DISTINGUISHING CHARACTERISTICS:
This is the second in a series of two engineering inspector-related job classifications within the Engineering and Architectural job family. This classification is distinguished by the performance of complex duties assigned. This classification acts as a supervisor for a crew of inspectors. This classification may require a flexible work schedule in order to meet the needs of the department.
* Perform inspections of building construction projects for compliance of contracts, regulatory codes, specifications, rules, licenses, standards, policies and procedures. Review plans and specifications. Ensure quality and proper environmental procedures.
* Supervises and performs inspections for compliance of contracts, regulatory codes, specifications, rules, permits, licenses, standards, policies and procedures. Reviews plans, specifications, and prepares project estimates. Ensures quality and proper environmental management procedures.
* Conducts site visits to collect data. Evaluates progress and notes field conditions.
* Provides technical interpretation and explanation of information and policies and procedures to the public, County staff and officials, developers, designers, architects, engineers, contractors and representatives of outside agencies.
* Participates in the processing of permits. Ensures compliance with permits. Performs complaint investigation and enforcement.
* Reviews and interprets plans, specifications, estimates, plats, maps and County standards.
* Develops, maintains and updates databases. Prepares technical and administrative project documents and reports.
* Researches, investigates and analyzes problems and issues. Prepares recommendations, including solutions, for professional staff.
* Maintains accurate records and notes, and of office work activities.

Education and Experience:
Associate's degree in a related Engineering discipline AND three (3) years of related increasingly responsible inspection work experience;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.
Licenses, Registrations, Certifications, or Special Requirements:
Must have a valid TX Driver's License.
Must have prior building inspection experience including building envelope construction, interior renovations, HVAC systems, plumbing systems, electrical systems and site work.
Must pass a criminal background check for CJIS clearance.
Applicants are required to successfully pass the background investigation, including fingerprint clearance.

Ensure that all files pertaining to a survey are secured in accordance with Health Insurance Portability and Accountability Act (HIPAA) and in adherence to federal and state laws. Meet deadlines on written correspondence, documentation, and data entry.
Abide by stringent rules regarding the completion of agency forms and practices pertaining to travel, reimbursement, training, and the use of state and/or federal resources. Serve as team leader to a survey team when requested and/or on a rotating basis. Conduct pre-survey/inspection/investigation team meetings, reviews of survey findings, entrance and exit interviews, travel arrangements, and directions to survey team when serving as team leader. Represent the team as the spokesperson or liaison for surveys when needed. Minimum and Additional Requirements
State Minimum Requirements: A high school diploma and relevant program experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Additional Requirements: A valid driver's license. Must be able to plan and coordinate with others. Comprehend federal and state regulations and laws. Must have excellent writing and oral skills. Proficient in using Microsoft Office and applicable computer software programs. Must have exceptional attention to detail. The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities.

DISTINGUISHING CHARACTERISTICS
The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities.
Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class.

The Community Development Department is seeking a Principal Building Inspector for the Code Enforcement Division, under the Housing and Dangerous Buildings Section. DISTINGUISHING CHARACTERISTICS
This is a two-position management classification. One Principal Building Inspector supervises the Inspection Section of the Building Division of the Planning and Building Department; the other supervises the Housing and Dangerous Buildings Sections and Code Action Team in the Neighborhood Services Division. The Principal Building Inspector is distinguished from the lower classification of Chief Building Inspector in that the latter have as their primary responsibility, the development, interpretation and application of building codes and ordinances while the former exercises broader supervisory, administrative, and management responsibilities, and functions more independently. This classification is distinguished from higher-level management classifications in that the latter manage a major division or department with full administrative responsibility for all department or division functions.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Chief Building Official or, if assigned to Neighborhood Services, from the Neighborhood Services Area Director. Responsibilities include the direct and indirect supervision of subordinate supervisory, professional, technical, and clerical staff.TYPICAL DUTIES

The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities.
Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class.

Responsibilities Directly supervises, implements, and plans the inspectional strategies and day-to-day functions of the Electrical, Mechanical, Plumbing and Structural inspectors. Enforces federal, state, and local building codes and ordinances regulating construction and alterations for buildings of all types of occupancies. Assists the inspectors in preparing legal orders and charges in municipal court against code violators, which requires knowledge of building, fire, and housing codes, and City of Dayton policies. Maintains accurate inspection records; and designs and manages cross training programs for staff. The incumbent convenes, consults and provides technical assistance to architects, contractors, engineers and citizens before and after permits are issued. Mediates difficult decisions and/or disagreements between owners, contractors and inspectors while maintaining goodwill with the public. During emergencies and critical situations, performs after-hour inspections to ensure public safety. Makes technical decisions while in the field performing inspections and conducting investigations. Minimum Qualifications
Education
High School Diploma and 2 years of college
Experience
Five years of experience as a state certified full-time non-residential building official, master plans examiner, non-residential building inspector, non-residential mechanical inspector, non-residential electrical inspector, or non-residential plumbing inspector. Must have 3 years of supervisory experience.
OR
Five years of experience in structural carpentry, masonry, steel erection, or concrete construction work that was subject to inspection under a model building code or a code adopted for non-residential buildings or structures within the scope of groups regulated by the rules of the Ohio Board of Code as a skilled tradesman, a supervisor, or a construction contractor. 1 year of education may substitute for 1 year of hands-on experience. Must have 3 years of supervisory experience.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.
License Requirements
Must have a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.
Special Requirements Must meet the qualifications to obtain an Ohio Building Official certification within one year of appointment (Certified Professional Engineer or Architect with 5 years of experience OR have 10 years of construction, design, and inspection of buildings regulated by the Ohio Building Code (OBC)).
Candidates that hold an Ohio Building Official, Building Inspector, Electrical Inspector, Mechanical Inspector or Plumbing Inspector Certification at time of appointment are preferred. Notes

The names of all candidates who pass this examination will remain on the eligible list for two years, unless the eligible list is replaced prior to or extended beyond the two years. Substitution(s): A valid State of Ohio certification as a Level Two (2) Residential Code Official Commercial Trainee issued by the State of Ohio Board of Building Standards AND two (2) years of work experience as a certified Level Two (2) Residential Code Official Commercial Trainee may substitute for the above referenced certification. When a valid State of Ohio certification as a Level Two (2) Residential Code Official Commercial Trainee is substituted, a valid State of Ohio certification as a Level Three (3) Electrical Safety Inspector Specialization must be obtained by the completion of the probationary period.
