About the Role:
The Software Administrator and User Support Specialist (Program Coordinator I) position assists the DOL in supporting the Salesforce-based and other software utilized by Agency business units. The Department seeks candidates to serve as Hearing Officers on agency proceedings regarding oversight of the electric power, natural gas and water industries in the Commonwealth. The Hearing Officer will work on a wide range of regulatory matters as part of a team with other attorneys as well as technical staff (e.g., analysts, engineers, economists). Proceedings may be adjudications, rulemakings, and notices of inquiry. Each proceeding may have multiple parties and involve complex legal and technical issues (e.g. energy policy, new legislation, rate-setting). This position involves a substantial amount of legal writing.
Responsibilities include but are not limited to:
• Serving as case manager on proceedings in front of the Department. This includes establishing procedural schedules, conducting public hearings and evidentiary hearings, making written and oral rulings, and working with and coordinating the work of technical staff to ensure the development of a thorough record as cases progress to the Commission;
• Preparing and presenting recommendations and draft orders to Commission;
• Preparing legal research and/or memoranda on agency jurisdiction, procedures and standards, as well as on applicable law and precedent;
• Representing the Department in settlement negotiations of cases as needed, and in interventions before other state and federal administrative agencies.
Preferred Qualifications:
Experience in administrative law, public utility law, energy policy or environmental law is highly desirable;
Ability to work well within and lead teams, particular teams involving technical and legal staff;

The primary work location for this role is 200 Arlington Street, Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 7AM to 3PM EST. Primary location, shifts, and days in-office are subject to change based on operational needs. This role operates in a call center setting and routinely uses standard office equipment such as computers, phones, and photocopiers. Evening and weekend support, and occasional local travel to Executive Branch sites may be required to respond to tickets, or to attend workplace trainings and other meetings business operations may demand.
Duties and Responsibilities:
Answer incoming calls professionally and courteously within the specified timeframes and create tickets accordingly.
Record, troubleshoot, and track incidents and requests received either through phone, email or work management system for all Tier 1 calls.
Perform all Tier 1 level triage and support as detailed in the Knowledge Base documentation.
Provide a central contact point for fast and effective problem diagnosis, determination and resolution.
Escalate tickets effectively to Tier 2 or 3 teams within timeframes outlined in Service Level Agreements.
Ensure all tickets, tasks and projects are assigned and processed within expected timeframes.
Adhere to and meet all Service Desk Service Level Agreements (SLA's) and Quality Review Standards.
Alert management of any system or workflow issues or trends (minor or significant) as needed.
Communicate and work regularly with other functional groups to ensure all tickets and escalated issues are resolved in a timely manner.
Analyze and troubleshoot customer hardware and software problems and escalate to an appropriate Tier 2 team when needed.
Provide job trainings to new hires and less experienced staff when needed.
Maintain accurate and timely documentation of customer issues and their resolutions.
Adhere to ticket writing requirements as outlined in the Ticket Management Process.
Ensure security protocols and accuracy as it pertains to all Commonwealth business processes.

The Executive Office of Labor and Workforce Development (EOLWD) is seeking an experienced finance leader to join the senior leadership of the Secretariat as Chief Financial Officer (CFO). Primarily focused on maintaining the budgets and all external and internal financial reporting requirements for EOLWD and its nine reporting departments and divisions, a strong CFO candidate will have experience in finance and administrative management in government and ready to manage a growing team.

POSITION OVERVIEW
The Public Defender Division provides legal representation and advocacy to indigent clients who are charged with criminal offenses in both the District and Superior Courts. Public Defenders begin their work by representing clients who are charged with criminal offenses within the final jurisdiction of the District Court, including misdemeanors and felonies, see G.L. c.218, § 26, and some serious sexual offenses, and occasionally handle initial commitment proceedings under G.L. c.123, §§ 12(e), 35. After gaining experience on cases within the final jurisdiction of the District Court, it is expected that Public Defenders will represent clients in the Superior Courts and occasionally represent clients on interlocutory appeals, civil commitments, and certain collateral matters as permitted by a supervisor. It is also expected that Public Defenders, as they gain experience, will act as informal mentors and advisors to other staff attorneys in the office.
New Trial Attorneys in the Public Defender Division begin their CPCS career with a nationally recognized, comprehensive, skills-based training course to ensure they are ready to represent their clients to their full capabilities. Continuing legal education programs for new and experienced Trial Attorneys are held periodically to guarantee our Trial Attorneys are up to date on the law and have the skills necessary to provide zealous representation to their clients.

About the Role
EOTSS is seeking to hire a Network Engineer Intern to join the EOTSS Network Engineering Team. The EOTSS Networking Engineering Team provides reliable Network Services and support to all Commonwealth of Massachusetts customers. POSITION OVERVIEW
Private Attorney Outreach Partners are key ambassadors for CPCS in the search for attorneys to contract with the agency. The Private Attorney Outreach Partner will assess current recruiting efforts and will develop new and innovative recruitment strategies as well as developing and marketing CPCS' brand through our web presence, print publications, and on social media platforms.

As General Counsel, you can expect to:
Serve in a key leadership position within state government and financial regulation, demonstrating knowledge expertise of existing laws and regulations while monitoring new developments and shaping the future of financial services.
Guide the Commissioner of Banks and senior staff in the development and coordination of statutory and regulatory policy as well as legal supervision.
Serve as a liaison with the Executive Office on legal matters to ensure coordination of the Division and administration priorities.
Represent the Division, as needed, to the industry, consumers, and as liaison with the Attorney General's Office.
Draft approvals and decisions regarding depository institution mergers, acquisitions, and formations for the Commissioner of Banks and the Board of Bank Incorporation.
Draft proposed legislation and regulation and handle both formal and informal inquiries from the Legislature regarding commentary on bills, and advice on consumer issues.

Have a Juris Doctor (JD) degree, admission to the Massachusetts Bar, and at least 10 years of full-time professional experience in the practice of law in positions relevant to the financial services industries.
Take pride in mentoring and the development of agency attorneys; Experience (at least 5 years) supervising team(s) of attorneys.
Are interested in the increasingly complex and evolving financial landscape, able to apply research, and develop solutions to various complex issues in an effective manner.
Preferred Qualifications:
Demonstrated ability to interact effectively, articulate and discuss, and provide guidance on complex legal issues with personnel at all levels of the organization, business leaders, legislators, and other government officials.
Extensive and thorough knowledge of Massachusetts and Federal Banking Law, structure of state and federal banking and financial services, and legislative processes.
Familiarity with administrative law, commercial law, applicable substantive law, and applicable procedural law.
Work/Life Balance:
Hybrid Position\: This position will require the incumbent to report to the agency's office in Boston as scheduled for hearings and meetings. You will also have the opportunity to work from home and flexibility may be available to utilize a field office space (Lakeville, Woburn, and Springfield). Occasional out of state travel will be necessary for participation in regulatory and legislative conferences.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's recruiting guidelines.

Primary Duties:
Serve as the chief legal advisor to the Commissioner and Senior Staff, providing timely legal advice and analysis in connection with all regulatory and supervisory activities and agency initiatives on an ongoing basis. Subject matter includes all areas of agency supervision including state-chartered depository institutions and licensed non-depository entities.
Generate legal opinions, review corporate transactions for approval, and provide legal advice on regulatory and supervisory matters.
Participate in the formulation of policy relating to matters before the agency as a member of the senior leadership team to ensure that the Division's actions accurately reflect applicable legal requirements while being fair and reasonable regulatory responses.
Manage implementation of legislative and regulatory strategy for the agency. Monitor, review, and provide updates on pertinent state and federal regulatory and legislative updates (both proposed and enacted) for impact on the financial services industry in Massachusetts.
Respond to inquiries/requests from the Commonwealth's Legislature on laws, regulations, and constituent matters.
Oversee and manage the day-to-day legal operations at the agency including the direct supervision of the Deputy General Counsel.
Review extensive filings and briefs submitted by regulated entities for approval under state law as assigned to the Legal Unit.
Communicate with senior management and boards of directors of regulated financial institutions and licensees to review and discuss specific matters requiring legal analysis and opinion. Render formal and informal legal opinions.
Serve as Clerk of the Board of Bank Incorporation (a Board, which among other things, has jurisdiction over the establishment of new banks and certain acquisitions by holding companies).
