Conduct field work including soil, groundwater, and/or vapor sampling and contractor oversight. Field work will require regional business travel for 2 to 3 days per week on average. During the second half of the year, field work often occurs 5 days we week. A few times per year, travel will be required within the U.S. for up to two weeks at a time.

Candidates must have a good driving record and be willing to work outside in all weather conditions and for extended periods. Duties Description The incumbent will be assigned to the Hazardous Waste Corrective Action & Post Closure Section of the Bureau of Hazardous Waste and Radiation Management. Specific duties will include:
1. Permitting. Perform all aspects of permitting activities including pre-application meetings; technical evaluations of permit renewal applications; administrative, minor, and major permit modifications and temporary authorizations; and routine reporting requirements. Develop permit conditions as well as public notice documents and manage permit compliance schedules and schedules of deliverable conditions and associated work plans and engineering reports. These actions will be for operating, corrective action, and post-closure permits
2. Closure/Post-Closure. Review documents relating to groundwater flow, level, and sampling results. Prepare applicable documents for requests, responses, and approvals.
3. Corrective Action. Review documents for Corrective Action remediation relative to environmental releases from solid waste management units. Prepare applicable documents for facilities subject to corrective action.
4. Groundwater Compliance and Operations Monitoring inspections. Inspections may include sampling of air, water, soil, etc; records review; report write-up and associated follow up with facility and other DEC personnel.
5. Spills and Releases Compliance Determinations. This includes inspection, records review, report writing and appropriate follow up as related to RCRA regulated facilities.
6. Technical Evaluations of Documents. Perform technical evaluations of documents submitted in accordance with requirements of hazardous waste management permitted facilities, including routine groundwater monitoring reports.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a noncompetitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Geologist Trainee, NS: bachelor's degree or higher in earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology.
Assistant Geologist, G-20: bachelor's degree or higher in, earth science, engineering geology, environmental geology, environmental geosciences, geochemistry, geological engineering, geology, geological science, geophysics, or hydrogeology, AND: Either 1. proof of passing the National Association of State Boards of Geology (ASBOG) Fundamentals of Geology (FG) examination, OR 2. a professional geologist licensure with current registration.
This position is also open to the following candidates:
Reassignment Eligible - Those currently in the title and employed by DEC
or
Reinstatement Eligible - Those who have previously held the title on a permanent competitive basis.

Individuals appointed as a Geologist Trainee are required to complete a minimum of one year of successful performance as a Geologist Trainee and pass the National Association of State Boards of Geologist's Fundamentals of Geology (FG) examination. If you pass the FG by the end of the first year, you may be advanced to the Grade 20 Assistant Geologist title without further examination. If you do not pass the FG by the end of the second year of the traineeship, you will be terminated from your position.
NOTE: In accordance with Chapter 475 of the Laws of 2014, all professional geologists in New York State must obtain licensure under Title VIII of the Education Law; based on this, you will be required to obtain your professional geology license in order to be promoted in the future.
Additional Comments If appointment is at the Assistant Geologist, SG-20, level the starting salary for this position is $81,193. This amount is comprised of a base salary of $74,193 and a geographic pay differential of $7,000 specific to the title and location of the position.
The job rate for this position is $101,121. This amount is comprised of the base salary of $94,121 with an additional geographic pay differential of $7,000, specific to this title and location.
Please note, the geographic pay differential is not extended to the Geologist Trainee title. If appointed as a Geologist Trainee, you will receive the geographic pay differential upon advancement to the Assistant Geologist.

Evaluates, analyzes and interprets technical data relative to project-specific goals, creates and interprets accurate data display graphs and figures, completes basic fate and transport analysis, and identifies data gaps and data needs leading to development of a Conceptual Site Model.
Has experience and is competent to independently oversee drilling and well installation activities with direct push (geoprobe) or similar equipment; experience with hollow stem auger and other drilling methodology a plus.
Is familiar with and has experience collecting field data including soil, sediment, groundwater, and soil vapor samples.
Has experience with and can oversee remedial excavations as well as perform Phase I site walk investigations.
Works with and mentors junior staff to ensure all resources are in place for proper fieldwork and reporting execution.
With project manager oversight, develops and manages budgets, evaluates budget vs. plan and analyzes cost control efficiencies.
Communicates with clients, third party and regulatory agents regarding project status, schedules and compliance issues.
Ensures adherence to client and corporate contract specifications in all activities including Health, Safety, Security, and Environment.
Skills & Requirements:
Must be agreeable to periodic travel, including overnight travel, in the Northeast Region (CT, MA, ME, NH, NY, RI, VT).
A Bachelor's degree or higher in Geology, Environmental Science or related discipline.
3-7+ years of related experience. Experience must include hands on field and office based in environmental consulting field. Case management experience on retail petroleum and/or industrial projects preferred.
Must possess excellent communication and technical writing skills and be able to independently prepare a complete deliverable report with a focus on QA/QC.
Must have working knowledge of NY environmental regulations.
Experience associated with environmental permitting that includes natural resources inventory, wetland delineations, species assessments, environmental sampling (chemical and biological), or vapor intrusion is a plus.
Demonstrated proficiency with Microsoft Office suite, Adobe, geologic logging/cross section programs required.
