Specifically, this includes: Experience in and knowledge of the construction industry. Must be able to read blueprints and drawings. Communicating the plan of action with team members and clients before work. Manage change in accordance with KHI priorities (client, efficiency, and safety). PUBLIC WORKS FOREMAN CLASSIFICATION TITLE: PUBLIC WORKS FOREMAN PURPOSE OF CLASSIFICATION The purpose of this classification is to function as a working supervisor for assigned crew performing manual labor, maintenance, and construction work for the purpose of maintaining and repairing county roads, curbs, shoulders, and sidewalks within Clayton County rights-of-way. Assigns work to crew members; supervises site operations; ensures work is performed in a safe and efficient manner and results in quality work products; and responds to limited questions and complaints from citizens, County personnel, and other interested parties regarding project scope, status, and completion. Serves as quality control manager on assigned projects; inspects work; checks dimensions and ensures adherence to project specifications/standards. Maintains and interprets standards and specifications. Flags and directs traffic and places markers, signs, and cones around project work site to ensure safety of crew and the traveling public. Assist with the upkeep and cleanliness of the Transportation and Development facility including shop area, storage areas, and material yards. ADDITIONAL FUNCTIONS Drives and operates heavy track or rubber-tired construction equipment which requires a high degree of skill and dexterity and performing tasks to exacting tolerances and specifications. Examples of equipment operated by this classification include: bulldozers, front-end loaders, track hoes, backhoes, lowboys, milling machines, paving machines, and tractor/trailers. Work is performed for the purpose of maintaining and repairing roads, curbs, and sidewalks within County rights-of-way or easements. Grades slopes; lays pipes; builds roads, shoulders, parking lots, etc; clears and logs trees; distributes asphalt; sets and compacts bases; performs skilled trenching, etc. Operates smaller vehicles and equipment as needed to include dump trucks, chippers, chain saws, jack hammers, hand and power tools. Cuts trees, brush, and rights-of-way; cuts and mows grass; picks up litter and debris from streets and rights-of-way; cleans ditches and drains. Coordinates project tasks with other Transportation & Development Divisions. Perform a variety of public relations and communication duties such as notifying the public of scheduled projects; ensuring public awareness through the placement of safety signs around projects; responding to questions and complaints from the public and other interested parties; and coordinating the removal of obstacles such as parked cars, etc. Performs preventive maintenance and minor operator repairs on tools, equipment, hand tools, and vehicles; maintains supply of necessary replacement parts to insure maximum equipment life and function. Participate in the Department's Emergency Response/Call-Back Program as required. Participate as needed in repair efforts related to inclement weather conditions, natural disasters, and other emergency situations. Supervise inmates working on assigned crews. Performs other related duties as required. The core requirements of the Maintenance Foreman will be to conduct site inspections, provide leadership, guidance and assistance to the landscape maintenance crews. Primary Responsibilities: Coordinate and oversee the work of their crew personnel. Train staff, ensure performance quality, and follow Job site schedules accordingly. Assist employees in proper landscape methods and procedures, providing corrections as needed. Inspect all grounds, lawns, landscaped areas, and landscaping on a regular basis. Ensure properties are maintained in a neat, clean, and orderly fashion. Report any unsafe or improperly maintained conditions and correct where necessary. Operate commercial mower, push mower 21, weed-eater, blower, stick edges, and recognize safety procedures and best practices. Perform minor repairs and adjustments on machinery. Operation of lawncare machinery, company trucks and grounds maintenance equipment. Constant communication with the Operation Managers, multiple times a day, based on property performance and requirements. Knowledge of and adherence to OSHA and other Jobsite and Driver Safety Regulations, Company Policies and Procedures Maintain tools and equipment in good, safe working condition. Lead your teams by positive example. Maintain Company Vehicle as per Company Requirements. Attend and participate in required safety, training and leadership meetings as applicable. Submit and review required paperwork: Timesheets, receipts, daily debriefs, inspection reports and completed reports - accurately and timely. EDUCATION and/or EXPERIENCE High school diploma or equivalent and eight years experience in the maintenance of rail track systems, and/or other related structures. Two years of maintenance experience must have been in a supervisory capacity. Must be knowledgeable in Track Standards and able to identify measure and rate track exceptions as noted in the Federal Railroad Administration and MARTA's Track Safety Standards. Must be able to prescribe remedial action based upon the Track Safety Standards, prescribe and supervise repairs as required. Excellent verbal and written communications skills are required. Must have current Level #4 Wayside Access and ON-Track Equipment Certification. Must have a valid Class A Commercial Driver's License. Must be able to successfully pass MARTA's Track Inspection Qualification Evaluation. Must be able to use personal computer and associated software at an intermediate level. INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants' knowledge, skills and abilities in job related areas. SUMMARY Responsible for the administration of all Track and Structural Inspection activities. Supervises Track and Structure's Foremen and Planners. Coordinates and directs the maintenance work programs, safety, training, documentation, and personnel scheduling programs. Responsible for the enforcement of rules, regulations and special instructions to ensure that all Track and Structural equipment have been properly maintained in accordance with current Track and Structural safety practices. Works closely with Management staff and provides input in the development of the operating and capital budget programs. Plans and schedules support for work involving Track and Structures work and other branches for Facilities and Maintenance of Way and Rail Operations that interface with Track and Structures. Represents Managers at meetings and acts in the Manager's capacity when required. Required to respond and assume command during emergencies or major incidents on a twenty-four-hour basis. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Responsible for the administration of all Track and Structural Inspection activities. Supervises Track and Structure's Foremen and Planners. 2. Implements and promotes safety/training programs including coordinating and directing training and conducting safety meetings. 3. Works closely with management staff in the development and administration of the budgetary process. 4. Must be able to successfully pass MARTA's Track Inspection Qualification Evaluation. has supervisory responsibilities for the track inspection program. This position must be able to periodically accompany the trackwalker on their inspection for audit purposes.
