Since inception in 2004, BI Incorporated has operated ISAP for the Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE) and Enforcement and Removal Operations (ERO). ISAP is an essential part of ERO, providing intensive supervision of individuals in immigration proceedings. The program achieves positive results by combining comprehensive case management with proven supervision technology. In addition, BI maintains an extensive list of community-based partners to provide critical assistance for participants' basic life needs. With consistent positive outcomes, ISAP continues to grow and evolve, serving an ever-increasing number of participants.
Responsibilities
Summary
Provides case management of Intensive Supervision Appearance Program (ISAP) participants from entry to release by administering the program's policies and procedures as defined by the Department of Homeland Security (DHS) contract.
Primary Duties and Responsibilities
Develops, implements, coordinates, reviews and updates case management and individual service plans for ISAP participants in conformance with state and federal regulations and program requirements. Meets with participants face-to-face regularly as required by contractual obligations.
Develops and maintains accurate and complete case records for all ISAP participants from entry to release from ISAP. Proactively manages cases using all appropriate tools and techniques. Maintains confidentiality of all records.
Conducts intake interview and orientation session with each ISAP participant within contractual timeframes and requirements.
Installs electronic monitoring equipment on ISAP participants as necessary and monitors compliance with electronic monitoring program.
Assists ISAP participants with acquiring travel documents from the countries of citizenship. Maintains a log of travel document information for each participant.
Evaluates English proficiency of ISAP participants to determine resources necessary to promote clear communication between ISAP staff and participants.
Coordinates and facilitates translation services for ISAP participants, including emergency translation services.
Connects participants with community resources including, but not limited to, transportation, medical, food, shelter, clothing, educational, financial, legal, religious and other social adjustment or facilitative resources. Identifies and coordinates services as required.
Supervises ISAP participants while in Company offices.
Establishes schedules for ISAP participants that include, but are not limited to, counseling sessions, immigration Court appearances, and access to legal services.
Coordinates with participants to ensure attendance at legal orientation and cultural orientation sessions, as well as supplemental services evaluations.
Reviews individual service plans, conducts risk/needs assessments and writes progress reports on a regular basis in compliance with contractual obligations.
Reports on program violations in a timely manner using established reporting parameters.
Conducts home visits to verify participants' places of residence in compliance with contractual obligations.
Performs emergency counseling for ISAP participants as needed.
Identifies and maintains relationships with translation resources in the community, including private services, volunteers, universities, English as a Second Language (ESL) schools, NGOs, churches, and other organizations that might have resources to offer.
Performs other duties as assigned.
Qualifications
Minimum Requirements
Bachelor's Degree required. Degree in Sociology, Psychology, Social Work, Criminal Justice or related field preferred.
At least two (2) years of customer service or case management experience required; experience in fields related to law, social work, detention, corrections or working with multi-cultural clients preferred.
Bilingual English/Spanish required.
Valid driver's license required and the ability to safely operate a motor vehicle in order to perform home visits.
Ability to pass a federal background check and obtain a suitability determination.
United States citizenship required.
Must live in the US 3 of the last 5 years (military and study abroad included).
Effective verbal and written communication skills with employees, community contacts, government officials and participants. Ability to interpret and articulate rules, orders, instructions and materials. Ability to compose reports.

Summary:
This position maintains continuous state of alertness and awareness to control and secure the facility and residents. Operates within legal constraints and contract agency stipulations.
Primary Duties and Responsibilities
Ensures that the equipment necessary for each watch is operational including radios, flashlights, and keys prior to relieving the watch. Prepares shift documentation including shift reports, work orders, security reports, and unusual incidents that are legible, concise and that meet facility's standards and contracting agency requirements.
Receives necessary information from previous shift personnel pertaining to events that transpired during the shift such as resident medical problems, disciplinary problems, or new arrivals and any special instructions. Relieves the watch and informs necessary personnel that the watch has been relieved. Makes entries into the security log showing the time the watch was relieved noting name and title.
Conducts radio checks documenting results in the security log. Conducts facility counts at the prescribed times and ensures the logbooks in the buildings are accurate as to count.
Frequently patrols building to observe and listen to individual residents and groups of residents and monitors the state of the building. Examples of activities include smelling for marijuana, listening to conversations, or ensuring doors and windows are properly secured.
Ensures that the building picture board has a picture of all residents assigned to the building and that the picture is in the proper bed slot.
Organizes and supervises resident work details to assist in maintaining facility cleanliness to ensure that facility meets facility's and contracting agency requirements.
Performs activities on both a scheduled and random basis including urinalysis testing, pat downs, shakedowns, counts, or breath tests, to maintain control and security of the residents and facility.
Documents disciplinary action for rule violations according to procedure to comply with contracting agency requirements and log accordingly.
Conducts scheduled and impromptu cleanliness checks of the facility and resident's personal belonging to maintain it in an orderly and clean fashion to meet health and environmental requirements. This includes all rooms within the facility and residents' personal belongings.
Welcomes visitors and verifies their identity while maintaining professionalism and courtesy at all times.
Communicates with residents and staff in a professional manner to affirm and enhance self-esteem, dignity, and to maintain positive resident and staff relations.
Participates in staff meetings by sharing observations and recommendations regarding the facility, residents and staff relations to identify and resolve problems and function as a unified team.
Maintains confidentiality obtained through job duties regarding employees, vendors, residents, or outside agencies so that sensitive information is only given on a "need to know" basis.

Job Requirements:

Summary
Under close supervision, this position provides support and structure to residents in developing program plans by managing a caseload of client cases and administering the policies and procedures of the program as directed by the contracting agency and the Facility Director. Learns, uses and models the principles of the “What Works” system through evidence-based practices in all interactions with clients and other staff members. Trains and assists less experienced case managers.
Primary Duties and Responsibilities
May perform the duties of a Monitor including resident intakes, check-ins, breath analysis and drug screens, to provide backup when necessary.
Prepares written personalized programs for each resident to establish measurable criteria of expected behavior and accomplishments and a time frame for achieving specified goals. Reviews plan with residents on a weekly basis and document progress or revisions so that they are gaining the life skills necessary to make a successful re-entry into the community.
Assists residents to establish personal budget, locate suitable housing, enroll in educational and vocational programs and participate in family and community activities, as appropriate, to ensure that they are working towards financial independence.
Monitors facility sanitation and safety. Assigns daily housekeeping chores to residents to comply with facility standards.
May orient residents upon arrival at facility to provide smooth assimilation into program including having them complete paperwork, take facility tours, or introduce to other residents.
Make entries into confidential resident files to provide the structure for case analysis and program planning and to provide documentation of program participation. Ensure files are secure to protect resident confidentiality.
Assists Job Developers to verify residents' jobs to ensure residents' employment is suitable under established program plan. Counsels unemployed residents by providing guidance in obtaining employment in cooperation with the Job Developer.
Verifies residents' pass plan through pass sponsorship according to contract so that the resident is accountable for his/her whereabouts in the community.
Prepares terminal reports within established time parameters upon resident release to summarize program performance and to satisfy contract requirements.
Participates in staff meetings by sharing observations and recommendations regarding the facility, residents and staff relations to identify and solve problems and function as a unified team.
Maintains confidentiality obtained through job duties regarding employees, vendors, residents, and outside agencies so that sensitive information is only given on a "need to know" basis.
Monitors client compliance with alcohol and drug counseling when required.
Reports all program violations to the appropriate agency or official via the established reporting parameters.
Conducts orientation meetings with new clients to explain program rules and regulations. Verbally explains the client contract in detail to ensure that the client understands his/her responsibilities. Installs electronic monitoring equipment on new clients when necessary.
Sets client schedules and specifies all approved activities based on sentencing information. Approves temporary schedule changes for approved activities.
Communicate effectively with all levels of staff in a manner that promotes a team spirit and a sense of cooperation.
Complies with work rules and policies as explained in the company Employee Handbook, and the Facility Policies and Procedures Manual; and responds positively to directives from managers and supervisors in a cooperative spirit to ensure conformance to standards.
Adheres to attendance policy; work overtime as required, to ensure adequate coverage of the program and to ensure the safety and security of the residents.

Qualifications
Minimum Requirements
Bachelor's Degree in social, human services, criminal justice or behavioral science program. One (1) year experience in human services, corrections, or community base services. Work experience may be substituted for academic studies, exchanging one year of work experience in a related field for one year of academic education. Total work experience needed in lieu of the combination of education and work experience is five (5) years.
Familiar with community corrections systems and current community corrections practices.
Familiar with community work force needs, public and private agencies and employment services.
Ability to write clear concise reports in English using correct grammar.
