    Job Description The City of Independence is seeking a Civil Engineering Technician to work under the general direction of the City Engineer to perform basic engineering and technical administrative support functions. Work includes the administration of the permit process, GIS data entry, development of engineering plan sets utilizing AutoCAD and other software, reviewing and documenting project conditions and plans, performing inspections, managing contractors, and providing customer service. Duties and Responsibilities: Assists in inspection of public infrastructure [sidewalks and aprons and utility construction] in the public right-of-way. Assists the City Engineer to prepare plans & specs, as directed. Reviews residential, commercial, and industrial development plans; residential house topographic plans; general construction plans of infrastructure projects. Assists with plan preparation of general construction plans for the city's infrastructure rojects. Coordinates the maintenance and repairs of street light facilities with contractors and other city personnel. Maintain maps, plans, and prints. Create maps and exhibits, as directed, to support the initiatives of the Engineering Department. Maintain permanent parcel files. Assist the public with engineering requests and troubleshooting drainage and/or sewer flooding problems. Attend meetings representing the City of Independence, as assigned. Plan, guide, coordinate, supervise and direct utility work of the Service Department. Directs, guides, or oversees the work of City Maintenance contracts. Performs or oversees the performance of all storm and sanitary sewer inspections and testing associated with new home construction. Assists the City Engineer in reviewing various permit requests. This includes utility, residential, and commercial permit requests for sewer, grading, and site development projects. Assists the Department and works with CSWCD to oversee and manage and to make inspections pertaining to the City's MS4 Storm Water Program. Performs other duties as as assigned. Computer proficiency: proficient in MS Office (Outlook, Excel, Word) or similar suite, is required. AutoCAD, or other design and engineering software programs, are preferred. Familiarity with Cleveland Water/First Energy/Enbridge Gas and other local utilities is, strongly preferred. Knowledgeable with basic surveying principles and practices. Versed in GIS principles and applications, is preferred. Versed in Adobe Acrobat and Publisher, is preferred. Requirements: Education: Four-year college degree required in Civil Engineering (BSCE). Applicants with related work experience in either prior internships or full-time roles will be strongly considered. Engineer-In-Training (EIT) NICET-Certified Inspector for construction materials and construction. Valid State of Ohio driver's license, is required. Physical Requirements: While performing the duties of this job, the employee is regularly required to see, speak, and hear. The employee is frequently required to stand; walk; use hands to handle or feel; reach with hands and arms; and be able to lift up to 20-25 lbs. when necessary. This position may require the use of personal protective equipment (PPE). Must be able to work indoors and outdoors under typical Ohio Weather conditions.
