Job Description Under the general direction of the Director Program Planning & Control, the Project Controls Manager - Reporting is responsible for managing the Project Controls Reporting Unit. The Project Controls Manager - Reporting supports the Authority to define and implement the reporting strategy and processes for the Program and manages the Program and enterprise level reporting. In addition, this position supports the project level reporting requirements as needed. Further, this position will be liaison with the Financial Office to collaborate on Board Reporting requirements as necessary. Position Responsibilities * Develop and maintain all reporting policies, plans, procedures, and workflows that describe scope, cost, and schedule information. * Develop, deliver and maintain an overall reporting structure and reporting tools which include quarterly and monthly reports. * Assess, analyze, and report any potential improvements or opportunities to automate through PowerBI type tools. * Provide strategic direction to, and oversight of, all monthly and-annual reporting so that information is appropriately prioritized for its audience, is accurate, appropriately detailed, submitted timely to enable key decision making and is aligned to the requirements of key stakeholders. * Coordinate with multiple project teams to gather information necessary to produce programmatic reports, provide quality control of the data provided, and oversee the timely submission of all programmatic reports to Executive Management, program committees, and other stakeholders. * Partner with the cost, risk management and schedule leads to develop, compile and produce program report(s) covering progress, cost, cash flow, earned value, risk, schedule, and other relevant information. * Develop, maintain, and communicate the program reporting calendar. * Develop, coordinate and present monthly reports (i.e., CVSR, PDSR, Status Confidence Reporting, Board Reporting, and any other required reporting). * Coordinate with functional areas to ensure reporting is in line with their expectations and requirements, follow up around critical issues as required. * Provide quality assurance of reporting and an assure key messaging and content within reports. * Lead and manage program reporting resources within the Program Reporting Unit. * Other duties maybe assigned. Visualize two-dimensional drawings in three dimensions. * Examine/inspect field conditions and identify problems, inaccuracies, and cost saving measures that arise or that may be encountered. Take corrective actions as needed. * Assist with the development and maintenance of the project master schedule using appropriate techniques and Primavera scheduling software with input from other project management personnel. * Assist with completing monthly Time Impact Analysis' (TIAs) * Assist projects with compiling and management of short-term schedule development and reporting (90-day and 3-Week look ahead schedules) * Review new issue drawings and contract documents for change of conditions; quantify impact of changes and review with job teams. * Assist in the tracking of project change orders and development of projections. * Complete progress and quantity audits to validate reported progress. * Produce monthly reports on schedule and cost progress, trends, and forecasts. * Understand company and project quality control and quality assurance procedures. * Assist project managers with development of project procedures. * Travel to jobsites as necessary. Qualifications * 2+ years' experience in Project Controls/Project Engineering. * Knowledge of project management software such as Microsoft Office Suite and Primavera. * Experience utilizing SAP is preferred, but not required. * Experience performing Monthly Schedule Updates and Time Impact Analysis'. * Ability to analyze project data and provide summary level project reports for management. * Ability to travel. * Ability to read, analyze and identify discrepancies on engineering plans, specifications, and contract documents. * Highly motivated, with a demonstrated passion for excellence and taking initiative. * Strong interpersonal, written, and verbal communication skills. * Team player with the ability to work independently to meet deadlines, goals and objectives. * Strong organization, time management, and attention to detail. * Strong work ethic, willing to do what it takes to get the job done right the first time. * Demonstrated commitment to ethics and integrity. JOB SUMMARY This role will be responsible for developing detailed and accurate cost estimates as part of the Project Controls & Project Financial Office for the California High-Speed Rail Program. The role functions as an integral team member, contributing to the planning and execution of cost estimation activities to support program goals and financial oversight under the general direction of the Estimating Manager. JOB RESPONSIBILITIES * Develop capital cost estimates across all project phases, from planning and conceptual design to final design and construction. * Facilitate the coordination and collection of information from internal departments and external stakeholders to support accurate cost estimation. * Contribute to the development of capital cost estimates for key program deliverables, including the bi-annual Programmatic Business Plan, Program Baselines, and Project Update Reports. * Review and analyze contractor-submitted estimates and claims to ensure accuracy, consistency, and alignment with program standards. * Assist in creating and maintaining policies, procedures, and standards for program-wide cost estimating practices. * Collaborate with the Estimating Manager and Project Controls team to ensure alignment between scope, schedule, and cost. * Maintain cost estimate documentation and support audits, reporting, and oversight functions. * Participate in process improvement efforts to enhance the accuracy, efficiency, and transparency of cost estimating activities. Qualifications MINIMUM REQUIREMENTS * BA/BS + 8 years of relevant experience or demonstrated equivalency of experience and/or education PREFERRED QUALIFICATIONS * Bachelor's degree in Civil Engineering, Construction Management, or related field. * 15+ years of estimating experience, including 10+ years on large transit projects ($1B+). * Proficient in cost estimating and database software (e.g., HCSS, Timberline, Onscreen Takeoff). * Strong skills in cost analysis, change order evaluation, and negotiation. * Proven experience leading estimating teams on complex infrastructure programs. * Effective communicator with ability to interpret plans, develop scopes, and present to stakeholders. * Professional certification in cost estimating or engineering preferred.
