I. Job Summary
This position requires an engineer with significant experience in the environmental and solid waste industry. The ideal candidate will possess superior problem solving and management skills that will be applied to a diverse portfolio of technical projects. You will be directly responsible for engineering and construction at solid waste disposal facilities, will communicate with senior management, and direct and mentor junior staff. You will be continually challenged to use your knowledge and skills to advance WMs status as the leader, and innovator, in providing comprehensive waste management services to a variety of clients.
II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned. Essential duties and responsibilities include the following:
Engages, directs, and manages professional consulting firms that perform a variety of work tasks at solid waste facilities, such as preparing permit applications and construction plans, conducting site monitoring, preparing regulatory submittals, etc. Will be responsible for final work product.
Maintains a strong working relationship with regulators and serve as a direct line of communication on technical and permitting matters between regulatory agencies and operating sites. This will include representing WM in permit meetings, hearings, and site inspections. Act as a professional representative for WM as a community liaison, at technical conferences and other forums
Manages landfill construction projects from overseeing the preparation of construction plans to final approval. Tasks will include managing consultants, contractors and budgets, preparation of bid documents, bid letting, contract administration, coordinating contractors, construction quality assurance firms, and materials order and delivery.
Actively manages and tracks capital budgets for engineering and construction projects and report to local management and corporate using Company procedures.
Coordinates landfill capacity tracking to help manage this key asset. This will include developing airspace calculations and completing capacity projections; as well as working with landfill managers to develop efficient fill sequencing plans and schedules for cell construction and closure timing
Provides continuous evaluation of sites for adherence to construction and permit documents and for site expansion potential through regular site visits. Be proactive in pursuing and obtaining required or beneficial permits and/or permit modifications.
Collaborates with other professionals and subject matter experts within WM to provide innovative, cost effective engineering solutions to identified or potential operational, environmental, and compliance issues at landfills, transfer stations, hauling operations and other businesses in your area and potentially across the Company. Provide technical expertise and direction to management and other functional areas such as finance, legal and safety to present a clear path to resolution.
Participates in review of acquisitions and coordination and evaluation of divestitures, including proforma modeling assistance and interaction with corporate and executive management during due diligence.
Assists in training and provide mentorship and supervision of WM technical staff assigned to your team.

**Position Purpose:**
Responsible for providing and administering environmental, health, and safety programs and related policies and
procedures affecting the company's existing and/or proposed environmental health and safety issues. Acts in a
liaison capacity with EH & S personnel regarding interpretation of all policies and procedures, pertaining to
technical support and guidance on industrial hygiene, reactive and explosive, OHSA, substance abuse testing,
accident prevention, etc. On an as-needed basis provides and assists in the training of emergency response
techniques, safety management, risk assessment, etc. to maintain appropriate safety standards.
**Primary Duties /Responsibilities:**
+ Implement and administrate programs pertaining to OHSA, medical surveillance, substance abuse testing to avoid potential liabilities and maintain a viable workforce at all Veolia facilities.
+ Coordinate worker's compensation, accident, and injury management programs with facility health and safety personnel to determine adverse trends and develop meaningful productive standards resulting in cost effective operations.
+ Assist in the Develop and implement the OSHA Voluntary Protection Program (VPP) initiative at the Henderson Facility.
+ Implement industrial hygiene programs as well as modifying existing plans to meet the needs of the facility(s).
+ Acts as chairperson on improvement teams pertaining to all environmental, health, and safety programs.
+ Provides guidance to all levels of management regarding utilization of appropriate practices in conjunction with regulatory requirements and changes, if necessary.
+ Provides training in environmental, OSHA, DOT, site remediation, reactive chemical operations, emergency response, etc. as needed or requested by the facility.
+ Provides appropriate research and investigation to support the development of existing and/or potential new health and safety policies as determined by management or required by federal, state, or local governmental agencies.

**Qualifications**
**Education / Experience / Background:**
+ BS in related field required
+ 3 to 5 years in the hazardous waste industry or related work experience preferred.

+ Familiarity with OSHA, RCRA, DOT, and other applicable regulations

The DigDeep Right to Water Project is a WASH (water, sanitation, and hygiene) organization committed to closing the water access gap for the 2 million + people in the U.S. who still don't have a tap or a toilet at home.
DigDeep believes access to clean water is a human right. We run several nationally recognized programs that empower communities to build their own water and sanitation systems. We won the 2018 US Water Prize for our Navajo Water Project, which has brought clean, running water to hundreds of Native families across New Mexico, Arizona, and Utah. DigDeep launched the Appalachia Water Project in 2020, in McDowell County, WV. It has since brought clean, sustainable running water to hundreds of families in Southern West Virginia through public - private partnerships with the McDowell County PSD and East Logan PSD in Wyoming County. In addition to clean running water, the project is installing septic systems and connecting households to centralized sewer. The AWP is now expanding into neighboring states of Kentucky and Virginia to continue its quest of clean water for every Appalachian family. Our water projects expanded in 2022 when we launched our Colonias Water Project. This project works to bring clean, running water to the residents living in communities along the Texas-Mexico border. The Texas colonias are largely unincorporated, low-income communities that fall just outside city limits and often lack basic infrastructure. Our work began in Cochran colonia near El Paso. DigDeep partnered with residents, housing nonprofits, and county officials to innovate a new model for public-private-partnership that brings these basic services to families for the first time. Now we're getting the water flowing in 5 more communities.
The Opportunity
DigDeep is looking for a motivated, organized, and detail-oriented person to join our growing Navajo Water Project Dilkon team as the Project Assistant.
The position will handle a wide variety of administrative tasks. They should love streamlining processes, and working both collaboratively and independently. It requires nimble, strategic thinking, excellent prioritization, a positive “everything is figure-out-able” attitude, and diplomacy. In this role, you will play a key role in liaising between the Dilkon team and other teams/departments across the organization. The PA will also support the Senior Project Manager of the Navajo Water Project by working with their team and external stakeholders. This is an administrative focused role, so you must love organizing, streamlining systems, and multi-tasking! Ultimately, you will contribute to DigDeep's impact by providing exceptional, personalized support for one of our key executives as the company grows.
Key Responsibilities

Administrative & Office Duties
Support general administration at NWP office; this includes, but is not limited to: organizing mail, answering phones, receiving deliveries, coordinating visitors, property upgrades, repairs, and maintenance, photocopies, composing and sending mail/email, and generating other documents as needed

JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES:
Performs GIS data collection and verification of assets including but not limited to Electric, Water, Wastewater, Gas, and Telecommunication utilities and infrastructure related to utilities.
Operates handheld data collection equipment including phones, tablets, surface pads, computers and supporting equipment.
Performs light GIS editing and manipulating of utility company's data.
Completes GIS data analysis and completes simple reports and requested by supervision.
Assists in office as needed.
Performs data collection and take accurate and clear mapping notes.
Inputs data from the field into engineering computer systems. Processes information as needed.
Accurately runs mapping instruments including total stations with data collectors, GPS equipment, and other conventional mapping equipment.
Prepares or assists with the preparation of scheduled and/or ad hoc statistical narrative reports; performs information gathering and analysis and/or forecasting, as specifically directed.

Analyzing and interpreting spatial data to solve complex problems and support decision-making in forecast modeling and asset management.
Creating and maintaining GIS maps and visualizations using tools such as ArcGIS Pro, ArcMap, QGIS, Google Earth and Google Maps.
Collaborating with cross-functional teams, including software developers, data scientists, and geographers, to develop and implement GIS solutions for field data collection purposes and analytical modeling of existing infrastructure.
Providing technical support and training to end-users of GIS applications on both web based deployments and desktop systems.
Stay current in the latest GIS technologies and trends and identifying opportunities to improve GIS systems and processes.
Manage the development of user documentation for knowledge transfer.
Serves as primary web developer and web architect for the NTUA GIS team.
Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
