As a Data Center Construction Manager, you will be part of a creative, diverse team tasked with solving fascinating problems in constructing Amazon Data Centers. Our data centers are industry-leading examples of energy-efficient, cost-effective designs. You will work alongside partner teams such as Operations, Networking, Controls, Security, and Commissioning to build Data Centers that directly support our Customers.
As our Data Center Construction Manager, you will build some of the most interesting electrical and mechanical systems in the world. You will be on the construction site daily, interacting with the construction trades as Amazon's owner's representative. You will be directly responsible for driving cost, schedule, and quality while managing construction vendors and contractors building data centers.

Key job responsibilities
The Data Center Construction Manager will be responsible for construction project management and oversight of construction-related activities as they relate to new builds or general capital projects. This includes ownership of the project scope, quality, schedule, and budget.
Some of the typical daily tasks of the Construction Manager:
-Direct interface with construction general contractors during the bidding, award, execution, and project closeout/punch list phases.
-Conduct negotiations with general contractors and evaluate bids/proposals with detail and accuracy.
-Create construction project scope and requests for proposals.
-Perform financial analysis of construction.
-Manage construction projects for specific initiatives aimed at increasing the resiliency of our data centers.
-Conduct constructability reviews of electrical and mechanical designs associated with the construction of new data centers or optimization of existing data centers.
-Manage construction documents including submittal review, RFIs, change orders, and invoicing.
-Ensure construction project quality control.
Record and report key construction metrics to team members and management.
-Drive teams to perform troubleshooting and root-cause failure analysis associated with equipment failures.
-Be a leader within the group as well as within internal and external teams that support the data center.

BASIC QUALIFICATIONS-Bachelor's degree in Mechanical Engineering, Electrical Engineering, Construction Management and 14+ years of relevant experience or an equivalent engineering science degree *OR * 18 years of related construction management experience *in lieu* of a degree
-14+ years of relevant experience constructing and managing complex MEP systems, including large-scale power distribution/generation gear and cooling systems in mission-critical environments
-10+ years of relevant experience managing general contractors and vendors, including RFP processes, bidding, change orders, quality control, and RFI/submittal tracking in construction project execution
-10+ years of relevant experience *constructing *electrical engineering systems including large scale power distribution/generation gear and constructing mechanical engineering systems including cooling systems
PREFERRED QUALIFICATIONS-Strong understanding of data center system-level architecture, including electrical (e.g., switch gear, UPS, transformers) and mechanical (cooling systems) engineering principles.
-Experience in designing and managing construction of complex data centers, critical infrastructure, or large-scale MEP plants.
-Proficiency in reading and interpreting construction specifications and drawings for all disciplines, and ability to create and maintain project documentation.
-Knowledge of relevant building codes and regulations (e.g., Life Safety, BOCA, NFPA, NEC, OSHA) and certifications such as Professional Engineer (PE), LEED, or Certified Construction Manager (CCM).
-Demonstrated ability to value engineer, finding innovative solutions to reduce costs and duration without compromising quality and reliability.

Work with Project Lead(s) to analyze and refine requirements, perform alternative solutions by research and investigation, and identify technical risks.

This Statement of Work (SOW) covers classified and unclassified IT operations (e.g., executing day-to-day operations, managing and maintaining IT Support across the lifecycle, ensuring availability, ensuring and improving resiliency, capacity management and planning, incident and problem management, change management, and configuration management, performance monitoring and managing, operations optimization) and support (e.g., full lifecycle support, troubleshooting, design, maintenance, cybersecurity, stem administration, data management, Helpdesk, installation, configuration, end-user support) and IM (e.g., collecting, organizing, storing, and distributing information) providing technical and operational support services and expertise to meet the needs of NSWCDD which includes the Naval Surface Warfare Center in Dahlgren, Virginia, all existing and future detachment sites, programs, solutions, and departments.
The roles and responsibilities defined within this SOW ensure full lifecycle support of IT including but not limited to acquisition, management, security, administration, upgrades to equipment and software, and the establishment and maintenance of day-to-day operations. The following sections of the SOW define the overarching services that the Contractor shall perform across the full spectrum of IT and IM and their lifecycles.

Core Duties:
Provide comprehensive oversight and management of enterprise information systems and data operations supporting NSWCDD mission requirements
Blend information technology (IT) with operational management and financial tracking, focusing on the eCRAFT system suite to ensure efficiency, compliance, and data integrity across Navy programs
Develop, maintain, and implement plans and policies for data governance, security, quality, accessibility, and disposal in compliance with DoD, Navy, and Federal standards
Utilize the eCRAFT Enterprise tool to perform post-award tracking, monitoring, and analysis of service contract costs, ensuring compliance with government financial and reporting requirements
Review operational and financial data to measure productivity, identify cost-reduction opportunities, and enhance program efficiency while managing staff and resources to achieve organizational goals
Provide full lifecycle support including analysis, design, development, deployment, user support, operations, and maintenance for information systems and business applications integrated with eCRAFT
Coordinate and manage the collection, organization, and retrieval of information across multiple enterprise platforms to support Navy mission planning, execution, and performance analysis
Develop and maintain collaboration sites and document repositories such as SharePoint and Teams to improve information sharing, version control, and accessibility
Coordinate cybersecurity and Information Assurance Management (IAM) compliance activities, ensuring systems meet DoD and Navy cybersecurity standards and support audits and access control reviews
Prepare and maintain Standard Operating Procedures (SOPs), system documentation, and user guides to ensure accuracy, consistency, and compliance with records-management policies
Engage with customers and stakeholders to evaluate functional requirements for data applications, ensuring alignment with operational needs and mission objectives
Develop dashboards and summary reports on information-management activities, data utilization, and compliance metrics to support performance reviews and Government reporting
Collaborate with system administrators, cybersecurity personnel, and program managers to align data-management practices with system-security controls and configuration management procedures
Oversee information from creation through archiving or disposal, maintaining compliance with SECNAV M-5210.1 and other DoD information-governance policies
Demonstrated ability to manage sensitive Navy information in compliance with DoD cybersecurity, records-management, and financial accountability requirements
Requirements:
Must hold a Bachelor's degree in a relevant technical or managerial discipline
Six (6) years of professional experience in a broad-base Automatic Data Processing (ADP) services environment
Experience in data governance, records management, system lifecycle management, and financial tracking using the eCRAFT system suite
Must have Information Assurance Technical Level III certification
Must hold an active Secret clearance
Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
