Responsibilities
* Interface in professional manner with client representatives and subcontractors.

Qualifications
EXPERIENCE/EDUCATION
* BS degree in Engineering, Architecture or Construction Management or CMAA Certification

Job Summary:
The Quality Control Laboratory Supervisor supports the PARCO leadership, provides technical oversight, and oversees the quality assurance functions of an AASHTO-accredited liquid asphalt laboratory. This role helps ensure that all testing, personnel, equipment, and reporting meet the required standards of accuracy, safety, and compliance with AASHTO R 18, ASTM, and DOT specifications. The QC Lab Supervisor assists in maintaining the laboratory's accreditation status, provides support to internal customers and external agencies, and contributes to continuous improvement efforts that enhance testing efficiency, reliability, and technical quality.
Essential Functions:
Obligated. Support the laboratory quality system by maintaining required documentation and help ensure daily testing is performed accurately according to AASHTO and ASTM standards to maintain valid and reliable results with AASHTO R 18 requirements.
Maintain sample and data traceability through LIMS or related systems to support consistent documentation and audit requirements.
Measurement. Assist with accreditation audits and proficiency testing activities by gathering records, coordinating workflows, and helping address findings.

Holder Construction Company, an Atlanta based commercial construction company with operations throughout the United States, is seeking a highly motivated QA/QC (and or office/field) professional to join our project team in Dallas, TX. This position is responsible for the implementation and management of the project quality control program and performance of daily quality procedures and provide proper coordination and construction that meet project standards and requirements. The position will work directly with both internal and external team members, to provide document review, coordination, and implementation during construction and commissioning.
Position Description
Ability to work and communicate effectively with the project team, subcontractors, consultants and owner representatives. Execute inspections with trade partners to oversee checklist and accuracy before and after inspection.
Familiarity with a broad range of general construction processes and nomenclature including testing laboratory protocols and procedures, soils and concrete testing, asphalt paving, structural steel and welding and general construction observations.
Methodical and detail-oriented to assist the project team in assuring that Project QC documentation are complete, and procedures are followed to ensure issues are closed and project risk is mitigated.
Ability to read and understand construction plans and specifications including identification of errors or redundancies for resolution by others.
Mange equipment tracking tools by updating inspection statues and project workflows.
Conduct regularly scheduled quality and office/field meetings, review logs of Deficiencies, Punch List, etc., and provide documentation and meeting minutes.
Coordinate with trade partners for inspection paperwork, manage testing reports and train on software tools for best practices and consistency.
Create, document and distribute all checklists, inspections, completion lists, punch lists, and reports on the office side. Communicate to facilitate field activities required for issue completion, along with issue durations and due dates with trade partners.
Prepare weekly meeting agendas and lead weekly quality walks.
Work intimately with both office and field staff to understand the project schedule in order to execute the inspection process to support critical commissioning and energization dates.
Participate in Trade pre-installation meetings to verify that each Trade has an understanding of the Project's QC requirements before beginning work on site.
Monitor construction activities and review materials and equipment delivered to the project for adherence to specifications.
Ability to coach and mentor junior employees; seeking opportunities to grow in leadership roles.
Position Requirements
5-7 years of office or field construction focused experience on projects similar in nature, size, and extent.
Bachelor's degree in construction management, engineering, or equivalent combination of training and experience.
Proficient in MS-based software including Word, Excel, Outlook, Bluebeam, BIM360, Field, SmartSheet, etc.
Certifications preferred but not required:
ICC (reinforcing, concrete, masonry, structural steel, soils, etc.)
ACI (American Concrete Institute)
ASNT (American Society for Nondestructive Testing)

The base pay range for this role is $97,600 - $146,400. (Actual range is higher for the following office locations: Denver, CO and Chicago, IL - 5%, Seattle, WA, and Portland, OR - 10%, Washington, D.C. - 12.5%).

General Description
The Quality Control Manager entails planning, designing, implementing, and overseeing quality control initiatives. Additionally, this position manages quality assurance processes, procedures, and documentation related to deliverable preparation and tracking. This role conducts reviews of construction and demolition projects.

Essential Functions
Assist with preparing proposal technical approach and cost related to quality program implementation.
Prepare Quality Control Project Plans, including Definable Features of Work, inspection requirements, and testing plan.
Prepare appropriate, targeted field forms associated with this plan.
Ensure compliance with Submittal requirements, including maintaining submittal logs, tracking review/approval/resubmittal, and review of technical submittals as required based on subject matter expertise.
Assist project team in preparing and managing RFIs as necessary.
Implementation field 3-phase quality control processes in accordance with USACE and DPW requirements.
Document field quality deficiencies, and track via Deficiency Log through closeout.
Build up a QC team of subject matter experts to execute successful job-specific QC programs.
Work with the field team to understand the timing and rationale for quality “hold points' for inspection and testing.
Plan with the field team to effectively implement the inspection and testing plan.
Complete targeted Daily Quality Control Reports, notes of Preparatory and Initial Phase meetings, and reports of deficiencies. The focus must be on the features of the work inspected and tested and the results of those inspections/testing, not field productivity.
Report on the status of quality program implementation to the Program Quality Control Manager, with copies to PM and Site Superintendent.
Assist the project team in resolving outstanding quality concerns.
Troubleshoot and problem-solve as required on all projects.
Other duties as assigned.
Competencies
Ability to track records of meeting production, quality, and customer services standards in a fast-paced construction environment.
Skilled in written and oral communication.
Knowledge of management for contractors, and appropriate experience and expertise in implementing inspection and testing programs for remediation and construction projects.
Ability to be a detail-oriented problem solver.
Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.
Ability to handle multiple projects and tasks, prioritize and organize, and work well under stress in a fast-paced environment.
Ability to be flexible and adapt to constant change.
Ability to work flexible hours as required to meet deadlines.
Skilled in interpersonal communication with staff and clients.
Skilled with Microsoft Excel and Word.
Knowledge of mentoring field quality technicians.
Skilled with Procore and RMS
Ability to clearly speak, write, read, and understand English language.
Required Education and Experience
High school diploma or GED.
Bachelor's degree in engineering, architecture, or construction management. Equivalent years of experience may be substituted for a degree.
Minimum 5 years construction quality control experience on construction similar to this contract.
Required to have completed the Construction Quality Management (CQM) for the contractor's course. If CQM does not have a current certification, obtain the CQM for contractor's course certification within 90 days of award.
Must be a U.S. Citizen.
Experience with projects ranging from $1MM to $30MM.
Direct experience with and/or established relationships with Federal clients.
Valid driver's license.
Preferred Education and Experience
OSHA 30.
Broad experience in a wide range of civil, vertical construction, demolition, and environmental remediation.
Experience with updating corporate quality plans and developing project-specific quality control inspection/testing plans and field forms for a wide range of projects.
Experience reading plans and specifications.

Visual Acuity: must be adequate to perform the above listed tasks in a safe manner and perform activities such as viewing a computer terminal and extensive reading.
Lifting: must be able to exert up to 50 pounds of force occasionally and up to 20 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
