The Food Research & Action Center (FRAC) seeks a talented and experienced anti-hunger, nutrition, and anti-poverty advocate to fill the position of Senior Supplemental Nutrition Assistance Program (SNAP) Policy Analyst working to strengthen SNAP access and benefit adequacy. This position works closely with the SNAP Director and, while the role is primarily remote, significant priority will be given to candidates based in the Washington, D.C. metropolitan area, including nearby Northern Virginia and Maryland suburbs.
The successful candidate will seek ways to improve the SNAP's reach and support for low-income households, including people and families working their way up the economic ladder. The ultimate goal is to ensure that SNAP can bolster food security, health and well-being, serve customers with dignity, and make positive impacts for a robust and equitable economy. This position offers opportunities to work in coalition with FRAC's national, state, and local partners and to expand their experience as a program analyst, strategist, coalition builder and project manager.

FRAC works to improve the nutrition, health, and well-being of people struggling against poverty-related hunger in the United States through advocacy, partnerships, and by advancing bold and equitable policy solutions. To attain this mission, FRAC engages in research, policy analysis and advocacy, coalition-building, outreach, technical assistance and training, and an array of communications strategies. In partnership with hundreds of national, state, and local nonprofit organizations, public agencies, corporations, and labor organizations, FRAC addresses hunger and food insecurity, and poverty as their root cause.
Duties and Responsibilities
Provide appropriate information, technical assistance, analysis, training, strategic advice, and other hands-on support to national, state and community-based organizations, state and local government agencies, private nonprofit organizations, and activists regarding ways to strengthen SNAP's access, benefit adequacy, reach, and quality customer service.
Evaluate the effects of existing or proposed legislation, regulations, policies and practices to determine ways and provide guidance to defend, improve and expand SNAP's positive impacts.
Make recommendations for policy changes to streamline, improve accessibility, and increase SNAP compliance.
Write and/or assist with persuasive analytic and research materials, guides, outreach materials, and reports for use by advocates, government agencies, policy makers, service providers, and the media.
Analyze national, state, and local SNAP participation data and other program indicators.
Make presentations to diverse audiences at local, state, regional and national conferences and meetings on SNAP access, benefit adequacy, and quality customer service.
Provide expertise and support to other program areas and departments assigned by the SNAP Director.
Represent FRAC at coalition and partner meetings.
Assist in managing regrants to national, state, and local nonprofits and provide technical assistance on the regrantees.

Skills and Experience
The ideal candidate will possess the following characteristics:
Minimum 3 - 5 years of experience in advocacy, program operations, policy analysis and/or organizing.
An advanced degree in law, public policy preferred. Comparable field or comparable experience accepted.
Experience in nonprofit, government or policy work is strongly preferred.
Ability to evaluate policies, processes, or programs to identify issues and recommend solutions.
Ability to facilitate discussions with stakeholders to build consensus.
Ability to work independently and as a member of a team.
Experience analyzing and interpreting data is strongly preferred.
Demonstrated ability to think and act strategically.
Knowledge of SNAP is required.
Capacity to tap input and engagement from people with lived experience with hunger and poverty strongly preferred.

Salary/Benefits
The salary range for this position is $70,000 - $88,800, plus a generous benefits package that includes health, retirement, and additional offerings. FRAC's normal office hours are between 9:00 am and 5:30 pm Eastern Time. This position is part of a union and is covered under the terms of the collective bargaining agreement.

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.

Primary Responsibilities

A minimum of a bachelor's degree in political science, public policy, international relations or another related field preferred.
Demonstrated ability to proactively engage prominent leaders in the political, business, faith-based, military, academic and civic communities in the western states. Experience planning meetings and large events, writing, organizing and training local influencers.
Experience in successfully managing and mentoring staff.

The federal government, and its ability to deliver for the American people, is in a moment of crisis. The Trump administration's unprecedented efforts to dismantle federal institutions, funding streams and infrastructure are disrupting critical public services and agency work. Through its public engagement work, the Partnership for Public Service aims to inform the American public about the impact these cuts are having on people and communities, and convey the importance of investing in a professional, apolitical federal workforce.
The Partnership is seeking a recent journalism graduate to contribute to this critical effort through a one-year journalism fellowship. This individual will work with members of the Partnership's Communications and Public Engagement Team to support production of storytelling content and implementation of our storytelling strategy. Stories will be placed in a variety of venues and platforms, including in local and national media, the Partnership's owned media channels, including social media, newsletters, messaging guides and toolkits, and publicly available tools and resources documenting the impact such as the Federal Harms Tracker. They will use their journalistic training and skills to research and investigate story possibilities, connect with and interview former program leaders and affected individuals, and write and produce compelling stories that capture the impact of these cuts on real people and services in communities and regions across the country.
This individual will perform a variety of tasks with oversight from the public engagement manager, including conducting research activities to vet, source and build contacts for stories, draft and write content, participate and lead interviews and identify and analyze data. Lead Counselors must also complete four hours of remote training beforehand and attend a mandatory in-person training June 19-20, 2026.

Position Summary
Free Speech Forum head counselors are experienced residential leaders and mentors who support, supervise, and guide the Forum's counselor team while ensuring the overall success of the program. They serve as the bridge between counselors and camp leadership, providing hands-on management, monitoring student and staff needs, and coordinating logistics to maintain a safe, positive, and mission-driven environment.
Lead counselors ensure smooth day-to-day operations, maintain participant safety and engagement, support counselor development, and foster a community aligned with FIRE's mission. They are also responsible for assisting with emergency response, overnight supervision rotations, and residence hall management.
This is an intensive, fully residential role requiring full-time commitment from Saturday, June 21 through Saturday, June 27, 2026, including evenings and weekends. Lead counselors will live on campus at American University with the participants and counselor team.
The lead counselor reports to the vice president of Student Development and works closely with attendees, FIRE staff, and counselor team. Duties include, but are not limited to:
Leadership & Supervision
Serving as a leader and point of contact for a team of 25 counselors.
Providing guidance, mentorship, and logistical support to counselors throughout the program.
Coordinating and leading daily counselor meetings to review schedules, responsibilities, and student updates.
Rotating overnight duty shifts, conducting regular rounds through the residence hall, and responding to any issues or emergencies.
Working as an intermediary between the counselor team and camp leadership, ensuring effective communication and consistent application of policies.
Giving feedback and support to counselors to maintain a positive and professional team dynamic.
Maintaining regular communication with the vice president of Student Development, lead counselors, FIRE staff, and health staff to ensure student safety, manage risk, and address emergency situations.
Program Operations
Overseeing daily residential and activity logistics, ensuring timely transitions and smooth implementation of programming.
Monitoring the overall well-being of students and counselors, addressing social, emotional, or behavioral concerns in coordination with FIRE staff.
Assisting with enforcing program expectations, managing student conduct, and supporting conflict resolution.
Guiding and supporting participants, ensuring they understand and follow program policies.
Accompanying students to scheduled activities and informal excursions, maintaining a productive learning environment and orderly behavior.
Working with the FIRE team to facilitate participant check-ins and check-outs. This includes:
Checking in attendees, ensuring their arrival, distributing nametags, and assisting with orientation.
Overseeing check-out procedures, such as room inspections.
Providing students with clear information about FIRE's mission, answering any questions they may have.
Logistics & Coordination
Assisting with transportation for participants, including facilitating airport departures and late arrivals.
Ensuring all transportation details are clearly communicated to students.
Ensuring that the residential needs of participants are met, including facilities and accommodations, and report any issues.
Training
Attending and completing all required training sessions before the Free Speech Forum, including orientation and sessions on health and safety, and harassment prevention training.
Attending mandatory in-person training on June 19-20, 2026.
Completing four hours of mandatory virtual training before June 19, 2026.
Travel, meals, and lodging will be provided for the training in Washington, D.C. on June 19-20, 2026.
Qualifications
Lead counselors must be at least 18 years old. A successful candidate will have a good work ethic and have the ability to manage communications with various different audiences. Most importantly, the candidate must demonstrate a knowledge and passion for FIRE's mission and an ability to articulate that mission in a way that will make others enthusiastic about our cause.
A candidate must also demonstrate:
Availability to live in assigned program housing for the duration of the event.
Strong organizational skills and attention to detail.
Ability to think quickly and creatively solve problems in a fast-paced, dynamic environment.
Excellent judgment in making timely decisions.

Experience attending universities in the United States, preferably undergraduates (rising juniors or seniors), graduate students, or recent college graduates.
Prior attendance at FIRE events.
Compensation
Lead counselors will be compensated at a rate of $20 per hour, including overtime where applicable, and are expected to work up to 110 hours total, including training. Payment will be issued after the conclusion of the Free Speech Forum.
