Responsibilities
Interface in professional manner with client representatives and subcontractors.
Review designs and provide feedback to designers.
Manage in-depth technical reviews of submittals against design documents and manage submittal review and approval status through use of submittal register.
Implement the requirements of approved QC Plan, assuring all required records are generated and managed.
Identify deficiencies and non-conformances, prepare documentation, and monitor and verify corrective actions.
Stop work if necessary to resolve non-compliant work or matters that negatively affect safety.
Coordinate and document commissioning and formal completion inspections.
Manage a timely project closeout to include compilation and turnover of all required documents.
Trains direct reports on processes, procedures, and completion of daily tasks.
Manages workload and performance of direct reports, ensuring alignment with overall company standards.
Fosters a positive and inclusive work environment to motivate and engage team members.
Aids in communicating company and department strategy to direct reports.
Collaborates closely with business development to ensure seamless integration with sales strategies including performance metrics on your assigned projects, pursuits, and client deliverables. Qualifications
EXPERIENCE/EDUCATION
BS degree in Engineering, Architecture or Construction Management or CMAA Certification
Minimum 10 years construction experience, 4 as QC Manager
USACE/NAVFAC Construction Quality Management for Contractors training certification preferred.
Or equivalent combination of education and experience
KNOWLEDGE, SKILLS & ABILITIES

General Overview of Compensation & Benefits:

Responsibilities
Read plans and specifications and understand the requirements of the RFP focusing on electrical systems (high and medium voltage), switchgear, fixtures and devices, temporary power requirements, power distribution, Telecomm, Electronic safety and security, and other related specification sections.
Analyze, quantify, and provides cost estimates for the electrical scope of work. Inclusive of Gilbane's General Requirements.
Develops accurate labor crews, crew productivity and provides input for project schedule.
Advise designers, in design-build projects, on solution with the lowest initial cost to meet the RFP.
Write effective RFI's.
Creates and coordinates comprehensive bid packages.
Identify and engage with electrical subcontractors throughout the bidding process.
Create and distribute the electrical bid scope of work checklist.
Collect, analyze, and compare competitive subcontract and supplier bids.
Develops and recommends appropriate risk register values for this scope of work.
Tracks and reports on current material and labor prices, including escalation.
Tracks and reports on current material and equipment to identity long-lead items.

Ability to estimate multiple facility types such as hospitals, hangars, office structures, specialized mission structures, base improvements, renovations, and additions.
Ability to maintain healthy working relationships with industry partners (Owners, designers, subcontractors, etc.) for the development of estimating deliverables.

EXPERIENCE/EDUCATION

OSHA 30-hour certified
STS-C Certification

* Reviews and understands all bid documents while assessing project risks
* Understands project logistics and project schedule for complete alignment with the estimate and estimating deliverable
* Assists the operations team in the development of bid packages; assists in the analysis of competitive subcontract and supplier bids
* Attends scope review meetings as required to assist the operations and purchasing teams in the preparation of bid recommendations
* Connects with clients, ensuring customer satisfaction
* Develops accurate cost models within Gilbane's costing software
* Tracks and reports on current material and labor prices, including escalation
* Determines lead times for equipment and materials; communicates with the entire project team to capture the information within the project schedule
* Develops meaningful Value Management contributions to reduce price and increase value
* Collaborates with the Owner and design team to reconcile cost estimates
* Identifies escalation factors in marketplace for specific materials and labor rates
* Develops sound conceptual pricing assumptions with sound documentation for the basis of the estimate
* Substantiates all aspects of final estimates
* Engages and participates in external communication including interviews and presentation of estimating deliverables
* Coaches and mentors less experienced team members
* Supports a positive and inclusive work environment
* May be required to assist with tasks typically assigned to more junior positions
Qualifications
EXPERIENCE/EDUCATION
* Bachelor's degree in Engineering or Construction Management
* 5-10+ years relevant experience
* Or equivalent combination of education and experience
KNOWLEDGE, SKILLS & ABILITIES
* Ability to lead the estimating process and deliverable for projects throughout the design phase
* Extensive knowledge of On-Screen Take-off, Destini, and Site work software tools for take-offs
* Ability to present estimating deliverables (internally and externally) and participates in interviews during the pursuit phase
* Ability to conceptually estimate projects with limited information
* Ability to estimate multiple facility types such as residential high rise, healthcare, interiors and institutional
* Ability to estimate within multiple delivery methods
* Ability to maintain healthy working relationships with industry partners (Owners, designers, subcontractors, etc.) for the development of estimating deliverables
