On 1 December 2020, he took over as CEO of Norconsult. Hogna has a master's degree in Industrial Economics from NTNU in Trondheim. He holds an MBA from INSEAD and a management education from Harvard Business School.

He has been in the ready mix concrete business since 1980 and has a diversified background in sales and marketing, as well as concrete operations. Tom has served on the board of directors for the Mississippi Association of General Contractors, Mississippi AGC CompTrust Fund, the Mississippi Construction Education Fund, and as past president on the Mississippi Concrete Industries Association.
