This person will provide client liaison and analytical support with an emphasis on power market regulatory and market design oversight. Position based out of the Folsom, CA office with hybrid and remote arrangements considered.
Responsibilities:
Lead and manage projects from initiation to completion, ensuring they are delivered on time, within budget, and meet the required scope and quality
Work directly with GDS clients regarding western regulatory and market design issues (CPUC, EDAM, WRAP, Markets+)
Support market and resource gap analyses for client implementation of market readiness procedures (EDAM, WRAP, Markets+) as well as clients transitioning into RTO/ISO markets.
Lead and support resource adequacy capacity market design and policy development across the U.S.
Prepare and/or review regulatory filings in energy-related administrative proceedings before regulatory agencies
Review, analyze, and report on filings of other parties in energy-related administrative proceedings before regulatory agencies
Carry out policy and economic analysis to support regulatory and legislative advocacy
Provide assessments of market fundamentals, analyze changing landscape of market design in power markets, provide insight into changing market rules and impact to client critical planning functions
Summarize analysis results for client management teams and seek peer review of material to support delivery of high-quality client-specific projects
Effectively communicate with clients and develop and deliver presentations
Develop relationships with existing clients and help facilitate ongoing needs as a client liaison
Continuously develop subject matter expertise in a particular practice or focus area by actively contributing to above-listed activities and pursuing activities/work in various disciplines and staying abreast of current/hot topics to broaden and build upon subject matter knowledge
Use common industry models and tools as needed to perform detailed analytics or oversee similar modeling work from project analysts
Bachelor's degree in engineering, statistics, economics, or other energy industry-related fields. Master's degree preferred.
Advanced proficiency with MS Office applications required (Excel, Word, and PowerPoint).
Minimum 7 years of analytical and modeling experience in one or more structured power markets (e.g. CAISO, ERCOT, MISO, ISO-NE, NYISO, PJM, SPP, etc.). Familiarity with one or more of the power markets within the Eastern Interconnection preferred.
Experience in RTOs analyzing congestion, ARR/FTRs, resource adequacy requirements, and / or RPS requirements.
Experience with the assessment and analytical interpretation of regulatory and legislative rule-making advancements and their associated impacts on utility operations and/or costs preferred
California electric utility regulatory issues, CAISO and CPUC regulatory practices, protocols, and procedures
Principles of resource planning, electricity generation, transmission, distribution and infrastructure
Strong interpersonal skills and ability to work effectively in a team environment.

The role plays a vital part in helping maintain system reliability and resiliency. The ideal candidate will take a hands-on role in conducting in-depth system inspections for one of our major clients, ensuring that all aspects of the plant infrastructure the rigorous standards for safety, compliance, and reliability. Responsibilities:
Performing detailed inspections of every pole within the assigned system, carefully evaluating the condition of each structure and identifying any construction- or maintenance-related deficiencies that may impact performance, safety, or long-term integrity.
Assessing and documenting potential code violations in accordance with the National Electrical Safety Code (NESC), ensuring that all findings reflect the most up-to-date standards and best practices.
Recording observations, deficiencies, and violations directly into the company-provided tablet using specialized client software, maintaining accurate, organized, and comprehensive digital records.
Submitting collected data to a direct supervisor on a weekly basis for quality control review and eventual delivery to the client, supporting a smooth workflow and timely project completion.

Hi-Line's services include medium voltage design for overhead pole lines and underground power systems, system planning and analysis, transmission design, substation design, system modeling and load flow analysis, and specialized design services and general consulting services related to the design, construction, and operation of electric power systems.
Requirements, Experience and Education:
Technical or associate's degree in related field with at least five (5)years of relevant experience, or equivalent combination of education andexperience.
Knowledge, Skill and Abilities:
Ability to identify and gather field data on aerial electric distribution lines and structures via technology such as GPS survey equipment, data collection units, laser range finders, and cameras.
Ability to perform calculations on distribution structures and lines.
In-depth knowledge of RUS construction units and construction specifications. Knowledge of property deeds, right-of-way easements and acquisition.
Knowledge in obtaining permits for construction.

Job Duties Include:
Be an active participant in SCC project team meetings, providing guidance on environmental permitting and programmatic implications of transmission line route alternatives which include but are not limited to permit triggers, permit schedules, project implications, etc.
Support the development of Virginia State Corporation Commission Applications by participating in project meetings, routing discussions, application drafting and finalization, ensuring consistency of environmental programmatic aspects across applications. Conveying environmental compliance requirements from local, state, and federal permits to project and field teams.
Providing technical assistance to site(s)/project(s) in the construction phase to ensure environmental compliance.
Interpretation of environmental permits and regulations to ensure compliance of dates and project requirements are met.
Independently analyze, identify, and develop compliance strategies crucial for project development.
Requirements:

BS or BA degree or a minimum of 5 years equivalent environmental inspection experience.

Engage with general contractors and subcontractors on behalf of the owner, as the owner's representative.
Promote client's safety culture across contractor and subcontractor groups.
Proactively identify uncontrolled hazards and influence safe work practices of general contractors and subcontractors on behalf of the owner.
On-site observation of construction activities from an EHS perspective.
Documentation of activities with respect to required EHS performance.
Train on-site workers on EHS oversight program requirements.
Train on-site subcontractors on EHS oversight program requirements.
Help administer project directives given by the Client's Environmental, Health, and Safety (EH&S) personnel throughout the project.

REQUIREMENTS:
Bachelor's degree in construction management, safety, or occupational health and safety, or a related degree preferred.
3+ years of on-site experience in construction-specific project health & safety.
Certification in the field: CHST, ASP, and/or CSP are preferred.
Pharmaceutical or high-tech project experience is highly desired.
Strong knowledge of OSHA General Industry and construction standards.

As a Senior Consultant, Wetlands Biologist/Ecologist/Scientist based in Richmond, Virginia, you'll play a strategic role in guiding clients through permitting, compliance, and ecological stewardship across diverse sectors like renewable energy, oil & gas, power, and technology.

What You'll Bring
Required
* BS in environmental science, biology, natural resources, or related discipline (minimum 3.0 GPA) or equivalent experience.
* 3-5 years of relevant environmental work; at least 2 years leading teams.
* Strong knowledge of field techniques for plant identification, soil sampling, hydric soil identification, and hydrology indicators.
* Excellent critical thinking, problem-solving, and communication skills.
* Ability to manage data, write detailed technical reports, and build spreadsheets.
* Willingness to travel up to 50% of the time.
* Proficiency in Microsoft Office and a valid driver's license.
* Commitment to safety and ability to work independently with minimal supervision.
* This position is not eligible for immigration sponsorship.
Preferred
* Experience with environmental assessments under NEPA, permitting with USACE, USFWS, NMFS, and state/local agencies.
* Familiarity with erosion and sedimentation control compliance.
* Attributes of a strong consultant: team player, self-starter, adaptable, and service-oriented.
Key Responsibilities
* Perform wetland delineations using the U.S. Army Corps of Engineers Wetlands Delineation Manual and Regional Supplements.
* Conduct habitat assessments, environmental due diligence, and prepare environmental impact statements.
* Support permitting and compliance documentation for federal, state, and local agencies.
* Execute field surveys, organize data, perform research, and develop client strategies.
* Assist in preparing compliance management plans and risk assessments.
* Collaborate with ERM Partners and Project Managers to deliver exceptional client value.
