About the Role
Overview
ATS is seeking a qualified Senior GIS Programmer / Systems Analyst to support application development and operational activities for the Office of Information Technology's GIS Program. This role is responsible for the design, development, enhancement, and ongoing support of enterprise GIS applications and services. The consultant will work with ArcGIS Server technologies, web-based GIS applications, and integrated systems such as Cityworks to support critical business and infrastructure functions.
This position follows a hybrid work schedule established in coordination with the hiring manager after onboarding, training, and issuance of equipment. The consultant may work remotely up to two (2) days per week (approximately 40% remote and 60% onsite). Fully remote or out-of-state employment is not authorized.
Duties and Responsibilities
Design, develop, maintain, and upgrade GIS applications supporting enterprise and departmental needs
Develop and support ArcGIS Server-based web applications and services
Perform application maintenance, troubleshooting, and performance optimization
Configure and support Cityworks integrations and associated GIS web services
Repair, enhance, and upgrade existing Facilities and Utility toolsets developed in Visual C# using Visual Studio 2010 (IDE) and the ArcObjects SDK 10.1

THE WORK:

The MORPC Local Government Summer Internship Program provides the opportunity for undergraduate and graduate students to obtain practical work experience with a local government within MORPC's 15-county region to prepare them for possible careers in public service. MORPC coordinates the recruitment and placement of students to match each host's request; hosts make the final hiring decision and provide an hourly wage. Interns work for a host for a minimum of 16 hours to a maximum of 40 hours per week for a 10- to 14-week period, which means there are both part-time and full-time positions available. The summer 2026 internship program will begin on May 12th and will end on August 14th.
Interns gain applicable knowledge to enhance classroom learning by working with current government professionals throughout Central Ohio and acquire insights into the services provided by a regional planning commission. Interns also can attend monthly commission meetings as well as special MORPC-sponsored events and are paired with a MORPC staff member to serve as their mentor during the summer internship program.
Previous GIS interns have gained experience using ArcGIS Online, ArcGIS Pro, ArcGIS Field Maps, Canva, CivicPlus, Survey123, Microsoft 365, Python, R, and other software programs on the job. Specific past assignments include:
Field mapping at city parks to show trails, amenities, and interpretive sign locations
Maintaining an organization's GIS on a daily basis
Creating an interactive dashboard, such as a stormwater database or road database
Creating an interactive map for public use online, including a map for a township's Open Space Program
Updating key maps with current data
Providing static maps and images upon request
Acquiring and processing new aerial imagery
Assisting with ongoing upgrades of a county's ArcGIS Online environment
Digitizing maps from physical archive and other duties as assigned
Qualifications
Students must meet the following requirements:
30 hours of completed college coursework
Interest in public service careers
GPA 3.0 or higher (preferred)
Legally eligible to work in the United States
Reliable transportation to and from work
Attend a Central Ohio college OR attend other college and have access to local housing

Meet with project lead to develop project plan
Participate in bi-weekly check-ins with project lead to discuss progress
Edit and update existing school forest GIS map
Verify ownership and location of each registered Community Forest
Enter updated information into Community Forest database spreadsheet
Map parcel boundaries for all registered Community Forests
This position is eligible for internship credit (NRES 381) to meet academic requirements.

Build, organize, maintain and manage all of PLM's client and organizational databases including confidential data
Assist District Landmen and Project Managers with the preparation of updates and presentation of data from title research and lease acquisitions
Review title documents including real property legal descriptions to assess real property boundaries
Build complex KMZ file or equivalent to provide satellite imagery based work product that allows a client to properly navigate a leasehold or acreage position
Qualifications
Bachelor's Degree in GIS is strongly preferred
Two years or more experience using GIS in an oil and gas context preferred
