfolio of facility improvement grants for licensed childcare centers, family childcare homes, and other child-serving spaces (e.g., libraries, shelters, family resource centers).
* Manage full grant lifecycle including application intake, due diligence, contracting, disbursement, and closeout.
* Review grant applications for compliance, feasibility, readiness, and alignment with strategic program goals.

JOB SUMMARY:
The Program Officer, Early Care and Education Facilities plays a critical role in implementing and expanding the Early Childhood Facilities Fund. This fund supports high-quality early learning environments across Alameda County. The Program Officer manages grants, provides technical assistance to childcare providers, and collaborates with public and private partners to enhance the supply and quality of early childhood education facilities. This role is ideal for a mission-driven, organized, and collaborative professional dedicated to improving outcomes for children and families.
KEY RESPONSIBILITIES:
Facilities Grant Management
Administer a complex portfolio of facility improvement grants for licensed childcare centers, family childcare homes, and other child-serving spaces (e.g., libraries, shelters, family resource centers).
Manage full grant lifecycle including application intake, due diligence, contracting, disbursement, and closeout.
Review grant applications for compliance, feasibility, readiness, and alignment with strategic program goals.
Maintain real-time tracking systems to monitor pipeline activity, award status, project timelines, and budgets.
Conduct virtual and in-person site visits to assess facility needs, document progress, and ensure compliance with program milestones.
Draft grant recommendations, presentations, and summary reports for internal review committees and funding partners.
Support communications and outreach to ensure grant opportunities are equitably distributed across diverse provider communities, including monolingual and underrepresented populations.
Technical Assistance and Capacity Building
Provide individualized technical assistance to ECE providers on facility-related topics including scoping of repairs, space planning, health and safety, regulatory compliance, and business planning.
Assist providers in navigating building code requirements, Community Care Licensing (CCL) regulations, and zoning issues in collaboration with city and county agencies.
Develop and lead trainings or workshops on facility best practices, physical environments for young children, business readiness, and long-term maintenance planning.
Create and disseminate resource guides, tip sheets, and planning tools tailored to small business operators and nonprofit childcare programs.
Data, Evaluation, and Continuous Improvement
Track and analyze grant performance metrics and project impact data (e.g., number of slots created, improved quality indicators, geographic equity).
Maintain accurate, timely records in Salesforce or equivalent cloud-based databases.
Contribute to reports for funders, internal leadership, and external stakeholders on program outcomes and success stories.
Identify areas for process improvement, propose enhancements to internal systems, and participate in cross-team learning sessions.
Stakeholder Engagement and Collaboration
Serve as a liaison with local government departments, including but not limited to First 5 Alameda County, Community Care Licensing, and local Fire, Building, and Planning Departments, affordable housing developers, and licensing bodies to align facility funding and development strategies.

QUALIFICATIONS:
Bachelor's degree in Early Care and Education, Architecture, Planning, Operations, Business Administration, Public Administration, Finance, or a related field.
Minimum of 2-3 years experience in Early Care and Education (ECE), California childcare licensing, and government funding regulations.
Bilingual Spanish Required
Strong organization and project management skills.
Ability to work independently while managing multiple priorities.
Training and business technical assistance experience for childcare providers or small businesses.
Knowledge or willingness to learn about planning and building codes for childcare and community facilities.
Understanding of facilities construction, management, project planning, and cost estimation.
Strong collaboration skills with diverse stakeholders in public and private sectors
Willingness to travel throughout California for site visits and occasional evening/weekend work.
Proficiency in cloud-based systems and databases (Salesforce experience a plus).
