The client-facing Facility Operations function within the Administrative Services department seeks to maximize the value and efficiency of our facilities to assure the built environment will perform the functions for which it was designed and constructed. Facility Operations provides support to other sites through collaborative and effective facilities management, maintenance and preservation strategies, ensuring performance to standards (e.g., OSHA, FE, and the department).
The Manager, Facility Operations is accountable for leading a diverse Facility Operations team of employees - 45 employees and 5 unions - in addition to managing contractors, in facility-related jobs providing safe, environmentally responsible, and fiscally judicious operations. Responsibilities include leading the team, implementing safety programs, ensuring compliance, driving financial management and reporting, applying business processes, employing records management, guiding staff development, identifying and implementing process improvement, establishing strategic facility improvement plans, working with external contractors and affecting certain facility project management. The position is a trusted resource to internal and external stakeholders within the department and throughout FE, respected and capable driving facility improvement strategies and, to achieve exceptional operational performance. Works closely with FEU operations teams.
This position will be responsible for approximately 64 facilities, with over 3.1 million square footage of facility space, across our territory within the state of Pennsylvania. (Note - also responsible for one facility in West Virginia - Weirton). This person can be based at any location in our PA service territory but preferred locations are Greensburg, York, Erie and Reading.
RESPONSIBILITIES INCLUDE:
* Actively participate in and promote FirstEnergy's Safety Philosophy; work safely to advance the FirstEnergy Safety Vision; ensure and promote a safe work environment for all persons working in or visiting a facility
* Support a safety culture where work is performed in accordance with the Accident Prevention Handbook and other company safe work practices and policies in accordance with Leading with Safety approach

* Works with director, managers, and supervisors across Administrative Services to identify facility performance opportunities; opens lines of communication with building occupants for same; benchmarks facility performance against Industry Standards (IFMA Utility Council); and leads the team to develop and implement recommendations to make the most of these opportunities to increase reliable, efficient and safe operation of the facilities
* Works with director, managers, and supervisors across Administrative Services to develop short-term and long-term business process improvement objectives
* Responsible for state facility budget
* Collaborates to develop or improve operations and maintenance processes including KPIs and metrics
* Ensure timely processing of facilities documentation through efficient execution of transaction and project closure processes

QUALIFICATIONS INCLUDE:

This position will work with a staff of engineers, project managers, consultants and environmental specialists engaged in a variety of projects requiring civil/geotechnical engineering design. The Engineer will be engaged in project development through project execution and close-out. This position will report on the progress of design projects and will advise of issues that could impair their successful completion. This position provides geotechnical support for substation and transmission lines while working on project teams with the Substations, Transmission Lines, Real Estate, Project Management, Environmental and Construction departments. The Engineer will verify that no safety standards are compromised, will check and validate design accuracy, and will monitor expenditures to ensure projects stay within budget and meet project in-service dates.
Responsibilities include:
* Maintaining a safety culture to ensure the safety of co-workers, contractors, work crews and the general public.
* Reviewing transmission line and substation projects to identify potential impacts of in situ soil conditions, groundwater hydrology and terrain, to the design and construction of access roads and crane pads, substation site plans (including driveways, cuts and fills, and retaining walls), and slope stability.
* Providing an initial assessment of the need for geotech oversight on transmission line projects, access roads and substation site development projects.
* Soliciting and reviewing proposals from geotech consultants and making recommendations to project teams.

* Developing project work scopes and preparing estimates for the geotechnical elements of transmission line and substation projects.

* Developing protective relay design specifications for transmission line and substation projects for use by Design Engineers in developing construction implementation packages. This includes specifying the types of protection schemes to be employed including specific details on relay models and communication architecture, instrument transformer selection, input and output contact assignments, etc.
* Performing timely completion of modeling of the transmission system for short circuit calculation, relay modeling and coordination, breaker duty calculations and fault locating ensuring compliance with NERC, RF and FE protection criteria.
* Developing relay settings for new and existing protection schemes. This involves performing relay setting coordination studies through the use of "time-current coordination" curves, "resistance-reactance" (R-X) diagrams, and step-distance diagrams, as well as the utilization of the short circuit, one-line, coordination graphics, relay checking and system simulator modules of the CAPE (Computer Assisted Protection Engineering) software program.
* Participating in the peer review, electronic issuance, as-left verification and retention of all protection settings through the use of the company's setting management system - PowerBase
* Performing timely analysis of automatic trippings of the transmission and sub-transmission systems. Gathering and analyzing SCADA alarm data, relay targets, digital fault recorder and relay event records and documents the findings in the ED Outage Analysis (EDOA) system. Following up on incorrect operations with work requests and corrective action plans to field personnel. Documenting findings and status of corrective action plans periodically to FE management and RFC.
* Performing studies related to new load and generation interconnection facilities attaching to the assigned area
* Performing transmission protection activities with the FE operating companies (distribution), other utilities, nonutility generation, the Regional Transmission Organization, and Reliability Councils
* Following established procedures and retaining evidence to support compliance with the various NERC Protection and Control (PRC) Reliability Standards
* Providing staff assistance to management and higher levels of professionals, as needed
* Conducting technical research; Compiling and analyzing moderately complex data; Solving practical problems
* Preparing technical reports and summaries; Making presentations when necessary

The job of Substation Design Engineer requires an individual to be self-directed with an interest and / or ability to create and manage engineering designs, equipment and standards for the Substation Engineering group within FirstEnergy. This position will work within a staff of engineers, survey crews, drafters / layouts, both internal and external, engaged in a wide variety of engineering design, from the request for project estimation through construction and record update. This position will report on the progress of design projects and advise of any issues that could impair the successful completion of the project on a proactive basis. This position must provide technical support to Substation and Transmission personnel, Real Estate, Project Management and Construction crews verifying that no safety standards are compromised, checking for accuracy, and monitoring expenditures to ensure projects stay within budget allocation and meet the required in-service date.
Responsibilities include:
Creating engineering designs and work scope for substation projects and confirming documentation and support is available to necessary personnel. Possible items including steel structures, foundations, clearances, layout drawings, grounding, oil containment, lightning protection, schematics, and wiring diagrams.
Ensuring designs support a safe environment for transmission lines and substations personnel, contractors and the general public.
Preparing bills-of-material and specifications to procure needed equipment and materials for a substation project.
Preparing and filing applications and supporting documentation for engineering permits when necessary. PE preferred.
Reviewing NESC clearance requirements and Maintenance personnel and ensure the public safety is protected.
Assisting Real Estate in the acquisition of Substation property by coordinating the preparation of sketches, maps, exhibits and easement plans.
Directing technical personnel to gather and record data for substation design projects.
Working with outside engineering firms, vendors, equipment manufacturers and consultants.
Providing engineering support to employees to assist in their learning of standards, procedures, designs, and associated issues.
Analyzing engineering issues, structures, equipment, etc., and recommending appropriate solutions and alternate design options.
Preparing estimates for proposed projects.
Reviewing manufacturer drawings for compliance with specifications.
Conducting design reviews, plant audits, and test witnessing at manufacturer's facilities as necessary.
Evaluating equipment ratings and requirements, and project schedules to facilitate the accurate ordering of equipment to support project in service dates.
Managing equipment orders for Substation projects from the initial request for equipment through delivery (technical details, bid evaluation, schedule, drawing review, design review, action items testing, and delivery).
Supporting communication across business units regarding project needs. Convening internal project schedule compliance review meetings with necessary parties to assure deliverables support project schedule and are within the project budget.
Researching and exploring new technologies that will effectively enable work processes to be automated increasing efficiencies while decreasing the risk of human error.
Ensuring standards and equipment specifications are up to date and accurate, reviewing against industry standards and best practices.

About the Opportunity
The Pension Active/Payroll HR Rep is responsible for performing various activities to support the payroll function of Corporate Human Resources.
The payroll team is responsible for the accurate and timely administration of the company's payroll processes in compliance with all federal and state laws and regulations, as well as providing oversight and development of payroll-related company processes and policies. The team is also responsible for ensuring the payroll system configuration reflects the needs of the client community and generate accurate and compliant records for employees. They provide advice and support to HR personnel, as well as assist internal and external customers.
This position reports to the Supervisor, Payroll.
This is an open position ON SITE, and can be in Akron, OH., Reading, PA., Greensburg, PA or Holmdel NJ.

The estimated pay range for this role is $62,900/k - $88,800/k. Th
e pay range for certain locations, including the state of New Jersey, include a 20% differential to account for an increased cost of living, making the pay range
s $75,480k - $106,560.
Responsibilities include:
Execute and have a thorough understanding of Pension Payroll processing which includes processing Pension contributions to multiple retirement plans, maintaining pension records, eligibility and payouts
Demonstrate a high level of knowledge of the Oracle Human Capital Management (HCM) payroll system
Serve as Subject Matter Expert when it comes to the processing of active/pension payroll to internal and external stakeholders
Proactively identify payroll related issues and develop thoughtful solutions. Able to assemble data and reports to support impact analysis
Engage in discussions around system configuration, with an ability to complete system troubleshooting and testing, including resolving errors between Oracle HCM and integrated systems
Experiences with preparation of W2s and 1099s
Secondary processor to Active/Pension Payroll
Reconciling payroll tax filings and providing support for a variety of state & local tax returns
Provide oversight and guidance through the end-to-end payroll processes, including identifying errors, troubleshooting issues, handling retros, understanding arrears and ensuring accurate and timely results
Oversee pension data administration, which includes maintaining addresses, addressing returned money, handling surviving spouse information, handling deaths, incorrect payments and handling tax documents
Collaborate with Finance to provide corrections to journal entries, perform account analysis, and complete account reconciliations
Assisting with preparing responses to internal tax auditor requests
Qualifications include:
Bachelor's degree in business or related discipline preferred with minimum 4 years of relevant experience required. In lieu of a degree, a minimum of 7 years' relevant work experience is required. Relevant work experience includes experience in payroll administration, accounting, or analytical experience.
PAYROLL ORACLE EXPERIENCE
Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
Solid understanding in Oracle with the ability to generate reports and analyze large quantities of data
Possesses analytical and quantitative skills to be able to investigate issues, provide impact analysis and analyze solutions related to Payroll
Able to manage and prioritize multiple work assignments while maintaining a strong attention to detail
Advanced written and verbal communication skills
Strong sense of customer service and ability to be proactive with customer needs
Ability to handle confidential information
Some payroll tax research experiences preferred
