Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Job Description
Under the general direction of the Senior Commercial Specialist, the Procurement Specialist functions as a team member who is responsible for developing procurement documents and managing procurement processes for capital procurements. This employee also supports the development of boilerplate procurement documents and contracts for competitively procured contracts. The employee works in the Capital Procurement Section, which is part of the California High-Speed Rail Authority's Program Delivery Office, Contract Management Branch.
Core Duties:
* Applies knowledge and utilization of both efficient procurement processes, market research, and good business management to ensure timely delivery of goods and services to the customer.
* Utilizes innovative cost and time efficient strategies in decision-making in the acquisition process.
* Formulates the contracting approach to be taken that will best satisfy the requirement. Determines the type of contract best suited to the requirement, developed by the appropriate special clauses and terms and conditions applicable to the solicitation.
* Performs cost and price analysis for all negotiations and supporting documentation for price fair and reasonableness determinations.
* Throughout the life of the A/E, supply, construction, information technology, utility and service contract, maintains liaison with the contractor to interpret contractual obligations and provide problem resolution under the direction of the Contract Manager.
* Coordinating with legal, finance, and other departments ensuring compliance with legal and regulatory requirements
* Implementing contract management policies and procedures, and identifying areas for improvement
* Monitoring contract execution to ensure obligations are met, while maintaining detailed records of contract documents and communications
* Providing training and guidance on contract-related issues to teammates/staff
* Collaborate with internal stakeholders across departments to ensure contracts align with business objectives and risk tolerance.
* Ensure compliance with legal and regulatory requirements, as well as internal CAHSR policies and regulations.
* Under management's supervision, coordinates review of developed customized contract drafts by stakeholders (i.e. Legal - based on associated risk, Risk Management & Insurance Services, Audit Services, Environmental Services, Safety, etc.) to mitigate risk.
* Under management's supervision, reviews, modifies, and negotiates contract terms and conditions to mitigate risk.
* Prepares, maintains and reviews purchasing files, reports and price lists. Prepares purchase orders and sends copies to suppliers and to departments originating requests.
* Actively aware of safety in day-to-day activities.
* Responds to customer and supplier inquiries about order status, changes, or cancellations in a timely manner supporting CAHSR needs.
* Under management's supervision, compares prices, specifications, and delivery dates to determine the best acquisition method, while preparing all PreAward/PreSolicitation documentation.
* Tracks the status of requisitions, contracts, and orders.

The Project Controls Manager - Reporting supports the Authority to define and implement the reporting strategy and processes for the Program and manages the Program and enterprise level reporting. In addition, this position supports the project level reporting requirements as needed. Further, this position will be liaison with the Financial Office to collaborate on Board Reporting requirements as necessary.

This role supports the successful delivery of rail systems for the High-Speed Rail Program by coordinating design, construction, integration, and commissioning activities. **Job Summary**
This role will develop, maintain, and analyze detailed program and construction schedules for the California High-Speed Rail program. This role provides accurate schedule reporting, evaluates schedule risks and critical paths, and ensures alignment between design progress, construction durations, and program milestones.
**Job Requirements**
+ Provide schedule development, maintenance of schedule data and reporting for California High Speed Rail (CAHSR) schedules
+ Identify, develop, and correlate program schedule activities with associated CHSR design plans
+ Provide detail for CHSR schedule activities based on CHSR design plans to reflect the duration and the basis of the duration for construction of element activities
+ Update schedule data and durations as necessary and as design progresses to identify the basis for construction of element durations
+ Provide periodic updates and documentation to the Program/Project Controls.
+ Manage progress, schedule duration changes, and duration verification basis
+ Provide schedule assumptions and general basis for schedule development. Identify
+ key items which may not be included in structure schedules (such as utility relocations, environmental and or seasonal restrictions, or procurements)

+ Review right-of-way acquisition maps, identify any incorrectly labeled easements, and request updated exhibits, as needed.
+ Review easement exhibits prepared by the Design-Builder for accuracy and consistency.
+ Review property rights conveyance documents with the counterparty to ensure all documentation is correct and accepted by all parties.
+ Provide technical assistance as needed on utility issues to ensure appropriate and consistent interpretation and application of Master Agreements, policies, utility standards, and requirements on complex utility relocations.
+ Review and identify prior land rights for JUA, CCUA, easements, and licenses with third parties.
+ Conduct and coordinate review of utilities rights crossing excess land.
+ Coordinate and provide information for all utility owners in a timely manner.
+ Represent Real Property Branch - Utilities Team at all meetings, as requested.

**Basic Job Requirements**
+ Accredited four (4) year degree or global equivalent in applicable field of study and five (5) years of work-related experience or a combination of education and directly related experience equal to nine (9) years if non-degreed
+ Experience in the land services/right of way field
**Other Job Requirements**
+ Knowledge of land rights as they relate to Utility facilities.
+ Experience reviewing utility designs to ensure compliance with utility land rights and design standards.
+ Knowledge of title research - Investigate records, documents, and reports to ascertain history and status of various types of land rights.
+ The ability to interpret various types of land rights in context of a regulated utility.
+ Be a self-starter and detail-oriented
+ Excellent communication skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens.
+ Strong organizational skills with the ability to track large data sets, and the ability to illustrate, analyze and convey those data sets effectively.
+ The ability to prepare technical correspondence and complete comprehensive reports; analyze situations accurately and adopt an effective course of action; and collaboration skills for meeting established project goals and objectives.
+ The ability to identify potential land rights conflicts that could create delays for the project.
+ A general understanding of land survey principles, and the ability to read and plot legal descriptions.
**Preferred Qualifications**
+ Engineering, business, or law degree
+ Knowledge of the California High-Speed Rail Authority Right-of-Way Manual, Caltrans Utility Relocation Manual, Federal Statutes, and California State Statutes.
+ Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word, Microsoft Outlook, Microsoft Project, Power BI, scheduling software and SharePoint.
+ The ability to maintain good communication skills and working relationships with third-party agencies, management, consultants, private sector contractors, subcontractors, and their associations
+ Experience in developing and reviewing alternative route studies.
