Leidos is seeking a Software Developer possessing the ability to design, develop, and implement end-to-end solutions to support our geospatial data production portfolio.
Primary Responsibilities

+ The successful candidate will assist in the design, development, implementation and maintenance of systems, software, custom applications, and data integration solutions with a focus on both desktop and web based geospatial applications.

+ The candidate will interact with staff at all levels of the company from analysts to PhDs.

+ The candidate will work as part of an integrated development team for the creation of complex applications.

+ An understanding of the ESRI ArcGIS/ArcGIS Pro suite of products is a plus.

Basic Qualifications

+ Requires BS degree and 2 4 years of prior relevant experience or Masters with less than 2 years of prior relevant experience.

+ Understanding of GIS software and GIS principals.

+ Experience with Python 2.x/3.x, Microsoft .NET (C#, VB .NET), Web Services, HTML, CSS, and JavaScript.

+ Experience with extending ArcGIS Pro via the .NET and Python API's a plus.

+ Experience with databases such as SQL, SQLite, and PostGreSQL.

+ Understanding of application architecture best-practices.

+ Familiarity with open-source mapping application technologies such as, but not limited to, OpenLayers, Leaflet, Mapbox and GeoServer, a plus.

+ Familiarity with source control practices and software such as GitHub and SourceTree.

+ Must have the analytical and interpersonal skills to elicit and document business, functional, and technical requirements.

+ Ability to troubleshoot a wide variety of technical issues.

+ Ability to work as a team member in a fast-paced, deadline-oriented environment.

+ Ability to understand and interpret business applications and is responsible for developing applications and products to fulfill those requirements.

Preferred Qualifications

A Bachelor's degree from an accredited college or university with major course work in GIS, Computer Science; or other applicable major. In lieu of a four-year degree, applicants with considerable progressive experience with GIS application development and GIS systems may be considered.

The GIS Developer is responsible for the design, development, configuration, unit testing, and deployment of Enterprise GIS applications. The candidate must be proficient in web and/or desktop GIS application development using agile methodologies. The GIS Developer develops, modifies, and tests code that supports spatial intelligence, desktop GIS and web GIS solutions. This position will also provide escalated support for Enterprise GIS products and solutions throughout the organization. The GIS Developer will work closely with business stakeholders, other Enterprise GIS staff members, and/or outside vendor(s) to ensure the Enterprise GIS solution meets business requirements.

PRINCIPAL RESPONSIBLITIES:

Prepares detailed technical specifications, designs, or user stories from which programs will be written or configured

Writes high quality code according to provided requirements

Addresses system defects and implements enhancements to existing functionality

Troubleshoots issues with minimal guidance, identifies bottlenecks in existing data workflows and provides solutions for a scalable, defect-free application

Participates in the definition of application scope and objectives through research and fact finding

Provides escalated support and resolution of open IT issues escalated by IT Support

Supports production environment

Develops strong vendor relationships to resolve problems and coordinate the delivery of IT products and services

Performs other job-related duties as assigned or apparent

QUALIFICATIONS:

Bachelor's Degree in IT, Computer Science, GIS or related field

Experience with system integration, including middleware tools

Experience in software development or testing, including testing automation and the development of test plans

Experience working with the following technologies: ArcGIS JavaScript API, Web App Builder, web services, JSON, REST, Python, ArcObjects

Experience with SDLC and agile development methodologies such as Scrumban, Scrum, Kanban

Proficient with complex GIS concepts such as Geometric Networks, Density Analysis, Topology, Spatial Joins, Spatial Projections

Background in and experience with database or statistical programming

Development experience with SQL

MINIMUM REQUIREMENTS

Minimum of 3 years experience with the Esri ArcGIS platform, including ArcGIS Desktop, ArcGIS Server, ArcGIS Enterprise/Portal, Geodatabases

Minimum of 2 years development experience with at least one of the following languages: JavaScript, C#

Application design and implementation experience.

**This Opportunity**

WSP is currently recruiting for a Senior level GIS Developer to join our Enterprise Asset Management and Technology Services team. The position supports process automation, tool development, data management and quality control in an enterprise server environment for large field data collection efforts around the globe.

**Your Impact**

+ Provide Enterprise GIS and Portal administration and management for a multi-server environment

+ Support enterprise GIS data collection and management on multiple projects simultaneously

+ Provide GIS application development services related to data management and customer access to spatial and tabular data.

+ Support development of ArcGIS Portal applications and tools, including development of custom widgets.

+ Familiarity with SDSFIE (Spatial Data Standards for Facilities, Infrastructure, and Environment) data structure to provide compliant deliverables when required

+ Communicate with project team members and other stakeholders to define data needs, project requirements, and desired outputs

+ Compile and refine geographic data from a variety of sources including public domain, field collection, satellite imagery, aerial photographs, and existing maps

+ Perform regular quality control checks of GIS and non-spatial databases to ensure data integrity

+ Manage individual project tasks related to GIS, database design and management, and data visualization

+ Manage integration of GIS information within data management systems such as SharePoint.

+ Customize GIS workflow and software programs for data collection, engineering, and environmental applications

+ Create and maintain thorough documentation of design and development processes and workflows

**Who You Are**

**Required Qualifications**

+ 5-10 years of GIS development experience

+ BA/BS/MS in GIS, Engineering or related field of study.

+ Expertise in application development utilizing Visual Studio, Esri JavaScript API, and Python

+ Proficiency using ESRI ArcGIS desktop applications and cloud-based platforms

+ Proficiency with administration of Esri ArcGIS Server and Portal environments

+ Proficiency using Microsoft Office

+ Strong written and verbal communication skills

+ Resourceful and self-motivated

**Preferred Qualifications**

+ Experience with enterprise asset management projects

+ Experience with federal government clients
