Gregory A. Kelly was named president and chief executive officer of STV October 2020. Prior to joining STV, Kelly was the chief executive officer of Heritage Construction + Materials, a leading provider of asphalt products, aggregates, and construction services in the Midwest. Before this role, he was president and chief executive officer of WSP USA. While at WSP, he led a team of nearly 10,000 planners, engineers, scientists, and construction and program managers, undertaking major infrastructure projects for governments, public agencies, and private companies, worldwide. An active member of the industry, Kelly has been elected to the National Academy of Construction, and The Moles, as well as the Construction Industry Round Table. He has received many accolades throughout his career, including the 2019 American Consulting Engineer Council's Chair Emeritus Award, the 2017 Beverly Willis Foundation Award, the 2017 New York Building Congress Industry Recognition Award, the 2014 Engineering Excellence Award (Eagle Award) from the New Jersey Alliance for Action, Engineer of the Year by North Jersey Branch of the American Society of Civil Engineers, New Principal of the Year by the New York Association of Civil Engineers, and the ACE Mentor of the Year. Kelly received a Bachelor of Science degree from Temple University and a master's degree in civil engineering from the New Jersey Institute of Technology. He is a registered professional engineer in multiple states.

Peter W. B. Oosterveer

Peter Oosterveer serves as Fluor Corporation’s chief operating officer, responsible for growth and development of Fluor’s commercial business lines. A 25-year Fluor veteran, Mr. Oosterveer previously served as the group president of the company’s Energy & Chemicals Business Segment, and senior vice president of the firm's global chemicals and petrochemicals business. Mr. Oosterveer has deep international Client and project expertise in the energy and chemicals industries with previous executive stints managing Fluor's chemicals operations for Europe, Africa, and the Middle East. His duties included business development and sales as well as direct profit-loss responsibility. Prior to that, he was managing director of the Dutch operations of Fluor, including the Haarlem office. He also previously managed Fluor's operations center in Bergen op Zoom, The Netherlands. In 2015, Mr. Oosterveer was elected to the U.S.-China Business Council board. Mr. Oosterveer was appointed to the Board of Directors of FMC Technologies, Inc. in February of 2015, and continues to serve as a Director of the ICA Fluor joint venture in Mexico and Fluor Arabia Ltd (FAL). Mr. Oosterveer has served as a Board Member for Infraspeed BV, which was involved in the design, construction, and maintenance of The Netherlands High Speed Line project. In addition he has served on the Fluor S.A. Poland Supervisory Board as well as on the Fluor S.A. Spain Board of Directors. After joining Fluor in 1989 as a control systems engineer, Mr. Oosterveer gained project experience on various upstream, downstream, and chemicals projects performed from the Haarlem office. He previously worked on a complex refinery mega-project as well as serving as project director for the firm's SAP implementation. He has a BSc in Electronics from HTS Leeuwarden, The Netherlands, and is a graduate of the Thunderbird University International Management Program, Stanford's Executive Business School, and the Fluor Management Institute.
