JOB SUMMARY The purpose of this job is to direct and manage all Information Technology, Project Management, Information Security, Quality Assurance, Software Development, Datacenter, and Operational staff and related projects for the Georgia Lottery Corporation (GLC). This position will work closely with vendors contracted by the GLC, including the Gaming System, Internal Control System, and Instant Ticket System vendors, to implement technology or software solutions. This position will work with all business teams to develop and maintain strategic project business and technology plans. Manage the Technology and Operations Division which includes the Information Security Department, Quality Assurance Department, Information Technology Department, Project Management Office, Software Development Department, Datacenter, and operations support staff. Work with Department Directors to ensure Business and Technology projects are well coordinated, planned, and delivered within agreed-upon schedules. Review and approve all technology billing and invoicing to ensure adherence to approved contracts and budgets. Work closely with gaming vendor partners daily to ensure vendor(s) meet operational expectations and project deliverable timelines. Coordinate with all business units to develop and maintain the corporate strategic business plan of gaming and technology initiatives. Establish long-term needs for information systems and plans strategy for developing systems and acquiring hardware to meet application needs. Ensure confidentiality and reliability of corporate data, proprietary information, and intellectual property. Coordinate and implement gaming system enhancements, conversions, and updates with the Gaming System vendor, Instant Ticket vendor and all GLC departments. Maintain the Internal Control System in coordination with selected vendor. Develop and maintain processes and procedures to ensure compliance with multi-state draw game regulations. Develop and maintain departmental budgets. KNOWLEDGE AND SKILL REQUIREMENTS Bachelor's degree in Management Information Systems, Computer Science or related field required; minimum of ten years of experience in the information technology field; minimum of five years of senior level of technology management experience. Lottery or gaming operations preferred.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Participate in testing and implementation of system, network, or software upgrades and modifications. Perform preventive maintenance on peripheral devices and other related equipment as required. Safely lift and carry up to 25 pounds of supplies or materials as needed. Knowledge and Skill Requirements: Associate degree in Computer Science, Information Systems, or a related field; an equivalent combination of education, training, and experience may be considered. One (1) to three (3) years of experience in computer operations, data center support, or systems monitoring. Working knowledge of Windows, Citrix, ShareFile, and Microsoft Office 365. Ability to follow detailed procedures accurately and work independently with minimal supervision. Strong analytical, problem-solving, and communication skills. Ability to work various night shifts, including weekends and holidays. Preferred Qualifications Experience with ICS processing or lottery gaming system operations. Familiarity with data center infrastructure, server monitoring tools, and network troubleshooting. Experience working in a 24/7 data center or operations environment. ESSENTIAL DUTIES AND RESPONSIBILITIESDuties include, but are not limited to: • Conducting inspections of licenses, records and equipment at locations that offer coin operated amusement machines and at master license holder facilities. • Completing detailed documentation and reports to include issuing citations for non-compliance. • Conducting interviews of witnesses and other persons involved in the investigation. • Presenting facts and findings of non-compliance in administrative hearings as well as civil and criminal court proceedings. • Assisting law enforcement agencies, prosecutors, witnesses, victims, players, complainants and other Georgia Lottery departments. KNOWLEDGE AND SKILL REQUIREMENTS Bachelor's degree in Criminal Justice, Public Administration, Political Science or similar education in Law Enforcement preferred. Minimum of 3-5 years of investigative, criminal process, civil liability, evidence handling, and preparation for prosecution or related experience required. Experience with COAM/gaming is preferred. Peace Officer certification and Instructor certification is preferred but not required. Must have a valid state of Georgia driver's license with a satisfactory motor vehicle record. The purpose of this job is to lead the administration and enforcement of provisions relating to coin operated amusement machines (COAM) in Georgia. ESSENTIAL DUTIES AND RESPONSIBILITIES Duties include, but are not limited to: Directs day to day operations of the COAM operations. Serves as part of the Executive staff and participates in setting overall organization goals and policies, addressing critical issues and developing long-range planning objectives. Plan, develop, implement and evaluate policies, procedures and activities of the COAM division to establish and maintain the required efficiency of the program. Evaluates technical solutions for COAM and supporting activities to regulate in accordance with industry standards and maintain gaming integrity for the user and public. Manage inter-agency agreements between GLC, DOR and other agencies. Serve as liaison between GLC and COAM Industry, including COAM advisory board. Develops and monitors operating budget for the COAM department. Monitors the messaging for GLC Website relating to COAM regulations, procedures and reporting timelines. Coordinate procurement of Centralized Accounting Systems. Oversee the filing of monthly revenue reports. Oversee the licensing of class B amusement machines in Georgia. Works closely with GLC retailers in addressing COAM questions and concerns KNOWLEDGE AND SKILL REQUIREMENTS Bachelor Degree in Accounting, Finance, or Business required (Master's preferred) with at least 7-10 years of management, accounting or auditing experience. Experience with COAM/gaming in some capacity is preferred. Excellent oral and written communication and presentation skills required. Following the strategic promotional plan for the GLC, this position will support product introductions, corporate sponsorships, and other promotional affiliations by planning and coordinating activities that best maximize awareness of the GLC. Work directly with Event organizers and partners to develop contractual agreement for GLC sponsorships. Under supervision of the Promotion & Marketing Manager, works with agency media buyers to identify promotional opportunities with local media and/or other local businesses. Work closely with district office personnel to coordinate promotional activities. Coordinate with media representatives to implement media promotional activities, on air/digital contest, radio remotes/hits, web promotions and exclusive experiences. Coordinates staff activities at special events and in-store promotions. Evaluate outcome of special events and in-store promotions. Work directly with the GLC administration/fleet management department to maintain department fleet vehicles by coordinating routine vehicle maintenance. Responsible for maintaining marketing department promotional assets at GLC Warehouse by performing monthly inventory and reviews. Delivers clerical functions; prepares, maintain and updates files, reports and logs following prescribed methods. Able to routinely lift and carry moderately heavy, (over 50 lbs.), materials and supplies. Some marketing activities may require staff to stand and talk to customers for a long period of time.
